RE: APPROVE REVISIONS TO BYLAWS FOR WELD COUNTY FAMILIES, YOUTH AND
CHILDREN (FYC) COMMISSION
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, has been
presented with Revisions to the Bylaws for the Weld County Families, Youth and Children (FYC)
Commission by the Department of Social Services on behalf of the Families, Youth and Children
Commission, with terms and conditions being as stated in said revised bylaws, and
WHEREAS, after review, the Board deems it advisable to approve said revised bylaws, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, ex-officio Board of Social Services, that the Revisions to the Bylaws for the
Weld County Families, Youth and Children (FYC) Commission as submitted by the Department
of Social Services on behalf of the Families, Youth and Children Commission, be, and hereby
are, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 9th day of September, A.D., 1998.

regarding(1) Community Representative Status, and (2) Meeting Management
date: September 3, 1998
Pursuant to recommendations by the Families, Youth and Children Commission Executive
Committee on September 1, 1998, attached for the Board's approval are proposed
changes to the Families, Youth and Children(FYC) Bylaws pertaining to:
(1) Community Representative Status:
a. Community Representative Members have been changed to Community
Advisors, whom the Board of County Commissioners appoints annually for
a maximum of one full year ending December 31 of each year.
b. The Community Advisor's role is to provide input and recommendations to
Standing Committees. The Community Advisors have no voting power on
issues.
c. The Families, Youth and Children Commission recommends the list of
representative areas for the FYC Standing Committee of the Program
Effectiveness and Outcomes Committee, the Family Support Committee,
and the Collaboration and Innovation Committee. These representative
areas augment the FYC Membership.
(2) Meeting Management:
a. State staff concerns, input on issues, and technical assistance should be
directed to the FYC Executive Committee or the FYC Commission as a
whole.

b. The Families, Youth and Children Commission should adopt certain
meeting"rules of order"to include;
1) The Standing Committee will not take votes on issues, but minutes
will reflect the input process,of the participants.
2) The FYC Commission as a whole can only vote on the
recommended actions to the Board of County Commissioners.
3) The FYC will incorporate vendor input as part of the agenda.
4) Non Community Advisors who are requesting participation on a
Standing Committee should be provided agenda time at the
beginning or end to address the standing committee. Written
comments may be addressed to the Chair of the Standing
Committee.

BYLAWS
WELD COUNTY FAMILIES. YOUTH AND CHILDREN(FYC) COMMISSION
Article I - Name of Commission
The Commission shall be called the "Weld County Families, Youth and Children Commission"
(hereinafter referred to as "the FYC").
Article II- Functions of the FYC
The functions and duties of the FYC are to:
• Function as the"placement alternatives commission"for Weld County, as referred to
in C.R.S. § 19-1-116 (2)(a), and prepare the plans required by C.R.S. § 19-1-116
(2)(b).
• Review and advise the Board of County Commissioners of Weld County regarding
the following:
1) The local plan for Expedited Permanency Planning between Weld County and
the 19th Judicial District.
2) Weld County's compliance with the Child Welfare Settlement Agreement
between the Colorado Department of Human Services and the Colorado
Lawyers Committee.
3) Weld County's compliance with the out-of-home placement allocations and
associated requirements of C.R.S. §§ 26-5-101, et. seq.
4) Weld County's Family Preservation Program with Core Services and Family
Support Program.
5) The effectiveness of programs within Weld County which are designed to
prevent or reduce placement.
• Function as the"family preservation commission" for Weld County, as referred to in
C.R.S. § 26-5.5-106 (1), and comply with the review and reporting requirements of
C.R.S. § 26-5.5-106 (2).

Article III - Membership of FYC
A. Membership-The FYC shall consist of sixteen(16)members. The membership shall include:
(1) A physician or licensed health professional.
(2) An attorney.
(3) A representative of a local law enforcement agency.
(4) A representative of the probation department.
(5) A representative of the Juvenile Court or District Court of the 19th Judicial District..
(6) A representative from a local mental health clinic.
(7) A representative of a local school district specializing in special education.
(8) A foster parent.
(9) A representative specializing in occupational training or employment programs.
(10) A representative of a local substance abuse program.
(11) A representative from the"SB-94 Committee" for Weld County.
(12) A representative from the "Child Protection Team"for Weld County.
(13) An accountant from the lay community.
(14) A parent from the lay community.
(15) A clinic nurse from the lay community.
(16) A representative from a local foundation.
No members may be employed by or otherwise associated with a provider of out-of-home
placement services.
B. Appointment of Members - The members of the FYC shall be appointed by the Board of
County Commissioners of Weld County, according to the following procedure:
(1) Persons interested in serving on the FYC shall submit an application which will

