USE BY SPECIAL REVIEW FOR HORSE BOARDING
AND TRAINING FACILITY.
1 . How is this proposal consistent with the Weld County
Comprehensive Plan?
This proposal is consistent with the Weld County
Comprehensive Plan in our efforts to maintain the productive
( irrigated) land on our parcel . All structures and
activities will be on what has historically been non-
productive dryland. This meets with goal one of the
agricultural intent. This facility will be providing
services that are helpful for the urban growth and
development that is occurring in Weld County.
2 . How does this proposal meet with the intent of the zone
district it is located in?
The zoning district is agricultural and although the
activities of this business are not strictly considered
agricultural as stated in the Comprehensive Plan we do keep
livestock and fit in with the agricultural use in the
surrounding area. We do fit in with goal two of the
Comprehensive Plan surrounding agricultural use that allows
commercial uses within agricultural zoning if they are
related to agriculture.
3. How is this use compatible with future development as
stated in the Weld County Comprehensive Plan?
This use will enhance existing and future agricultural
and urban uses in the area. The facility will be
compatible with the surrounding area. The facility will not
require much demand on public services such as sewer, water,
roads, fire or police and no demand on schools.
4. What types of uses surround this site? Is this request
compatible with surrounding uses?
The area surrounding this site is agricultural. The
proposed facility should be very compatible to the area.
5. Is this property located within a Flood Hazard zone,
Geologic Hazard, or Airport Overlay zone- and does it meet
these special requirements?
The property is not located in any of these zones.
6. What efforts have been made to conserve productive
agricultural land?
The proposed facility will be located on non-productive
dryland. We will be maintaining twenty five acres of
irrigated pasture with an annual crop of grass.
7 . How will public health, safety and welfare be protected?
The proposed use poses no threat to public health,
safety and welfare. Equestrian activity is a natural
agricultural process.

8. What will the site be used for?
The proposed use is for equestrian activities including
boarding, breeding, riding, and training. The site will
include facilities for the above activities.
9. How close is this site to other residential structures?
The closest home is about a quarter mile from the site.
10. How many people will be employed at this site and what
hours will they work?
There will be up to four people employed by the stable
and their hours will be approximately 7:00- 5:00 everyday.
11. How many people will use this site?
Approximately 100 people will be using this site
episodically throughout a month.
12 . What type and how many animals, if any, will be on this
site?
The proposed use is for up to 110 horses.
13. What type and how much, if any, operating and
processing equipment will be utilized on site?
The only equipment to be used will be a small farm
tractor with attachments.
14 . What type and how many structures will be erected
(built) on this site?
There will be an indoor arena with attached barn
facilities (building in progress as a personal use
building) . There will also be sheds for horses and a hay
storage shed. There are also future plans for a small
caretakers housing facility.
15. What kind (type, size, weight) of vehicles will access
this site and how often?
The daily traffic will be from personal automobiles and
pickup trucks and some horse trailers of the individuals who
board/ train horses at this site. There will also be
service trucks for hay/bedding delivery and manure hauling.
16. Will this site use a septic system or public sewer
facilities?
Immediate plans are for using a portable toilet.
Future plans include a septic system for the clients use.
17. Are you proposing storage or stockpile of wastes on
this site? If so, what is the size and type proposed?
There will be no storage of wastes on this site.
18 . How often will debris, junk, or waste be disposed of?
By what means?
Manure will be hauled away to area farmers as needed.

19 . How long will it take to construct this site and when
will construction begin?
Much of this construction has already begun as a
personal use project, the large buildings should be
completed by April 1996 .
20. Explain the proposed landscaping plans and erosion
control measures associated with this site.
Proposed landscaping includes planting more trees for
windbreaks and beauty. The twenty five acre field will be
planted in grass to help prevent wind erosion.
21 . Explain any proposed reclamation procedures when
termination of the Special Review use begins.

22 . Explain the need for the proposed use (activity) in
Weld County.
As Weld County grows and becomes more populated there
are fewer places available for people to keep horses at
their own property. The proposed boarding stable would
allow people to keep their horses nearby as well as provide
excellent facilities for them to ride that they would not be
able to afford to have for themselves. The boarding stable
will also provide recreation and education for people that
do not have the opportunity otherwise to learn about and
enjoy horses.
23. Who will provide fire protection for this site?
We are in the Frederick Area Fire Protection District.
I have spoken to Fire Chief Domenic Chioda and he is aware
of our proposal .
24. What or who will provide water to this site?
The property is currently getting water from the
Central Weld County Water District and they will be able to
provide water for the proposed use.
25. How will storm water drainage be handled on the site?
Any runoff from the site can be run into the irrigation
ditch or grass field next to the site. This is what has
happened historically.

APPLICANTS INTEREST IN THE PROPERTY
The property is owned by Clair Martin but his daughter
Sonja Martin Young and her husband Tom Young live there and
are responsible for setting up the horse boarding facility.
Sonja and Tom are the applicants for the Use By Special
Review. Clair is involved but Sonja and Tom have the
answers to any questions posed.
