Dear Shani,
The Town of Berthoud is writing to you today in regards to the proposed Little Thompson Valley
Estates. The Town has submitted two letters to you dated August 6, 1996 and September 24,
1996 to the Planning Department expressing our concerns and questions with the compatibility of
this use with the uses on the surrounding properties. The Town Board reviewed this proposal at
its February 11th meeting and voted to send a recommendation of denial to Weld County for the
following reasons:
1) The type of development in this area does not meet our requirements for "Rural Development
Clusters." Rural Development Clusters would have required at least 30% of the site to be
dedicated as common open space; located in areas classified as non -prime farmlands; clustering
by
ofa domestic water system and municipal waste water system, or on site package plant;

2) The placement of the building envelop on lot 1 is not in keeping with the intent of preserving
the agricultural uses of this property. The building envelop on lot 1 should not be located away
from the other lots and should be located adjacent to the other building sites in order to preserve
as much land as possible for future agricultural uses.
3) The Town Board questions whether the Berthoud Area Fire Protection district will allow a
cul-de-sac of this length without some other entrance or access point.

4) The Town has recently annexed to within 1 mile of this site and will be providing waste
water service to this area within the next year. If development is to occur we would request that
they connect to this system and not use individual septic systems.
We would hope that these recommendations could be incorporated into this proposal and allow
for the preservation of this site. We would like to thank you for the opportunity to review this
proposal and for your time and consideration of our concerns.

Little Thompson Water District has provided a letter of
commitment for the proposed subdivision. The letter has noted any
special requirements for serving the development. A review of the
detailed water service plans has been done and we will work with
the developer to layout the water lines to provide the service to
the lots with the least cost.

The Weld County Public Works Department has reviewed the Little Thompson Valley Estates for
a PUD file plat. The following comments are recommended to be a part of any approval:
1. In the Improvements Agreement according to the policy regarding Collateral for
Improvements (Private Road Maintenance), it needs to be dated and signed by the applicant.
2. Under the Section A -A, the applicant indicated that 12 inch culverts at the driveways will be
installed. This needs to be changed to the County's minimum requirement of 15 inches for
driveway culverts.
3. At the entrance to WCR 7, the applicant needs to indicate two radiuses at both ends of the
driveway to accommodate turning vehicles. These radiuses need to be a minimum of 20 feet.
4. On Exhibit A -I, Phase I, the applicant indicated that 224 feet of 18 inch CMP culvert pipe
with fared end sections would be installed. In the Exhibit under Storm Drainage, the
applicant has indicated 130 linear feet. Please verify and correct this item.
5. The applicant has supplied a stormwater drainage study. The subject site consists of one
drainage basin, which discharges into the Little Thompson River located in the north portion
of this property. The applicant has submitted stormwater drainage calculations. This has
been stamped and approved by Pickett Engineering. I have reviewed the calculations and
the run-off, and I have no conflict with the design.
6. In reference to the paving item, Exhibit A -I the applicant indicated 1600 square yards in
Phase I, our calculations are showing well over 2,000 square yards in Phase I. This item
needs to be revised.

Dear Ms. Eastin,
The Berthoud Fire Protection District has completed its review of
the Little Thompson Valley Estates P.U.D. We find no conflict at
this time, however we do have the following requirements:
1. The installation of two fire hydrants located as already
indicated on the plot plan.
2. The hydrants shall meet the 1991 UFC requirement of 1,000
gallons per minute.
3. The hydrants shall be a 24015 Mueller Improved or an approved
equal.
4. The fire hydrants shall be within 15 feet of the curb or
designated roadway, with no obstructions within 3 feet.
5. All access roadways must be a minimum of 20 feet wide, 28 feet
wide if parking on one side and 36 feet wide if parking on two
sides.
6. All access roadways must enter and exit onto a public way or
to other access or have a minimum 80' diameter turnaround if
the access roadway is a dead end.
7. All access roadways must be an all weather driving surface
capable of supporting fire apparatus. Surface may be asphalt,
concrete or compacted roadbase.

