Box 758 Greeley, CO 80632-0758 Dear Mr. Hall: The National Association of Counties (NACo) scored some major legislative victories last year and early this year, especially with the adoption of the Unfunded Mandates Reform Act of 1995 and I want to thank you and Weld County for your support and involvement. Your support is essential for continuing our work representing America's counties. In order to continue with our successful representation of county governments, the NACo Board of Directors voted in December 1994 to increase NACo dues beginning January 1, 1996. This dues rate adjustment is the first in 13 years and is needed to ensure that NACo remains a fiscally sound organization which receives a proportionate share of its revenues from dues income to fund member services, and relies on program or external income only to compliment and enhance those services. Currently, NACo receives 20 percent of its income from dues -17 percent less than the association industry average. As you prepare your budget for 1996, please note that Weld County's 1996 dues are $2,259.00, an increase of $188. I have enclosed materials that will assist you as you discuss the benefits of NACo membership with your colleagues. I can assure you that the increase will go toward future successes like mandate relief. This year, we are focusing on other key issues, among them are welfare reform, infrastructure development, rural development, and waste flow control and ensuring the appropriation of an increase for the Payments In Lieu of Taxes program. In addition to our legislative efforts, we also are expanding our membership services. Programs to assist counties on financial and investment matters and information technology, and to provide the ability to communicate with each other through computer systems are part of NACo's growing list of member benefits.
