HomeMy WebLinkAbout970273.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO FEBRUARY 12, 1997 TAPE #97-04 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, February 12, 1997, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner George E. Baxter, Chair Commissioner Constance L. Harbert, Pro-Tem Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer - EXCUSED Commissioner W. H. Webster Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Carol A. Harding Comptroller, Claud Hanes MINUTES: ADDITIONS: Commissioner Webster moved to approve the minutes of the Board of County Commissioners meeting of February 10, 1997, as printed. Commissioner Hall seconded the motion, and it carried unanimously. Chair Baxter added the following under New Business: 1) Consider appointment of Dave Becker, Public Works Operation Manager, to represent Weld County at annual meeting of the Rural Ditch Company and authorize Chair to sign proxy; and 2) Consider Invitation to Bid for Employment and Training Program for Older Individuals to Governor's Job Training Office and authorize Chair to sign. CONSENT AGENDA: Commissioner Hall moved to approve the consent agenda as printed. Commissioner Webster seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was offered. 970273 BC0016 WARRANTS: Claud Hanes, Comptroller, presented the following warrants for approval by the Board: All Funds $ 869,105.21 Commissioner Harbert moved to approve the warrants as presented by Mr. Hanes. Commissioner Hall seconded the motion, which carried unanimously. BIDS: PRESENT ARCHITECTURAL SERVICES FOR HEALTH/PLANNING BUILDING - FINANCE DEPARTMENT: Pat Persichino, Director of General Services, read the names of seven vendors who submitted bids. Said bid will be considered for approval on February 26, 1997. PRESENT ARCHITECTURAL SERVICES FOR PUBLIC WORKS BUILDING - FINANCE DEPARTMENT: Mr. Persichino read the names of seven vendors who submitted bids. Said bid will be considered for approval on February 26, 1997. PRESENT CATTLE GUARDS - PUBLIC WORKS DEPARTMENT: Mr. Persichino presented the sole bid received, which will be considered for approval on February 26, 1997. 1997 RELOADING AMMUNITION - SHERIFF'S DEPARTMENT: Mr. Persichino presented two bids, which will be considered for approval on February 26, 1997. BUSINESS: NEW: CONSIDER APPOINTMENT OF DAVE BECKER, PUBLIC WORKS OPERATION MANAGER, TO REPRESENT WELD COUNTY AT ANNUAL MEETING OF THE RURAL DITCH COMPANY AND AUTHORIZE CHAIR TO SIGN PROXY: Commissioner Hall moved to approve said appointment and authorize the Chair to sign the Proxy. Seconded by Commissioner Webster, the motion carried unanimously. CONSIDER INVITATION TO BID FOR EMPLOYMENT AND TRAINING PROGRAM FOR OLDER INDIVIDUALS TO GOVERNOR'S JOB TRAINING OFFICE AND AUTHORIZE CHAIR TO SIGN: Linda Piper, Department of Human Services, explained this is a bid for $50,000 to provide employment counseling, training, job development, and job placement for 30 low-income adults over the age of 55. She stated the bid, if successful under the Governor's competitive process, would be effective July 1, 1997, through June 30, 1998. Commissioner Webster moved to approve said bid and authorize the Chair to sign. The motion, which was seconded by Commissioner Hall, carried unanimously. Minutes, February 12, 1997 970273 Page 2 BC0016 PLANNING: CONSIDER VACATION OF USR #524 - MARTIN EXPLORATION / B.F.Y., LLC: Kerri Keithley, Department of Planning Services, stated L. D. Swisher and R. L. Heil, representing B.F.Y., LLC, are requesting vacation of USR #524, which is Condition of Approval #2C under USR #1130, granted to Kangaroo Express on October 15, 1996. She stated the property is south of Colorado Highway 52, east of and adjacent to Weld County Road 16; and USR #524 was approved on this site in 1982 for an oil field service business for the storage of completion rigs, tubing, rods, valves, fittings, small equipment, and equipment trailers. Responding to Bruce Barker, County Attorney, Ms. Keithley verified the applicant now has ownership of the property. Commissioner Hall moved to approve said vacation. Seconded by Commissioner Webster, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. There were no ordinances.
