I have reviewed the application and change of zone and have the following comments: Under Exhibit C, Road Maintenance and Improvements Agreement (Off -site), the applicant has identified Phases I and II in the Agreement. Will there be additional maps that reflect the internal road system in Phases 1 and II? Traffic Study: Traffic projection studies have recently been completed in the Mixed Use Development Area based on build out level of anticipated development. With this development, there will be a major increase in traffic, far beyond the ability of the present roadway system's ability to provide an acceptable level of service. With the anticipated widening of I-25 and the development along the outer roads, it will not be possible to increase the outer road's capacity by widening. In order to provide north -south capacity, a four -lane road, spaced approximately one-half mile both east and west of I-25 will be necessary. Because this development proposal will generate a significant amount of traffic, the applicant should provide a traffic analysis performed by a qualified traffic engineer. The analysis should identify traffic generated by the development as well as the roadway improvements needed to mitigate the increased traffic. Section 2.7 of the proposed Mixed Use Development Plan contains a guideline for the preparation of a traffic study. The applicant should also include in the sight design and construction the improvements identified in the traffic study. Where arterial roads are proposed, the future alignment should be designed to a 45 MPH design speed, taking into consideration future extensions of the arterial. A Preliminary Geoteclmical Engineering Report prepared by Terracon (December 1995) was included in the submittal. My comments are summarized below. I) Drainage. Drainage, both surface and subsurface, is the chief issue at the site. Neither a drainage report nor a grading plan was included in the submittal, but both should be prepared for the site before the final stage of development. The drainage study should discuss elements such as runoff, surface water flows and water diversion to the existing ponds. As the topography is nearly flat, grading should be carefully undertaken to create areas of positive drainage for the building sites. As noted in the PUD Statement, construction must take place above calculated flood plain elevations of Idaho Creek. As to be expected in an area of ponds and flood plain, the water table is very high. Therefore, subgrade construction is definitely not recommended. Construction on raised pads, where feasible, should be considered. Pumps for dewatering during construction should be available on site. As noted in the geotechnical report, the bedding for all subsurface utilities should be capable of compensating for compaction and high groundwater conditions. 2) Soil. Most of the alluvial sediments will provide acceptable building substrates. Care must be taken to excavate all organic material from a building site before construction begins, as this material has a tendency to compact and settle substantially when loaded. The proposed PUD is located in Del Camino south of SH119 and west of 1-25. It is 160 acres±. The uses proposed are light industrial. highway commercial, residential, and recreational open space. The sketch plan does not provide any information about the proposed residential area. I understand that as pan of work done on the draft 1-25 MixeUse more than Development Areanes. The City Plan, the consultants have indicated that this section of SH 119 may require accommodate ty assumes that Weld County will obtain any additional right-of-way necessary to these roadway improvements. The application indicates that all the roadways will be private. As part of this review, Weld proposed roads should provide access to other County may wish to evaluate whether these properties in the area (especially the road that intersects SH 119), and as a result, whether they should be public roads. To promote a pedestrian environment. Weld County may want to require sidewalks. The recreational open space is proposed to be public open space. The application does not provide any information as to what public entity is going to own and maintain this open space. Gravel roads are proposed within this open space. Requiring paved roads may be better for future air quality given the urban development and traffic anticipated in this area. The application says that there will be a 10 ft. buffer along SH119. The City trusts that Weld County will employ such design standards and landscaping requirements as part of its review.
