Erie agrees not to annex any parcel South or East of the -- Annexation Limit Line on Exhibit "B". C. Broomfield agrees not to annex any parcel North or West of the Annexation Limit Line on Exhibit'B".: .•: , D. The Parties may annex parcels within the respective planning areas prior to completion of the joint plan (outlined in Section 1) but not prior to completion of the IGA referred to in Section 6 herein. If a final annexation action occurs prior to completion of this joint plan, the annexing party agrees to zone the parcel agricultural or rural preservation. Upon adoption of the sub-regional plan, but not later than submittal of a development proposal,`an annexed parcel shall be •rezoned consistent with the sub-regional plan. • Section 3. Opens ace. • A. The Parties agree to include an open space buffer and corridor between the mun;:cipalities in the sub regional plan. B. Tli.e buffer zone shall be a minimum of six hundred (600) feet wide and centered on the annexation limit line shown on Exhibit.`B', the buffer zone shall also include the Weld County residential subdivisions that currently exist in the Joint Planning Area. The Parties agree that the buffer zone will be maintained as,public open space and for passive recreation use only. • C. The Parties agree to acquire the buffer zone either by land dedication at the time of final platting or purchase of the fee title; conservation easements other instrument mutually agreeable to the Parties.
