WELD COUNTY COUNCIL
December 4, 1996

The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter at the Weld County Centennial Center, 915 10th St.,
Greeley, CO, Wednesday, December 4, 1996, 7:30 p.m..
ROLL CALL The meeting was called to order by Vice President Pam Malcom.
Councilwoman Judy Curtis, Councilman Ralph Campbell, and Councilman Jim Gardner
were present, constituting a quorum of the members. Also present: County Coroner
Scott Anthony, Dan and Nancy Oster, Al Roberts, and the Council secretary. President
Stephanie Hayward was excused.
APPROVAL OF MINUTES: Councilman Jim Gardner made a motion to approve the
November 6, 1996 meeting minutes. Councilwoman Judy Curtis seconded the motion
and it was approved unanimously.
ADDITIONS TO THE AGENDA: The bill for the December 4, 1996 Council meal was
added to the agenda under payment of the bills. Councilwoman Judy Curtis requested
that the Council discuss Commissioners' salaries.
PUBLIC COMMENT: County Coroner Scott Anthony presented the need for a
secretarial position in the Coroner's office. Councilman Jim Gardner made a motion
that the Weld County Council recommend to the Board of County Commissioners to
fund a half-time secretarial position for the Coroner's office. The reason for the
recommendation is that the Council feels it is under its charge in the Home Rule
Charter to make such a recommendation. Councilman Ralph Campbell seconded the
motion. Councilman Jim Gardner withdrew the motion with approval of the second.
Council secretary Bev Thomas was instructed to get the dollar amount and the number
of hours budgeted for the Weld County Council's secretary. The secretary was
instructed to give this information to each Council member, including new Council
members. Each Council member agreed to research the reasons for the
Commissioner's denial of a secretarial position in the Coroner's office. The Council
complimented the Coroner for doing an outstanding job in a highly professional
manner.
APPOINTMENTS: Councilman Jim Gardner, Councilwoman Judy Curtis, and Mr. Al
Roberts said that they would attend the December 9, 1996 League's of Women Voters
Reception.

CORRESPONDENCE: The Council reviewed the correspondence. Bev Thomas was
instructed to send information about the cell phone available through the County to Al
Roberts, Dan J. Oster, and Councilman Ralph Campbell.
COORDINATOR REPORTS:
Request from Janet Meisinger
Councilman Ralph Campbell reported that he had spoken to the Clerk and Recorder
and Janet Meisinger. Ms. Meisinger was satisfied with the responses from Clerk and
Recorder Suki Tsukamoto and Councilman Campbell.
Request from Virginia Scheel
Vice President Pam Malcom reported that she would continue attempts to speak
directly with Virginia Scheel regarding the "O" Street property history.
UNFINISHED BUSINESS:
Restaurant Invitations
Councilman Jim Gardner said that he would bring a restaurant invitation to the January
meeting.
NEW BUSINESS:
January 1997 Meeting Date
Councilwoman Judy Curtis made a motion that the Weld County Council's January
1997 meeting be January 8 at 7:30 p.m. at Weld Centennial Center. Councilman Ralph
Campbell seconded the motion. Councilwoman Judy Curtis amended her motion that
the Weld County Council's January 1997 meeting be January 7 at 7:30 p.m. at Weld
Centennial Center. Councilman Ralph Campbell agreed to the amendment, and the
amended motion carried unanimously.
Commissioners' Salaries
Councilwoman Judy Curtis voiced her reasons for wanting to change her vote on the
1999 and 2000 Commissioners' salaries. Councilwoman Judy Curtis made a motion to
bring the Commissioners' salaries back to the table. The motion died for lack of a
second.
Payment of the Bills
Councilwoman Judy Curtis made a motion to pay the following bills:
Nelsons Office Supply - (Printer Cartridge) $26.69
Mileage for Councilman Ralph Campbell $11.88
Mileage for Councilwoman Judy Curtis $23.22
Mileage for Councilman Jim Gardner $ 8.64
12/4/96 Weld County Council Meal $52.80
Councilman Ralph Campbell seconded the motion and it carried unanimously.

