Sprint Spectrum is the leading national participant in the PCS market. It is a limited partnership comprised of four major corporations, Sprint Corporation, Tele-Communications,Inc. (TCI), Comcast, and Cox Communications. In the Spring of 1995,the Federal Communications Commission (FCC) auctioned all 51 MTA (Major Trading Area) licenses for the PCS portion of the radio frequency spectrum; Sprint Spectrum purchased 31 licenses in the U.S. including the Denver MTA license which includes most of Colorado,pans of Kansas,Wyoming,Utah,South Dakota and Nebraska. By FCC mandate, Sprint Spectrum must have 33%of its licensed markets built-out within five years and 66%in ten years. As pan of the build-out, Sprint Spectrum's application request is for construction of a new monopole and ancillary equipment. In accordance with Weld County policy, this type of development will be allowed following approval from the Site Plan Review process. Sprint Spectrum is also applying for a Subdivision Exemption Plat. Since Nathan Foster r SBA of Denver Enclosures cc: Jill Jelinek, SSLP John Deere Site Plan Review Introduction This narrative accompanies the application for Site Plan Review approval for the property owned by Fred Sekich and leased, in part,by Sprint Spectrum Limited Partnership (SSLP) at 4322 Highway 66 in Weld County, Colorado. The Site Plan Review process, according to the Weld County Zoning Ordinance, is required on all commercial and industrially zoned properties in the County. Because the subject property has not had an approved Site Plan,one must be approved prior to development of the proposed Personal Communication Services (PCS) facility. Existing Development Introduction The existing building on the subject property was originally developed in 1973. It currently is occupied by a John Deere dealership and restaurant. The north side of the building contains a showroom and sales area. The northeast side of the building is currently occupied by a restaurant. The rear of the building is designated for parts, service, and warehouse of John Deere equipment. In total the building is approximately 46,000 square feet on a 16 acre parcel, 35%developed. There are two areas of the lot set aside for outdoor equipment display; approximately a 12,000 square foot tract and a 15,000 square foot north and north west of the building. Storm water At time of initial construction in 1973 no storm water or drainage devices were required or installed on the John Deere property. There has never been any evidence or complaints of on-site flooding or on adjacent properties. Parking The extensive area of paving on the site provides adequate parking area to sufficiently meet the needs of the patrons and employees. Loading area Two loading areas are located on the property. One is found on the west side of the existing building with a 2400 side offset and on the other is on the east side with a 95 foot side offset. In addition, the shape of the existing building adequately screens the loading areas from Highway 66. Access Access to the subject property is via State Highway 66, a two lane, major arterial.From this Highway there are two points of access. On the western side of the frontage area lies an 85 foot wide access and 300' feet to the east is a 40 foot wide access. The access widths seem adequate, and there are no traffic view obstructions. Setback compliance The setbacks in the C-3 zone district are: 25' front setback and 10' side and rear. The setbacks for the existing building are: 2100-foot front setback; 7300-foot rear setback, 30-foot east side setback; and a 2400-feet west side setback. Landscaping The landscaping located in the front of the building is approximately 3100 square feet. Currently this area is being revegetated for the summer growing season. The landscaping or open space percentage required by the County per lot is 15%. This property contains approximately 70%open space. Trash collection Three dumpsters are currently located on the property, two on the east side and on one the northwest side of the building. The dumpsters,owned and operated by B.C. Waste Management,are easily accessible and not visible from State Highway 66. Potable water The water service is administered by the Little Towson Water District which services the Town of Mead and surrounding area. This property has been serviced by this water district since development in 1973. Sewage disposal The sewage on the property is treated with an individual septic system. The system for the dealership has been in place since construction of the building. The original system had one 1250 gallon tank and a leach field estimated at 50' by 75'. A new septic system has been installed for the restaurant which has two 1250 gallon tanks and a leach field, 50'by 50'. An additional system is not needed at this time; however, a 1250 gallon tank with leach bed has been planned. Operation Standards The subject property is surrounded by undeveloped land or intense commercial/industrial parcels. No incompatible uses are in proximity to this property. Noise- approximately two semi truck visits occur per day. There are no surrounding land uses which would be adversely affected by existing noise levels. Air quality-no affect Radiation and Radioactive materials-none