The purpose of this memorandum is to provide you with additional information regarding the
abatement petitions form Snyder Oil Company,. I am recommending approval of those
petitions.
The 17 petitions you will consider Monday morning November 3 are part of approximately
300 petitions the Snyder agent sent in late December last year. I approved the other
petitions, all for less than $1,000 dollars in property taxes, approximately one week earlier.
The petitions at first appeared to be lacking in merit. For that reason, I requested more
information on each well and held a meeting to discuss the petitions and request additional
information. Randy Fetterolf and Bill Hyde of the Division of Property Taxation both attended
the SOCO meeting to assist us. After the meeting Randy requested more information and,
subsequently determined that SOCO claims were legitimate
Based upon the information SOCO has provided us and primarily Randy's extensive analyses
of the data, I am recommending that the Board approve the abatements. The total taxes
refunds requested is approximately $160,000.
At the time I approved the other abatements I sent letters to the approximately 32 taxing
districts informing them that the abatements would impact them.
