This report summarizes the activities of the Weld County Council during the fourth quarter of the calendar year 1995. The County Council met at the Windsor Town Hall for its July 5, 1995 meeting. County Commissioner Dale Hale was the guest speaker. He spoke about the Weld County Trail System. He explained the Trail Master Plan and the progress toward its completion. The Town of Windsor's Recreation Director, Ruth Ann Sampson, shared information regarding the activities that Windsor is pursuing related to the trail system. The August 2, 1995 meeting was held at the Ft. Lupton City Hall. The guest speaker was Weld County Clerk and Recorder, Suki Tsukamoto. Ms. Tsukamoto spoke about the improvements she had initiated at the Greeley Office of Motor Vehicles including: having more clerks available to the public, bilingual staff, fast renewal line, and direction signs added both interior and exterior. President Jim Gardner asked for Suki's help in designing a referendum/initiative checklist for citizens interested in these procedures. It was suggested a checklist would eliminate charges that the Clerk and Recorder's staff did not cooperate with citizens on these matters. The Council also discussed with the Clerk and Recorder the possibility of having a "How Are We Doing?" form available in her office. The Council discussed the way the Council handled citizens' complaints regarding the Grover Rodeo. Councilman Ralph Campbell reported on the July 17, 1995 Commissioners' Regional Meeting in Grover because the Grover Rodeo had been discussed there. Further discussion on this topic related to communication between the Sheriff and the Council. It was decided that President Jim Gardner would speak directly with Sheriff Jordan. The Council met at Pierce Town Hall for its September 6, 1995 meeting. Guest speaker Gary McCabe, Director of Weld County Ambulance Service, gave a presentation and answered questions about the history and current plans of the Ambulance Service. Another guest speaker, Mr. John Pickle, Director of Weld County's Health Department, spoke about the trend in public health toward prevention and promotion rather than enforcement. He gave examples of the focus in the Department to come along side local communities and groups to aid them in solving their own problems. A Council work session to further research on "How Are We Doing?" forms available in County offices was discussed. Discussion was held regarding the communication skills used in the interchanges between the Council and the Sheriff. The Council passed a motion to send a letter of recommendation to Sheriff Jordan detailing the use of name tags by Sheriff Department officers, volunteers, and posse members. tc I ll7r ct 952472 Weld County Council Report to the People Third Quarter, 1995 Page 2 of 2 This report is not meant to be an exclusive enumeration of the activities entered into by the Council.