produced Heat-none produced Light-three light poles are located on the front boundary facing the John Deere property. In addition, various security lights are mounted on the building. No glare is produced that adversely affects surrounding property owners. Property maintenance-routine maintenance is performed approximately once a week. This work includes mowing weeds and litter removal. Conclusion Since the property was developed in 1973, pre-dating the Site Plan Review requirement of the County, this process has not been completed. This process acts as a tool to regulate proposed commercial or industrial development or to document existing development within these zone districts. This property is in compliance with County development standards as addressed in this application. Proposed Development Introduction: Personal Communication Services PCS (Personal Communication Services) is the name that has been given to the band of radio spectrum located between 1850 and 1990 MHz.PCS enables the next generation of wireless telecommunications including familiar technologies such as mobile phones,paging, and wireless fax as well as new innovations such as wireless PBX, wireless LAN, and mobile data. Sprint Spectrum's PCS network uses a digital technology as opposed to the analog technology. The advantages are higher voice quality, increased privacy, and a significant increase in call capacity. Unlike major broadcasting systems,which operate at very high power in an attempt to reach as many people as possible,PCS facilities operate at a very low power in an attempt to limit the signal to the small area it is intended to cover. The repeated use of the same channels increases the number of telephone calls that can be handled by the system and makes PCS possible for everyone. The PCS systems use a lightweight, multi-function,portable telephone. This telephone will offer a number of features such as call screening, call waiting,voice mail, and text paging. Sprint Spectrum's goal is to integrate mobile services with fixed communication networks by combining local, long distance and wireless services. Sprint Spectrum's Site Selection Process To ensure development of a community-compatible network, Sprint Spectrum engaged in an innovative "pre-design" process. Traditionally, development of communication networks have been Radio Frequency (RF) Engineering-Driven. Engineers determined where the network needed sites regardless of zoning, community and strategic planning needs. Sprint Spectrum has retained the services of SBA of Denver for the acquisition and planning of PCS sites in the Denver Area. Their innovative, community-friendly approach,utilizes the existing zoning to form the basis for the design of the network. The first step was to identify favorable zoning districts which allow or encourage PCS facilities. Secondly, site acquisition specialists inventoried all existing structures in each jurisdiction that were community-friendly and realistic from a leasing standpoint. RF Engineers were able to use the inventory of existing structures to fit the network to its community. Through this process, Sprint Spectrum is able to build a network that provides maximum coverage while minimizing the impact on the community. The need for a site is governed by capacity and coverage requirements for the specific area to be served. PCS facilities operate at a lower power and a higher frequency than cellular, and therefore, rely more on line-of- sight coverage. Hence, sites at high elevation, such as the proposed Mile High Water Tank PCS Facility are considered ideal. Sprint Spectrum's PCS system requires a customer to be communicating with two sites at any given time to reduce dropped calls, therefore, sites need to be within close proximity of one another. Finally,coverage will extend beyond major traffic corridors, locating sites along the corridors is preferred due to their high volume of wireless communication use. In summary,the selection of a specific site in a target area is determined by the following factors: local topographic and geographic factors, ability to mitigate of the antenna mounting structure's visual impact, compatibility with existing land uses, and the ability to negotiate a mutually beneficial lease with a landlord. To accomplish this goal,the sites must be placed in precisely calculated positions. Because all the sites in the network function together,the location of one site will affect not only the coverage area surrounding that particular site but also the coverage areas of all adjacent network sites. Integrating the proposed PCS facility into the network will ensure that Sprint Spectrum is able to meet both its FCC mandate and its commitment to the public to provide the highest quality of uninterrupted service. Project Summary Sprint Spectrum proposes to construct a PCS facility on a portion of the John Deere Parcel owned by Fred Sekich located at 4322 Highway 66 in Weld County,Colorado. The applicant will lease a 750 square foot area on the east side of the 16 acre parcel. The lease area will be developed with three equipment cabinets placed on a 9'x 5' 5"concrete pad and a 70-foot monopole supporting nine panel antennas. The Weld County Zoning Ordinance does not specifically address