The Board of County Commissioners of Weld County, Colorado, met in regular
session as the Board of Social Services in full conformity with the laws of the
State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, October 26, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Don Warden
MINUTES: Commissioner Hall moved to approve the minutes of the Board of Social
Services meeting of October 21, 1998, as printed. Commissioner Webster
seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for
approval by the Board in the amount of $24,822.96. Commissioner Baxter
moved to approve the warrants as presented by Mr. Warden. Commissioner
Kirkmeyer seconded the motion, which carried unanimously.
BUSINESS:
NEW: CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN -ACKERMAN AND ASSOCIATES, P.C.: Judy
Griego, Director of Social Services, stated Ackerman and Associates has agreed
to provide consultation to foster home care providers either in the home or at the
office of the consultant. Ms. Griego explained Ackerman and Associates will be
reimbursed a maximum of$21,500 at a rate of$75 per hour for an individual, or
$40 per hour for group services. She stated the term of this agreement is from
September 1, 1998, through May 31, 1999. Commissioner Hall moved to
approve said agreement and authorize the Chair to sign. Seconded by
Commissioner Baxter, the motion carried unanimously.

CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN - FRANK M. ANDREWS, PH.D.: Ms. Griego
stated under this agreement, Frank Andrews will provide consultation to foster
care home providers similar to the item discussed above. For his services, the
County will reimburse Dr. Andrews a maximum of$21,500 at a rate of$90 per
hour for an individual and $40 per hour for group services. The term of this
agreement is from September 1, 1998, through May 31, 1999. Commissioner
Webster moved to approve said agreement and authorize the Chair to sign.
Seconded by Commissioner Baxter, the motion carried unanimously.
CONSIDER CHILD PROTECTION AGREEMENT FOR SERVICES AND
AUTHORIZE CHAIR TO SIGN -NORTH RANGE BEHAVIORAL HEALTH: Ms.
Griego stated under this agreement, North Range Behavioral Health will provide
psychological and assessment, consultation, and court testimony services at a
rate of$75 not to exceed $46,000. The term of this agreement is from June 1,
1998, through May 31, 1999. Commissioner Baxter moved to approve said
agreement and authorize the Chair to sign. Seconded by Commissioner Hall,
the motion carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:05 a.m.
