RE: APPROVE AMENDMENT TO CHILD PROTECTION AGREEMENT FOR
PSYCHOLOGICAL AND PARENTING SUPPORT AND AUTHORIZE CHAIR TO SIGN
-ACKERMAN AND ASSOCIATES, P.C.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to the Child Protection
Agreement for Psychological and Parenting Support between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Department of Social Services, and Ackerman and Associates, P.C., commencing June 1,
1999, and ending May 31, 2000, with further terms and conditions being as stated in said
amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Amendment to the Child
Protection Agreement for Psychological and Parenting Support between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Social Services, and Ackerman and Associates, P.C., be, and
hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is. authorized
to sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of June, A.D., 1999, nunc pro tunc June 1, 1999.

RE: Amendment to Child Protection Agreement"for Services
Between the Weld County Department of Social Services
and Ackerman and Associates, P.C.
Enclosed for Board approval is an amendment to the Child Protection Agreement for
Services between the Weld County Department of Social Services and Ackerman and
Associates, P.C. Under this Child Protection Agreement, Ackerman and Associates
provides psychological and parenting support consultation for foster parents.
This amendment is necessary to clarify the scope of services to be provided by Ackerman
and Associates as follows:
1. The process to resolve disagreements among the assigned Department
caseworker, foster parents, and Ackerman and Associates is clarified.
2. The process for Ackerman and Associates to assist foster parents meet specific
corrective action plan requirements, as identified by the Department, is outlined.
This amendment does not affect reimbursement or other terms of the Agreement.

This Amendment, made and entered into the 24th day of June, 1999, by and between the County of
Weld, Colorado, by and through the Board of County Commissioners of the County of Weld, on behalf of
the Weld County Department of Social Services, and sitting as the Board of Social Services for the Weld
County Department of Social Services, whose address 915 10 Street, Greeley, Colorado, 80631, hereinafter
collectively referred to as the "County"; and Ackerman and Associates, P.C., hereinafter referred to as the
"Contractor."
WITNESSETH
WHEREAS, the County entered into an Agreement with the Contractor on June 1, 1999, to assist
Social Services in providing psychological consultations and parenting support to the foster parents.
WHEREAS, I:he parties hereto now desire to amend the Original Agreement so as to better define
such respective rights and responsibilities, with the Amendments being based upon the need to revise
Paragraph 2 and 3 of Exhibit A, Scope of Services.
NOW THEREFORE, in consideration of the mutual promises and covenants stated herein, the
parties hereto agree to amend the Original Agreement as follows:
Amend Exhibit A, Scope of Services, to read as follows:
1. Scope of Services
Social Services certifies and maintains County Foster Homes for the purpose of out-of-home
placement sites for children in need of protection. These homes include kinship care and pre-
adoptive placements.
The Contractor will provide the following psychological/parenting supportive consultation to Weld
County Foster Parents either in the foster home or in the office of the consultant.
•Placement issues
•Behavioral Management
• Foster home issues involving biological children in the home
•Transition and loss issues
• Work with foster parents and caseworkers around interpretation and implementation of
treatment plans
• Discipline in the home

■ Group training for foster parents-access to training materials
• Work with foster adopt parents on legal risk and commitment issues
• Visitation issues
• Solution oriented planning
2. Information Sharing
If, through the process of consultation, the Contractor can no longer support the court-ordered
treatment plan for a particular case, the Contractor may, with the written permission of the foster
parent involved, notify the assigned caseworker of such a position and that this position would be
tendered to the Court if the Contractor is called upon to testify.The Contractor,the caseworker,and
the foster parent would agree to attempt to resolve the disagreement through a formal process, i.e.
meeting prior to a court hearing. The legal system will not otherwise be used by the Contractor to
alter or oppose case service plans.
3. Corrective Action Plans
The Contractor will accept referrals for foster parents specific corrective action plans resulting
from statute, rule or good practice infractions deemed correctable by the Department. Such plans
will involve counseling and training and will be time limited with a comprehensive report, including
recommendations and follow-up provisions, to the Department upon completion.
Except as modified herein, the terms and conditions of the Original Agreement (PY99-CPS-2)
modifications to the Original Agreement (PY99-CPS-2), together with all attachments of the Original
Agreement remain in full force and effect.
