The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
October 22, 1997, at the hour of 9:00 a.m.

The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner George E. Baxter, Chair
Commissioner Constance L. Harbert, Pro-Tem
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Commissioner W. H. Webster
Also present:

Commissioner Hall moved to approve the minutes of the Board of County
Commissioners meeting of October 20, 1997, as printed. Commissioner
Kirkmeyer seconded the motion, and it carried unanimously.
There were no additions to the agenda.
Commissioner Webster moved to approve the consent agenda as printed.
Commissioner Kirkmeyer seconded the motion, and it carried unanimously.
There were no Commissioner Coordinator Reports.
No public input was offered.

WARRANTS: Claud Hanes, Comptroller, presented the following warrants for approval by the
Board:
All Funds $275,094.47
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr.
Hanes. Commissioner Harbert seconded the motion, which carried unanimously.
BIDS: There were no bids presented.
BUSINESS:
NEW: CONSIDER WAIVER CONTRACT FOR YOUTH CRIME PREVENTION AND
INTERVENTION PROGRAM AND AUTHORIZE CHAIR TO SIGN: Walt
Speckman, Director of Human Services, stated this contract will grant $57,673
to provide a range of workforce development options for youth who have been
unsuccessful in the regular school system. The youth will be provided with
services such as GED preparation, work skills in reading, math, and writing, and
other services which assist in training workforce skills. Commissioner Hall
moved to approve said contract. Commissioner Harbert seconded the motion,
which carried unanimously.
CONSIDER GRANT APPLICATION FORM TO THE VICTIM'S ASSISTANCE
AND LAW ENFORCEMENT BOARD AND AUTHORIZE CHAIR TO SIGN: Mr.
Speckman stated the grant is for $7,271 to support additional staff time to expand
ombudsman visitations to Weld County nursing homes and personal care
boarding homes. The request is a $500 increase over the 1997 grant, and will
be used to fund an elder abuse training program with nursing home and assisted
living staff. The terms of the grant will be January 1, 1998, through December
31, 1998. Commissioner Harbert moved to approve said application.
Commissioner Webster seconded the motion, which carried unanimously.
CONSIDER INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF
GREELEY FOR ADMINISTRATION OF GRANT FUNDING FOR GANG
RESISTANCE AND EDUCATION TRAINING AND AUTHORIZE CHAIR TO
SIGN: Bruce Barker, County Attorney, stated on behalf of Kim Fliethman,
Undersheriff, the agreement specifies the City of Greeley is to administer the
program for itself as well as the police departments of UNC, Weld County, Evans,
Platteville, and Fort Lupton. The total grant amount is $70,000, which is to be
divided among the departments based on the percentage of 7th grade students
in each jurisdiction. Commissioner Hall moved to approve said agreement.
Commissioner Webster seconded the motion, which carried unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No
Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