Council's 20th Anniversary Framed Display
Councilman Ralph Campbell made a motion that the Council spend up to $75 to frame
photographs to commemorate the Council and the Home Rule Charter's 20th
anniversary. Councilwoman Judy Curtis seconded the motion, and it carried
unanimously.
Plaques to Honor Out -Going Council Members
Councilwoman Judy Curtis made a motion that the Council approve purchase of $26.85
plaques to honor out -going Council President Stephanie Hayward and Councilman Jim
Gardner. Councilman Ralph Campbell seconded the motion, and it carried
unanimously.
Secretarial Research Requests
The Council secretary is to send a letter to the Weld County Council float Stampede
Parade participants with a labeled photograph taken July 4, 1996.
The secretary will order magnetic name badges for new Council members. All Weld
County Council resolutions, a copy of the Home Rule Charter, and the Council's Rules
and Regulations will also be prepared for the new Council members.
ADJOURNMENT: The meeting was adjourned at 9:40 p.m..

COUNTY COUNCIL SEATS NEWLY -ELECTED MEMBERS & ELECTS OFFICERS
At the January 7 Weld County Council meeting in Greeley, Weld County
Councilman Dan J. Oster, of Kersey, was seated as an At Large County Councilman.
He replaces retiring Councilwoman Stephanie Hayward. Councilman Al Roberts, of
Platteville, was seated as the District II County Councilman replacing retiring
Councilman Jim Gardner.
Pam Malcom, At Large Councilwoman from Greeley, was elected Weld County
Council President for 1997. District I Councilwoman Judy Curtis was elected Vice
President.
The Council will be meeting the third Tuesday of the month during 1997. Six of
the 1997 Council meetings will be at the Centennial Center, 915 10th St., Greeley, CO
at 6:30 p.m. The other six meetings will be held in various locations in the County at
7:30 p.m.. The exact locations will be set at the February 18 meeting at Centennial
Center.

REPORT TO THE PEOPLE
January 7, 1997
The Weld County Council is mandated by the Home Rule Charter of Weld
County, Colorado, to report to the people the events that have shaped the previous
quarter. This report summarizes the activities of the Weld County Council during the
fourth quarter of the calendar year 1996.
October 2, 1996 - Weld Centennial Center, Greeley
Weld County citizen, Virginia Scheel, presented her concerns to the Council
regarding the juvenile detention center being constructed on "O" Street in
Greeley and the proposed Del Camino pre -parole facility.
Councilwoman Judy Curtis presented findings in her continuing investigation of
building inspection services. She observed that concerned citizens need to be
aware that County inspections provide minimal standards only.
Councilwoman Judy Curtis reported on the Mountain States Employment
Council Seminar regarding employment law. She noted that public employees
are protected from discharge for whistle -blowing about misappropriation of
public funds.
October 21, 1996
Members of the Weld County Council attended the Town/County Dinner held by
the Weld County Commissioners.
November 6, 1996 - Weld Centennial Center, Greeley
The Council reviewed a letter from Kosmicki Dollarhide CPAs regarding the
selection of auditors for Weld County.
President Stephanie Hayward expressed her concern that the bid for publishing
Weld County's legal notices was based solely on cost, and that County notices
were not being read by most of County citizens.
Councilwoman Judy Curtis reported that although public employees are
protected from discharge for whistle -blowing about misappropriation of public
funds, employees are not obligated to report misappropriation.
Speaking for County Coroner Scott Anthony, Councilman Jim Gardner presented
the need for a secretarial position for 1997 in the Coroner's office. Councilman
Gardner said that Mr. Anthony had requested that the Council "give" the
Coroner's office the Council's unused secretarial hours. President Stephanie
Hayward tabled Mr. Anthony's request until more information was received by
the Council.
The Council reviewed correspondence received from Weld County citizen Janet
Meisinger regarding her Constitutional Common Law Notice and Demand
previously presented to County Clerk and Recorder Suki Tsukamoto.
Councilman Ralph Campbell said that he would speak with Ms. Tsukamoto and
Ms. Meisinger about this topic.
November 19, 1996
Newly -elected Council member, Dan J. Oster, represented the Weld County
Council on KFKA's "Coffee Break" morning talk show.

The Weld County Council met at Chili's Restaurant before the monthly Council
meeting to welcome newly -elected Council members Dan J. Oster and Al
Roberts.

December 9, 1996
Weld County Council members attended a reception to honor Weld County
judges. The reception was given by the League of Women Voters.
This report is not meant to be an exclusive enumeration of the activities entered
into by the Council. It is, however, an attempt to communicate with the voters
regarding its activities. The County Council believes that the Weld County Home Rule
Charter continues to be a viable tool for the citizens of Weld County.