PCS/cellular communication facilities. However, a policy has been developed to handle this type of development until such time the Zoning Ordinance can be formally amended. This policy, as it pertains to this site, states that sites within a commercial or industrial zone district must meet only Site Plan Review criteria and be below 70' in height. For development approval of this site the Site Plan Review process must be completed. That process includes an application, a development narrative of the existing development and the proposed lease area development, a Site Plan Map, and a Site Plan Certification Form. As consumer demand for PCS increases over time, additional sites could be integrated between the existing facilities, or more likely existing facilities could be expanded, to provide the necessary capacity and improve transmission quality. The development of this network,however,is expected to fulfill consumer demand for the next five years. Site Analysis Land Use &Zoning The John Deere property is located within a C-3 district. Currently the parcel is developed with a building having 46,000 square feet of floor area. The existing building adjacent to the proposed development is approximately 45 feet tall. Surrounding Land Use&Zoning To the north, immediately adjacent to the John Deere parcel,lie other commercial and industrial land uses and zone districts.Undeveloped land, zoned Agricultural,is bordering the property in all other directions. The Town of Mead has recently annexed surrounding properties to the north and east of the subject property. Impact on Surrounding Owners The selection of this site for a PCS facility was made with the goal of minimizing the impact on the citizens of Weld County. The lease parcel was strategically placed, so as to minimize the visual impact of the site. The equipment is completely screened and the monopole is partially screened by the adjacent building. Furthermore,the monopole will look much like a light standard and will be painted earth- tone colors to lessen the visual impact.No residents or incompatible land uses are in the proximity to this proposed development. Subdivision Exemption Plat Pursuant to Weld County policy the lease hold interest in this property constitutes the need for a Subdivision Exemption Plat.A Subdivision Exemption Plat has been completed and submitted as part of this application. Facility Specifications Equipment Cabinets The three equipment cabinets contain all PCS equipment necessary to run a communication site, including radio transceivers, batteries, cooling fans and an interior monitoring system. The cabinets are pre-fabricated, weather-resistant,self-contained units specifically manufactured to house PCS equipment. Each cabinet is approximately 60"h x 30"w x 30"d. Monopole/Antennas One 70-foot monopole designed to be self-supporting with an engineered foundation and utilized to accommodate nine panel-type antennas. The antennas are arranged in a three sector configuration with three antennas per sector. Each antenna is 6"w x 3"d x 55"h and mounted to the top of the monopole with mounting brackets. Perimeter Fencing The lease parcel will be partially fenced with a six-foot chain link fence and 3 strands of barbwire at a 45 degree angle. In addition a twelve-foot wide gate will provide access to the monopole and equipment cabinets. All fencing will be painted earth-tones. Facility Maintenance The facility is generally serviced once a month by a small passenger vehicle. The service visit will take up to two hours and is typically for preventive maintenance purposes. Access /Easements The PCS facility will be accessed by a 25-foot wide ingress-egress running south from Highway 66. Grading /Utilities Minimal grading will be required to construct the equipment pad and the monopole. Power will be extended approximately 890 feet along the proposed utility and access easements that run north and west of the existing building. Telephone service will be extended approximately 540 feet along the Utility and access easements along the east side of the property. Development Assurances 1. The proposed facility will emit no noxious odors, heat,noise or other pollutants. 2. Traffic to the facility will be negligible. Local, full-time,trained employees of Sprint Spectrum will be responsible for regular inspection and maintenance of the site (approximately once a month or in an emergency). Access to the site will be restricted. 3. Construction of the facility will exceed industry safety standards, and all construction will comply with all applicable local and state building codes and regulations. 4. The proposed facility has been designed with local wind and weather conditions in mind. 5. The proposed facility will comply with all applicable FCC and FAA regulations. 6. The facility will not interfere with television or radio reception. 7. Normal household electric service(single phase 220 volt/100 amp) will be brought to the facility. 