USE BY SPECIAL REVIEW OUESTIONARIE
1. Explain in detail,the proposed use of the property.
The property shall be use for the youth of both Weld county and Boulder county to perform Bicycle
moto cross racing(BMX). Currently the closest facility for these youth to ride is 40 miles away from their
residents These races will be held with the aid of volunteers from both Weld and Boulder Counties.The
races are very organized and follow the rules and regulations for the National Bicycle League.The BMX
Course shall also be open daily for practice with the aid of the City of Longmont Parks department staff
that is located at Union Reservoir directly across the road. The racing events shall only use 15%of the
hours that it is open. (see Attached I ease)
2. How does this proposal meet the intent of the zone district it is located in?
Longmont BMX Inc. is leasing the land from the Longmont City Parks Department as park land.
3. How is this use compatible with future development as stated in the weld county comprehensive
plan?If yes how?

4. What type of uses surround this site?Is this request compatible with surrounding uses?
The properties located around the proposed site consist of large tracts of farm land and public
recreation facility Known as Union Reservoir.
5. Describe in detail the following.
A. How many people will use this site?
A typical daily usage of people would be ten people during the daylight hours only.During a
typical racing event an average of 75 people.
B. How many employees are proposed to be employed at this site?
There are no employees at the facility it is totally volunteers.
C. What are the hours of operation?
The operating hours shall be consistent with the operating of Union Reservoir.
D. What type and how many structures will be on this site?
There shall one building constructed which will be 15'X30' primarily used for storage,
Concessions and Official Scoring area.
E. What type and how many animals,if any, will be on the site?
There will be no animals kept on the premises.
F. What kind(type,size,weight)of vehicles will access this site and how often?
Typical passenger cars and vans,Accessing on a daily basis.
G. Who will provide fire protection to the site?
Mountain View Fire Protection District
H. What is the water source on the property?

I. What is the sewage disposal system on the property? •
There is no sewage system on the property Porta-potties will be provided,and cleaned on a
weekly basis by the provider.
J. If storage or warehousing is proposed,what type of items will be stored?
The materials stored shall consist of maintenance equipment and track supplies.
6. Explain the proposed landscaping for the site.
The Track itself shall remain a dirt surface with grass infields(a mix of Rye and Buffalo grasses)the
burins shall be covered with wood chips to help control erosion.
7. Explain the proposed reclamation procedure when termination of the use by special review
activity occurs.
When or if termination occurs the dirt used to build the track shall be leveled over the site the
building shall be built on a temporary foundation so that it can be moved to another site when necessary.
8. Explain how the Storm drainage will be handled on the site.
The land has been graded to allow drainage away from the track area and the proposed building.
The site has a drainage ditch to the west to prevent any type of possible flooding.
9. Explain how long it will take to construct this site and when construction and landscaping is
scheduled to begin.
The Track itself is already constructed our plan is to build the building with the help of volunteers through
the winter months and be ready to reopen by spring of 1998.
10. Explain where storage and/or stockpile of wastes will occur on the site.
Trash/Rubbish shall be removed on a weekly basis by taking to the dumpsters located at Union Reservoir
there will be no stock piles of waste on the property. The porta potties will be cleaned on a weekly basis.

III. PHYSICAL SITE DESCRIPTION
i A. FIELD OBSERVATIONS
j The subject property lies immediately south of Weld
County Road #26 and Union Reservoir in the northeast
quarter of Section 6, Township 2 North, Range 68 West of
the 6th P.M., in Weld County, Colorado. Nearly all the
subject property drains to the south and southwest. The
subject property is currently vacant and farmed for
agricultural use. The subject property is for the most part
irrigated and the Oligarchy Ditch runs along the north
and east portions of the property.
A site visit was conducted by Mike D. Noonan of Western
States Land Services, Inc., in July of 1996 and again in
August 1996. This physical inspection of the property
revealed no signs of environmental contamination or
impact. There were no visible stains or distress on soils
and vegetation. Although there is evidence of minor
residential trash dumping along the WCR /26 frontage,
' there is no evidence that any of this trash contains any
hazardous materials. Photographs from these visits are
included with this report as Exhibit "A".
1 In addition to the site visit, various maps from the USGS,
USDA and other regulatory agencies were used in the site
evaluation. Based on these maps and site visit, the
subject property would be hydrologically level with most
of the surrounding properties. There is obvious potential
for seepage onto the subject property from Union
Reservoir located north of the property. Unless the Union
Reservoir became contaminated with hazardous
' materials, there is no reason to assume a liability exists on
the subject property due to the potential seepage from
Union Reservoir. No above ground transformer facilities
Iwere observed on the subject property.
Referencing the USGS's soil survey for Weld County,
' Colorado, the soils at the site consist of predominantly of
Wiley - Colby Complex, 1 to 3 percent slopes. This soil
type consists mainly of well drained silt tomes and water
is removed from the soil readily. Neither of these
qualities would seem to indicate any undue capacity to
store contamination from an onsite or offsite source via
Iwater drainage.
Pursuant to the USGS Depth to Groundwater Table (1979),
for the Front Range Urban corridor, the subject property

lies in areas of localized water table aquifers generally
ranging from 5 to 20 feet deep with seasonal water tables
generally less that 10 feet deep.
Given this subject property's location and configuration
in relation to surrounding properties, it would appear
that should an instance of environmental contamination
occur on an adjacent property, there would be little
chance of that contamination becoming migratory in the
direction of the subject property. Western States has
found no evidence that any such contamination to
surrounding properties has occurred or become
migratory to the parcel referenced in this report.
