The summary of the last regular meeting of the Weld County Planning Commission held on October 7, 1997, was approved. CASE NUMBER: USR-1165 PLANNER: Scott L. Ballstadt APPLICANT: SBA of Denver, Inc. REQUEST: A Site Specific Development Plan and Special Review Permit for a Major Facility of a Public Utility consisting of an 81' Free -Standing Monopole Wireless Communication Tower. LEGAL DESCRIPTION: Part of the SE4 SW4 of Section 30, T3N, R66W of the 6th P.M., Weld County, Colorado. LOCATION: North of and adjacent to Weld County Road 28 and west of and adjacent to Weld County Road 25-1/2 (Highway 85 Frontage Road). Scott Ballstadt, Department of Planning Services, asked the Board to continue case USR-1165, due to not receiving the referral from the Town of Platteville on time, and therefore not giving the Department adequate time to review the referral and give their recommendation. The applicant, Nathan Foster, expressed concerns about the continuance due to the limited time frame they are facing and he feels they have addressed the Town of Platteville concerns. The Vice -Chairman asked if anyone in the audience wished to speak for or against the continuance. No one wished to speak. Jack Epple moved that case USR-1165 be continued until the November 4, 1997 Planning Commission meeting. Bruce Fitzgerald seconded the motion. The Vice -Chairman asked the Secretary to poll the members of the Planning Commission for their decision. Eastin APPLICANT: Brian and Lisa Wallace REQUEST: A Site Specific Development Plan and Special Review Permit for a Commercial Recreational Facility (Roping Arena) and Sports Marketing Business in the A (Agricultural) Zone District. LEGAL DESCRIPTION: Lot A of RE -1888, part of the NE4 of Section 13, T3N, R68W of the 6th P.M., Weld County, Colorado. LOCATION: West of and adjacent to Weld County Road 13; approximately 1/2 mile north of Weld County Road 32. Shani Eastin, Department of Planning Services, asked the Board to continue case USR-1167, until the November 4, 1997, meeting, to give the Department and the applicant more time to review more detailed information. Rusty Tucker asked for verification that the continuance was on the roping arena portion of the application. Shani explained that there had been some discussion with the applicant that may change some of the parameters of the roping arena and that there was also limited information on the roping arena that the Department would like to organize in order to make an adequate recommendation. Jack Epple moved that case USR-1167 be continued until the November 4, 1997 Planning Commission meeting. Christie Nicklas seconded the motion. The Vice -Chairman asked the Secretary to poll the members of the Planning Commission for their decision. Ballstadt APPLICANT: Francisco and Patricia Barron and Bernice Griego REQUEST: A Site Specific Development Plan and a Special Review Permit for Oil and Gas Support and Service (storage of heavy equipment, an office and a shop for welding incidental to the operation with six employees) in the A (Agricultural) Zone District. LEGAL DESCRIPTION: Lot 5, Block 18, Aristocrat Ranchettes, Weld County, Colorado. LOCATION: 15119 Nancy Avenue, Fort Lupton, Colorado. Scott Ballstadt, Department of Planning Services, explained that the Development Standards had a change which pertained to the noise level change from 55 decibels too 60 decibels. He then gave an overview of the application of the development of a shop which was to be used for storage of heavy equipment and an office for a welding operation in the Agricultural zone district located in Aristocrat Ranchettes. The employees will be performing work off site, therefore having minimal impact on surrounding property owners regarding traffic. The Department of Planning Services is recommending approval of the request. Bruce Fitzgerald asked Scott about the present and future water supply. Scott explained that the present supply is a cistern and that the applicant will be required to obtain future water from the public water supply once Aristocrat obtains that as stated in the Development Standards. Rusty Tucker asked Scott why the City of Fort Lupton did not felt that the application was not compatible with surrounding uses. Scott explained that the City of Fort Lupton feels that the residential use is not compatible with their Comprehensive Plan or the Weld County Comprehensive Plan, but Scott explained that the actual zoning is Agricultural and not Residential, therefore is compatible to the Weld County Comprehensive Plan. Jack Epple asked how far Aristocrat Ranchettes was from the City of Fort Lupton. Don Carroll, Public Works Department, explained that it is approximately four to five miles away from the city limits SUMMARY OF THE WELD COUNTY PLANNING COMMISSION MEETING October 21, 1997 Page 3 Marie Koolstra asked if there were any covenants that applied to Aristocrat Ranchettes. There are none that both Scott and the applicant are aware of. The applicant, Francisco Barron, explained that his plans were to have a place to work on his equipment and also have an office to work in. Rusty Tucker asked if the employees would be coming to the shop before going to work or arriving at the site. Mr. Barron explained that they will be going to the site where they will be working. Mr. Tucker also asked how many employees he will have and Mr. Barron stated that it will be four. The Vice -Chairman asked if anyone in the audience if they wished to speak for or against the application. No one wished to speak. The applicant then was asked if he was in agreement with the changes in the Development Standards. Bernice Griego, stated that yes they were in agreement with the changes. Christie Nicklas moved that case USR-1168 be forwarded to the Board of County Commissioners with the Planning Departments Conditions of approval and the changes in the Development Standards. Marie Koolstra seconded the motion. The Vice -Chairman asked the Secretary to poll the members of the Planning Commission for their decision. Ballstadt APPLICANT: Roland and Sharon Bunn REQUEST: A Site Specific Development Plan and a Special Review Permit for the Construction of an Accessory Building with Gross Floor Area larger than 1500 square feet (3,000 square feet) in Casagrande Estates subdivision in the A (Agricultural) Zone District. LEGAL DESCRIPTION: Lot 39, Casagrande Estates First Addition in Section 17, T2N, R67W of the 6th P.M., Weld County, Colorado. LOCATION: 9915 Navajo Court, Longmont, Colorado. Scott Ballstadt, Department of Planning Services, gave an overview of the application for the construction for an accessory building and gross floor larger than 1,500 square feet in Casagrande Estates Subdivision. The Department of Planning Services does recommend approval of the application. The Towns of Firestone and Frederick, and the surrounding property owners, do not have a conflict with the proposal. The applicant, Roland Bunn. explained that he would like to put up a shop to place vehicles and small machinery in which he uses for a tree trimming business. Rusty Tucker asked approximately how may pieces of equipment he presently has, which the applicant explained. Mr. Tucker then asked how many employees he currently has and Mr. Bunn explained that is was himself and his son. Fred Walker asked the applicant if he intends on doing any repair work in the shop. Mr. Bunn explained that he intended to use it for storage. Mr. Walker wanted clarification on the use of this shop. Scott explained that he will be able to do repair work only on his own equipment. The Vice -Chairman asked if anyone in The audience if they wished to speak for or against The application. No one wished to speak. Marie Koolstra moved that case USR-1169 be forwarded to The Board of County Commissioners with The Planning Departments Conditions of approval and The changes in The Development Standards. Christie Nicklas seconded The motion. The Vice -Chairman asked The Secretary to poll The members of The Planning Commission for their decision.