8. The facility will not require sewage disposal, water or garbage service. I have no conflict with this location or facility. Access The access to the facility is off of State Highway 66. The State has the jurisdiction over this access point. Please contact Tess Jones, CDOT, at the Greeley office to verify the access point. Storm Water Drainage: The John Deere dealership utilizes the property directly east of the facility for the sale of new and used John Deere equipment. Is the John Deere dealership included in the application? I don't believe that the dealership has addressed the existing storm water drainage on sight. The property slopes to the south. All the drainage intersects an existing irrigation ditch, which cuts through the middle of the property. I would suggest that a drainage study be done on the complete site. LOCATION It is proposed to construct a 50-foot tall monopole tower with associated equipment cabinet(s) on a 750 sq.ft. lease parcel which is part of Lot A, Exemption Survey No. 1207-26-2-RE123, in Weld County, Colorado. The property is located in the NW 1/4 of Section 26, Township 3 North, Range 68W of the 6th Prime Meridian,Weld County, Colorado (see Figure 1-Vicinity Map). The property is more specifically described as being located on the south side of State Highway 66 just east of Interstate 25. The receiving major drainage way for the subject property is the St. Vrain River, which lies approximately two miles south of the site. The Exemption parcel is adjacent to, and south of State Highway 66 right-of-way. Immediately to the east lies Lot 5 of the Sekich Business Park(Rec. No. _ 2300611). The property to the west of the Exemption Parcel is Lot 9 of The Farmer's Mart(Rec. No. 1764132). Property to the west and south of the Exemption Parcel is undeveloped and is either in a natural condition or is being used for agriculture (crop land). The parcel to the east is being used for equipment storage. B. DESCRIPTION OF PROPERTY The Exemption Parcel contains approximately 15.5 acres and currently supports a John Deere dealership and a restaurant on the northern one-half of the parcel. The southern one-half of the Exemption Parcel is currently being used as crop land (agricultural uses). Ground cover for the northern one-half of the Exemption Parcel consists of buildings and large expanses of paved or gravel parking and access areas. Surface soils on site consist of generally sandy soils, generally devoid of vegetation overlaying 10-13 ft. of lean clays. Site topography generally slopes to the south with gentle slopes of 1-4%. MAJOR BASIN DESCRIPTION None of the Exemption Parcel area falls within the limits of a 100-year flood zone as is delineated by the Federal Emergency Management Agency Flood Insurance Rate Map Community Panel Number 080266 0850 C, Revised September 29, 1982. The site is located within the St.Vrain River drainage basin. B. SUB-BASIN DESCRIPTION The Exemption Parcel historically drained generally south. Development of this parcel appears to have raised it in relation to properties to both the east and west. Under current conditions, runoff from the Exemption Parcel drains southeast or southwest to the respective property lines, where it is intercepted by small swales and directed generally south and is intercepted by a small irrigation lateral. Off-site drainage basins do not contribute runoff to the Exemption Parcel. State Highway 66 forms the high point to the north, preventing runoff from areas north of the highway from reaching the Exemption Parcel. Land west and east of the subject parcel is generally lower, and also does not contribute runoff. Under proposed development conditions, a 25' x 30' lease parcel is slated for construction of a 50 foot tall monopole tower and associated equipment cabinets. The lease parcel is currently covered with compacted gravel with a high degree of imperviousness. Construction of the monopole tower and equipment cabinets is not expected to significantly alter drainage patterns or runoff rates. With the exception of the construction described, no other improvements are anticipated which would impact site runoff. 3 III. DRAINAGE DESIGN CRITERIA A. REGULATIONS Weld County does not publish drainage criteria. This study is intended to comply with the February 1989, Adams County Storm Drainage Design and Technical Criteria (ACSDDTC), and with the Urban Drainage & Flood Control Districts Urban Storm Drainage Criteria Manual (USDCM). B. DEVELOPMENT CRITERIA REFERENCE AND CONSTRAINTS To our knowledge, no previous drainage studies have been developed which address the subject property. Due to the nature of the proposed improvements, it will be necessary to perform site grading to ensure that new construction is not impacted by existing site drainage patterns, and to ensure that new construction does not create unacceptable drainage impacts. A concrete gutter exists immediately northwest of the Lease Parcel which carries roof runoff from two separate buildings in an easterly direction. This gutter will need to be extended further east to carry runoff past the Lease Parcel. C. HYDROLOGICAL CRITERIA The design storms for the study are 1.42 inches per hour for the 5-year storm and 2.71 inches per hour for the 100-year storm. The rational method was utilized for runoff calculations for the 5-year initial storm and 100-year major storm. Detention storage is not currently provided for the Exemption Parcel. Per conversations with Weld County Public Works Dept. staff, detention storage will not be required with the proposed construction. D. HYDRAULIC CRITERIA Mannings equation was used to calculate capacities of various swales found on-site and for outlet riprap erosion protection. E. VARIANCES FROM CRITERIA No variances from the Adams County Criteria are requested. 