Specifically, the February 24, 1997 letter indicated that four criteria must be met prior to release of a building permit for USR-776. Attached, you will find a copy of the letter labeled EXHIBIT A. As a means of clarification, each criteria will be listed below with reference to each criteria's resolution: 1)The property shall be brought into compliance, and any active violation shall be closed. Referring to Violation Number VI-9700034, the Weld County Department of Planning Services notified the property owner, Anthony Galluzzo on May 5, 1997, that "the noncommercial junkyard has been removed from the property, therefore the violation no longer exists". Please see EXHIBIT B. 2)A structural engineer with knowledge of radio towers shall certify that the tower can safely support the additional equipment. A copy of this certification shall be submitted to the Department of Planning Services. On March 27, 1998, a structural analysis was performed by Electronics Research, Inc. (ERI) Structural Division Manager Ernest R. Jones. Of note, the tower requires no physical structural implementation. However, proposed "improvements in feed line arrangements", were recommended by ERI. A copy of a letter, dated April 20, 1998 that certifies the recommended feed line arrangements was submitted to the Department of Planning Services on April 21,1998. Please see EXHIBIT C. Recently, ERI's Mr. Jones confirmed that such arrangements have been implemented by Western Wireless. Weld County Department of Planning Services Current Planner Shani Eastin and I met on 2/27/98 regarding the four criteria required for issuance of a building permit. Ms. Eastin indicated that a letter from Western Wireless' Microwave Network Manager guaranteeing noninterference based on the data gathered from the structural analysis and the intermodulation study (Criteria#4) would suffice. Such a guarantee has been produced by George Wright, Western Wireless Microwave Network Manager. Please see EXHIBIT E. 4)All future frequencies transmitting from the tower shall require an intermodulation and signal saturation study to be approved by the Weld County Information Service Agency. A copy of this report shall be submitted to the Department of Planning Services. In a letter dated March 12, 1998, Kent Donahue, Director of Weld County Regional Communications Center noted the following in regards to intermodulation and signal saturation study: "There are no significant problems noted with the study, and the application meets with our approval for their installation of equipment on the tower." Please see EXHIBIT F. A copy of an intermodulation report provided to Mr. Donahue by Western Wireless on March 2, 1998 was submitted to Shani Eastin of the Department of Planning Services on April 21, 1998. Dear Mr. Holpp: After a work session with the Board of County Commissioners on February 19, 1997,it was determined the addition of three PCS panel antenna arrays,four eight-foot diameter microwave dishes, and three four- foot diameter microwave dishes would not constitute a major deviation from the original permit issued for the tower. Colorado. We have worked on tower antennas,reinforced the structure, and completed maintenance over the past four years. The tower bolts and guy anchor attachments have been checked and the tower was plumbed and tenaoned by our firm the summer of 1996. This structure was a well fabricated and installed structure and is in excellent condition in relation to maintenance and repair. You have upgraded a formal listing of all existing antennas ends listing of some proposed additional antennas of Western Wireless and two paging companies. You had directed us to analyze the tower to determine if the proposed antennas could be located from the 100'to 370' elevation on this structure. Our specific guidelines were to make appropriote recommendations to maintain a straoture capable of meeting the ANSI\TIA\EIA-222 F Standard for a 70 mph basic wind speed rating. This rating is the rating the structure was improved to from its condition at the time of your Initial purchase. In order to maintain a 70 mph basic wind speed rating with additional antennas, improvements in feed line distributions on the ton were found necessary. By bundling and relocating feed lines to be directly in front of tower angle legs; reductions in overall wind loading could be achieved. Details concerning our analysis and recommended feed arrangements are contained in my 3-27-98 Tower Analysis Report. Tall Guyed Tower Frederic, Colorado Ken, This letter is to confirm the intentions to follow recommendations in my 3-27-98 tower analysis report for the 1161 ft. tall guyed tower located near Frederic, Colorado. This tower is owned by Tsunami Communications, Inc. and was analyzed for additional antennas for Tony Galluzzo. As part of a trade off for adding additional antennas the feed line loading on the tower mast had to be reduced. I understand that the antenna loading for this structure will be what I referred to as Run#5 in my 3-27-98 report. This run included your four proposed high performance dish antennas. We had fabricated special brackets which fit tightly around the outside of the angle tower legs. These brackets were especially arranged to relocate feed lines from the face of the tower and to wind shield them by grouping them directly in front of tower mast angle legs. You have sent a sketch showing the existing locations of cables around the tower mast. According to this information I can verify that the intent of the recommended arrangement of feed lines for this tower has been met. We are in the process of detailing a set of antenna mounts and shields for your proposed four (4)antennas. You have plans to have these mounts made by a local fabricator and have them installed. You have contracted with our company to have me visit the site after your antennas have been installed to verify that the items as recommended in my report have been properly completed.
