HomeMy WebLinkAbout950293.tiffMINUTES WELD COUNTY COUNCIL January 4, 1995 Tapes #19-94, 1-95 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10th Street in Greeley, Colorado, on Wednesday, January 4, 1995, at 7:30 p.m. ROLL CALL: The meeting was called to order by President Campbell and the following members were present constituting a quorum of the members thereof: Vice President Gardner, Councilman Orr, with Council man Young excused. Also present were newly sworn -in Council members Stephanie Hayward and Pam Malcolm; Debbie Orr; and the new Council secretary, Beverly Thomas. Former County Councilman Dave Young arrived later. APPROVAL OF MINUTES: President Campbell stated that he had had a meeting with Mary Ann Feuerstein and apologized for his comments at the December 7, 1994 meeting regarding the Clerk and Recorder's transition. He then apologized publicly for the comments and reiterated his commitment to deal with such matters on a personal basis in the future before making public comments. Councilman Orr moved to approve the minutes of the December 7, 1994 meeting. Councilman Gardner seconded; the motion passed. APPROVAL OF REPORT TO THE PEOPLE FOR FOURTH QUARTER OF 1994: Councilman Orr stated that the Report to the People for the fourth quarter of 1994 was well written and he moved to approve it. Councilman Gardner seconded the motion; the motion passed. ADDITIONS TO THE AGENDA: Additional items added after circulation of the initial agenda were noted by President Campbell. DEPARTURE OF FORMER COUNCIL MEMBERS AND ELECTION OF NEW OFFICERS: President Campbell asked departing Councilman Orr for his comments regarding his years on the Council which were followed by Councilman Gardner's words of appreciation to Councilman Orr for his service. President Campbell asked for nominations for 1995 Council President. Councilman Gardner was nominated by Councilwoman Stephanie Hayward. Councilwoman Curtis seconded; Councilman Gardner was elected unanimously. 950293 County Council Minutes January 4, 1995 -Page 2 President Gardner asked for nominations for Vice -President. Councilman Campbell nominated Councilwoman Hayward for Council Vice President; Councilwoman Malcolm seconded; President Gardner declared Councilwoman Hayward Vice President by unanimous vote. APPOINTMENTS: The Elected Officials meetings were discussed. Councilman Campbell commented that these were extremely helpful meetings where one could learn a lot about what is going on in the county. It was determined that Council persons Gardner and Malcolm would try to attend the January 9, 1995 Elected Officials Meeting. President Gardner stated that he would be going to the January 12, 1995 Regional Cities meeting. He encouraged other Council persons to attend as well. New Council members were especially encouraged to participate in the KFKA "Coffee Break". Councilwoman Curtis said that she would participate in the future, but not this first time. Councilwoman Malcolm will go if at all possible, and Councilman Campbell will attend if she can not. The secretary will let Mark of KFKA know that a Council person will participate on January 17, 1995. Councilwoman Hayward requested a schedule of future Council appointments with "Coffee Break" . CORRESPONDENCE: The correspondence received was noted by President Gardner. REPORTS: COORDINATOR REPORTS Coordinator assignments for 1995 were discussed. It was determined that President Gardner would follow in the tradition of being the Coordinator for the Department of Finance, General Services and Personnel, Councilwoman Malcolm for the Department of Health Services, Councilwoman Hayward for the Department of Planning, Councilwoman Curtis for the Department of Engineering Services/Public Works, and Councilman Campbell will act as Coordinator for the Department of Communications Services. NEW BUSINESS: Resolutions/Plaques for Outgoing Council Members Councilman Campbell moved that the Council make a resolution of appreciation and have a plaque made for each of the outgoing Council persons, Dave Young and Clair Orr. Councilwoman Malcolm seconded the motion; the motion passed. President Gardner will meet with the Council secretary to determine the wording on the plaque and the resolutions will be prepared with the same wording used in the May 6, 1992 Resolution #93. County Council's Visibility and Availability to County Residents President Gardner said that the Council meets six times a year in Greeley and six times a year in X50293 County Council Minutes January 4, 1995 -Page 3 towns out in the county. Councilwoman Hayward initiated discussion about public attendance at County Council meetings and urged consideration of ways to heighten the profile of the Council so that county residents would be better informed about the role of the Council. She noted