Dear Ms. Eastin:
In response to your request and in accordance with Senate Bill 35 (1972) I visited this property
to review the plat. Landmark Engineering collected three soil samples in April 1996 for
pavement design, but none of the raw data was included in their letter report. The site consists
of low hills that slope northward toward the Little Thompson River. Water was observed flowing
into a north -south trending depression that is present in the southwestern part of the property.
1) Soil. The onsite soils have been identified by the Soil Conservation Service as Weld and
Colby. They have a high clay content, but are generally not problematical as a building substrate
with the following caveats: Weld soils are described as having a high shrink/swell potential in
the 8 -15 -inch interval and are also characterized as having low strength. Therefore, I recommend
that a geotechnical sample be collected from the subsurface soils at each building envelope and
analyzed for strength and swell/consolidation characteristics. This information will be useful in
building design. If necessary, unacceptable native soils can be excavated and replaced with an
engineered fill.
Numerous angular cobble -sized sandstone fragments were observed during the site inspection, and
bedrock is present in the banks of the above -mentioned depression. The bedrock is mapped as
the upper transition member of the Pierre Formation. Foundations should be placed on
homogeneous material, i.e., not a combination of soil and bedrock, to prevent differential
settlement problems.
2) Surface drainage. The final plat should show the flood plain limits of the Little Thompson
River. No construction can take place within these limits. The plat should also indicate the
depression with a 15-20 foot setback as a no -build zone. Swales should be avoided for siting
homes and leach fields because of the potential for flooding or water accumulation.

3) Subsurface drainage. I visited the site on a warm day when snow was melting and observed
the ground surface to be very muddy and drainage to be slow. The shallow bedrock has lower
permeability than the soil and will further decrease the rate of water infiltration, and may even
cause water to pond on top of the bedrock and in surface depressions. I strongly recommend that
foundation drains be considered in building design to help prevent problems associated with
groundwater accumulation.
The shallow bedrock and clayey soil present special problems for septic systems. Even leach
field areas where percolation rates are found to be acceptable may be subject to premature failure
because of ponding of water on the bedrock surface. This issue needs to be thoroughly
investigated before construction begins. It may be necessary to install engineered systems.
In summary, development of the site should proceed only with a better understanding of the
subsurface conditions. Potential sites for leach fields should be located, and within these areas,
depth to bedrock should be determined and percolation tests performed. If problematical
conditions are encountered, suggestions for engineered systems should be proposed. Please

Thank you for allowing the Larimer County Planning Department the opportunity to
review the final plan of the Little Thompson Valley Estates PUD.
The proposed subdivision is about three miles east of the Larimer/Weld county line,
and about four miles east of the trom the Town of Berthoud. Provided that the PUD is
developed as planned, it will not result in any significant negative Impacts on Larimer
County's facilities, services or environment.

SUBJECT: Little Thompson Valley Estates
In regards to Item 12, none of the White pines will do well
in this area. The site is also not conducive to growing
Blue spruce. However, Rocky Mountain Juniper, Eastern red
cedar, Ponderosa pine, Austrian pine and Scotch pine are all
good choices for conifers.
One of the maps show that alfalfa will be grown on part of
the property. In order to grow alfalfa the amount of water
needed is approximately 30" for the growing season. With
natural precipitation during a "dry" year a net irrigation
requirement of 26" is needed. For a "normal" year a net
irrigation requirement of 25" is needed. 25 acres of
alfalfa would require approximately 62.5 acre feet of
irrigation water. The plan did not state if the property
has an irrigation water right. If not, native grasses would
be a better choice for planting.
Erosion control measures should consider use of surface
roughening, mulching, vegetative cover and early application
of gravel base on areas to be paved. Sediment control
measures are site specific and could include buffer strips,
sediment fence, dikes, sediment traps or basins.
We hope that these observations are useful to the applicant.
