Martin, Major Subdivision Final Plat Mr. Martin has submitted the Improvements Agreement According Policy Regarding Collateral for Improvements (Publicly Maintained Roads) and the Off -Site Road Improvements Agreement for WCR 35 and WCR 10. I have reviewed the unit costs and the time for completion for the phases, and I find no conflict with them. Finished Floor Elevations: The applicant needs to place on the mylar below the finished floor elevation the following items: 1. The above table establishes minimum finish elevations so that the low areas may be graded or filled to provide drainage away from structures. 2. Structures may be located on the lot above the minimum finished floor elevations to provide drainage. Review of Documentation: Please find attached the original signed agreements. Please have the legal staff review these documents. Storm Water Drainage: I have reviewed the stormwater drainage application and verified the calculations to my satisfaction. My memorandum dated July 8, 1996, referred to many drainage basins on site that could possibly hold stormwater run-off until it evaporates. The applicant has provided finished floor elevations for these lots, along with the additional above -stated items to be placed on the mylar. Simpson State Engineer We have reviewed the final plat proposal for the above referenced subdivision of a 195.47 acre parcel into 52 residential lots with a minimum size of 2.7 acres. A Water Resource Report, dated May 10, 1996, prepared by WRC Engineering Inc., indicates that the in-house domestic water requirement will be 80 gallons per day per person with 3.5 person occupancy for 280 gallons per day per lot for an annual total of 16.3 acre-feet for the 52 lots. Based upon 5,000 square feet of lawn for each of the 52 lots the total irrigation requirement will be 23.9 acre-feet per year. Total annual water requirement including both in-house and irrigation use is 40.2 acre-feet. The water supply is to be from 7 wells constructed in the non -tributary Laramie Fox -Hills aquifer. Permits number 047216-F through 047222-F have been obtained by John T. Martin for 7 wells in the non -tributary Laramie Fox -Hills aquifer and the "Findings of The State Engineer", determined that underlying the 195.472 acres, based on a 100 year aquifer life, a total of 45 acre-feet is available annually as the combined diversion from the 7 wells. Our records indicate that none of the wells have been constructed. Pursuant to Section 30-28-136(1)(h)(q, C.R.S., the State Engineer's Office offers the opinion that the water supply as proposed will not cause material injury to decreed water rights, and the water supply is expected to be adequate except as noted in the following paragraph. Water in the Denver Basin Aquifers is allocated based on a 100 year aquifer life under the provisions of Section 37-90-137(4)(b)(I), C.R.S. For planning purposes the county should be aware that the economic life of a water supply based on wells in a given Denver Basin aquifer may be less than 100 years due to anticipated water level declines. Furthermore, the water supply plan should not rely solely upon non-renewable aquifers. Alternative renewable water resources should be acquired and incorporated in a permanent water supply plan that provides future generations with a water supply.