that perhaps this was the year that the County Council should participate in the 4th of July Parade along with other elected officials. Councilwoman Malcom mentioned the possibility of having a WELD COUNTY COUNCIL reusable banner made for use in the parade. Councilman Campbell asked her if she would check into getting such a banner. President Gardner mentioned that he could locate a car for use by the Council on the 4th. It was determined that each Council member should each write down thoughts to bring to the February meeting about the role of the County Council and its services to the public. At that time the ideas could be edited and an article prepared to be released to the newspapers. Councilman Campbell suggested that a press release of this type be written monthly to heighten awareness about the Council. Councilman Campbell further suggested that the Council put together a packet regarding the Council and its current meeting time and place to be disbursed in the town where the meeting is to be held, as well as nearby towns. Councilwoman Malcom suggested that special invitations should also be sent to the towns' mayors and city councils whenever the Council was holding a meeting in their town. Locations and Meeting Times for 1995 The Council determined that the 1995 meetings will be held at the Centennial Center in the winter months with out -of -Greeley meetings scheduled preferably between April and October. The Council agreed to visit Dacono, Del Camino, Windsor/Severance, Ft. Lupton, Pierce, and Stoneham. The Council secretary will contact the town clerk to set a date for the out -of -Greeley meetings. When a meeting time is scheduled a Council member will contact the town representative to determine the topic that the town wants to address with the Council. The Council will then arrange to have a speaker on a topic suggested by the town, provide an opportunity for the public to interact with the Council regarding concerns, or a combination of these options that would best serve the township. Council members will contact the town representatives as follows: Councilwoman Hayward -Ft Lupton, President Gardner -Del Camino and Windsor, Councilwoman Malcom -Pierce, Councilwoman Curtis -Stoneham, and Councilman Campbell-Dacono. Councilman Campbell moved that the County Council hold its 1995 meetings at 7:30 pm on the first Wednesday of the month. Councilwoman Curtis seconded the motion; it passed. At the February, 1995 meeting a resolution will be adopted to set the meeting schedule for 1995. Payment of the Bills President Gardner outlined the reimbursement policy for mileage for the Council Members. Councilwoman Curtis moved that the bills be paid as amended to include a telephone bill and mileage reimbursement forms. Councilman Campbell seconded the motion; it passed. Citizen's Concern Regarding Ordinance #89 -CC The Council discussed a letter from Steven Augerot about the proposed Ordinance #89 -CC regarding "personal junkyards". Councilman Campbell's idea was to inform Mr. Augerot of the status of the o . . 950293 County Council Minutes January 4, 1995 -Page 4 ordinance process and advise him what he can do during that process. President Gardner will contact Mr. Augerot by telephone and letter and advise him of the process. It was reiterated that while the Council is unable to set county policy, President Gardner will communicate that the County Council is anxious that the citizen understand that the Council will do everything within its power to assist Mr. Augured to understand and utilize the system available for public comment. Secretarial Research Requests Councilwoman Malcolm asked if the Council had received the final figures for the 1995 Council budget. President Gardner read each line item amount approved for the Council. Councilwomen Malcolm and Hayward each requested a copy of the Final Budget. President Gardner requested the secretary also obtain a second copy for the Council office. The new Council secretary will be in the Council office on Mondays from 9:30 am to 2 pm and on Wednesdays from 9:30 am to 2:30 pm. The President will, in conjunction with the secretary, prepare a news release to inform the public of the Council's 1995 officers, meeting times, and office hours. Councilwoman Hayward requested that the secretary provide the names and phone numbers of all the contact people for the departments, boards, and other agencies listed on the Coordinator Assignment lists along with the Assignment lists for the Commissioners. PUBLIC COMMENTS: Dave Young spoke about his appreciation for the opportunity to be on the Council and that he had been glad to serve. Council persons Campbell and Hayward and President Gardner thanked Mr. Young for his service to Weld County and invited him to the February, 1995 and any future meetings.