4 IV. DRAINAGE FACILITY DESIGN A. GENERAL CONCEPT This report provides an investigation into existing drainage patterns from the entire Exemption Parcel, notes specific problem or issue areas,and provides designs for drainage facilities necessary due to the proposed cell site construction. Construction proposed for the site consists of a 50-foot tall monopole tower and associated equipment cabinets to support the cell phone site. All construction will fit within the 25' x 30' Lease Parcel. The area of proposed construction is located immediately east of an existing building. The — ground in this location currently slopes generally east towards a shallow property line swale located approximately 50 ft. away. A+4'wide concrete gutter pan exists northeast of the Lease Parcel and carries runoff between two existing buildings in an easterly direction. Construction on the Lease Parcel will require that this facility be extended further east. Proposed with the extension of the gutter is a riprap erosion protection mat-to prevent erosion at the gutter outfall point. To prevent negative impacts to the vehicle access east of the Lease Parcel, the riprap erosion protection must terminate at the east boundary of the Lease Parcel. Construction of the cell site is not expected to have any measurable impacts to overall Exemption Parcel runoff patterns or quantities. B. SPECIFIC DETAILS Several existing drainage problems were discovered and documented as part of this investigation: 1. Rainfall runoff from Highway 66 along the northern site boundary is not provided with positive drainage. Between the site access points to Hwy 66, a shallow roadside ditch exists which collects runoff. This runoff is directed easterly along the highway to the eastern site access point. Because a drainage culvert does not exist to carry this runoff further east along highway right-of-way, it ponds to a depth of approximately 1 ft., at which time it overtops the east access and flows south along the east Exemption Parcel property line. This sump area has the capacity to store approximately 1,170 cu.ft. of runoff prior to overtopping. the 5-year design storm generates sufficient runoff to fill the sump area to past capacity. 2. Runoff from parking lot and equipment yard areas outside service bays (John Deere use) — is allowed to leave the site without any detention storage. This contributes to higher peak flows downstream and leaves no opportunity for water quality improvements (to remove oils, grease, sediments, pesticides/herbicides, etc.). 3. Runoff from the northern, developed portion of the Exemption Parcel drains directly to a small irrigation lateral which bisects the site. Although this lateral is small and has little capacity(even 5-year runoff is expected to overtop the ditch), storm water runoff should not be discharged directly to irrigation facilities, especially without the opportunity for water quality improvements. — 5 Solutions to these problemsrssues would involve additional study to design drainage culverts along Highway 66 right-of-way, and to provide detention/retention storage for site runoff to control both the quantity and quality of site runoff. In addition;facilities should be designed and constructed to keep stormwater runoff separate from the irrigation ditch. 6 V. EROSION CONTROL CRITERIA During construction, any topsoil should be removed and stockpiled for later use in the proposed landscape areas. The topsoil stockpile areas should be located on high ground and the disturbed soils will be wetted and compacted to prevent wind erosion. Open areas are to be seeded and landscaped as early as possible. The exposed ground surfaces should be contour furrowed and mulched. Silt fences will be placed at areas where runoff has the potential to pass silt off the construction site, particularly near the toes of cuts and fills. Hay bales will be placed in swale areas to decrease flow velocities until vegetation can be established. The area of disturbance will be much less than 1 acre(0.017 Ac.),so a Colorado Discharge Permit System Application (CDPS), and supporting information and fees will not be required. 7 VI. CONCLUSIONS A. COMPLIANCE WITH STANDARDS This drainage investigation is compiled in accordance with the methods and criteria contained in the Adams County Storm Drainage Design and Technical Criteria( ACSDDTC). The investigation is intended to document existing drainage patterns from the entire Exemption Parcel as well as document impacts due to development of the Lease Parcel. Drainage facilities designed for implementation under this report have been designed in accordance with the ACSDDTC. B. DRAINAGE CONCEPT The proposed site improvements can be accommodated with few drainage improvements or impacts. The existing concrete gutter which discharges near the northwest corner of the Lease Parcel will be extended further east to carry runoff past the Lease Parcel. A riprap erosion protection mat is proposed at the end of the concrete gutter to control soil erosion. 8 V.
