Staff has reviewed your request and has determined that the placement of the pre-manufactured building two hundred (200) feet to the west from the originally designated location on your site plan does not constitute a substantial change to the existing 2nd Amended USR 247 and would not require another amendment. However,the pre-manufactured building used as an office is a temporary use. Allowance of the building shall maintain conformance with Section 43.2.5.1. The applicant shall obtain a building permit for the pre- manufactured building and comply with all installation standards of the Weld County Building Code Ordinance. Upon cessation of the office use, the pre-manufactured building shall be removed from the property. Any proposed future change to the USR shall be submitted to and reviewed by the Department of Planning Services to determine if an amendment is required. I am enclosing a copied portion of the plot included with USR 247 which clearly shows two office buildings,Asphalt Sales Office and Aggregate Sales and Concrete Dispatch. I would like to place a pre manufactured building on the site that will temporarily house both of these operations. The location of this structure would be 200 feet to west (approximate). This move will allow better traffic flow on the site. Per our conversation with Dennis from the Building Department, and your recommendation, this structure would be placed and secured using Weld County Building Standards for a temporary structure. In keeping with the development standards of the USR, This temporary structure will be removed after completion of mining operations. The well that will supply this location with domestic water is already in place and functioning (Permit Number 047856-F) The septic system is also in place and functioning, permit number SP-9900136. I would like to provide information that you may be missing. Hopefully, after your review of this information,you will issue a building permit for the proposed project. 1. An amendment to USR 247-87-10 was applied for, issued and recorded on January 29, 1997 with the Weld County Clerk and Recorder. This amended USR clearly shows the location of the proposed new concrete batch plant and the now existing asphalt hot plant. 2. Weld County Issued a building permit(97000006) in 1997 for a asphalt hot plant at this same site. The building was inspected and approved by Weld County per the new amended USR and not the older USR that you have in your files and are referring to at this time. In light of this new information, I hope that you will view this favorably and issue a permit for this project i erely, Larry D.