provide biographical information. These applications will be submitted directly to the
office of the Weld County Board of Commissioners.
(2) A Nominating Committee, consisting of the FYC Executive Committee members and
the Board of County Commissioners' Coordinator for the Weld County Department
of Social Services, shall review each application and establish a list of nominee(s) for
vacancies and reappointments for consideration by the FYC.
(3) The FYC shall review and consider the list for recommendation to the Board of
County Commissioners.
(4) The Board of County Commissioners shall review the list of nominee(s) and may
interview such nominee(s) according to the Board's desires. The Board, in its sole
discretion,may appoint members to fill vacancies or reappoint members for additional
terms.
(5) The Board of County Commissioners may designate on an annual basis such
community advisors as the Board deems necessary in order to benefit the FYC
Standing Committees of Program Effectiveness and Outcomes, Family Support,and
Collaboration and Innovation. Such community advisors shall be representative of the
community and have demonstrable personal or professional knowledge of the area of
their designation. Community advisors shall not vote on matters which come before
the Standing Committees for determination
C. Terms of Members-Regular membership terms of the FYC shall be for three (3) years. No
member may serve for more than two (2) consecutive terms. New FYC members may be
assigned first terms of less than three (3) years to assure appropriate staggering of members'
terms.
D. PAC Membership on Date of Approval of Bylaws - Members of the former Weld County
Placement Alternatives Commission("PAC") as of the date of the approval of these Bylaws
shall automatically become members of the FYC for the length of their current terms on the
PAC and shall be subject to the two (2) term limit set forth in Section III., C., above.
Members of the former PAC, who are considered to be "Providers," as that term is defined
in Section III., A., above, shall not be eligible for a second term once their current term has
ended.
Article IV - Officers
A. The FYC shall elect from its own members a Chair and Vice-Chair. Term of
office shall be for one year.

B. In the absence of the Chair, the Vice-Chair will act in that capacity.
C. In the absence of the Chair and the Vice-Chair, a temporary Chair will be selected by the
FYC.
D. A secretary shall be appointed by the FYC Chair.
Article V -Nomination and Election of Officers
The nomination and election of annual officers shall be held during the first regular meeting
of each calendar year. Each nomination shall be seconded to be placed on the ballot, and elections
shall be written ballot unless there is no contest for the office.
Article VI - Meetings
A. Regular meetings of the FYC will be conducted quarterly on days agreeable to the
membership, provided there is business to conduct.
B. Written notice of all regular meetings shall be mailed to each member at least seven (7) days
prior to each regular meeting date.
C. Special meetings may be called when deemed necessary by the Chair.
D. A quorum shall consist of not less than nine (9) members of the FYC. A quorum shall be
necessary at any meeting in order to conduct business.
E. The concurring vote of a majority of those present shall be required to pass any motion made.
F. Robert's Rules of Order shall prevail to the extent they are not in conflict with specific
provisions of these Bylaws.
Article VII - Duties of Chair
It shall be the responsibility of the Chair to call all special meetings, preside at all meetings,
and carry out general Chair responsibilities.
Article VIII - Duties of Vice-Chair
It shall be the responsibility of the Vice-Chair to assume the duties of the Chair in his absence.
Also, he shall perform other duties assigned by the Chair.

Article IX-Duties of Secretary
It shall be the responsibility of the secretary to send members notices of all meetings of the
FYC and to keep minutes, or to arrange for the keeping of minutes, of all meetings.
Article X - Standing Committees
There shall exist at least five (5) standing committees of the FYC, including the Executive,
Nominating, Program Effectiveness and Outcomes, Family Support, and Collaboration and
Innovation Committees. The Nominations Committee shall have the membership, duties and
responsibilities listed in Section III., B., (2), above. The remaining Committees shall have the
membership,duties and responsibilities which are listed on the attached Exhibits "A-D." The Chair
of the FYC may appoint such other committees as are deemed necessary.
Article XI - Amendment of Bylaws
These Bylaws may be amended according to the following procedure:
1. The proposed amendments to the Bylaws may be presented at any meeting of the FYC
at which a quorum is present, provided seven(7) days notice has been given to each member.
2. For passage, such proposed amendments must receive the vote of the majority of the
entire membership of the FYC.
Article XII - Disputes
Disputes between Social Services and the FYC shall be resolved as expeditiously as possible
either by concurrence between the two entities or by intervention by the Board of County
Commissioners.
Article XIII - Confidentiality
Members of the FYC may, by virtue of such membership, inspect or be privy to records and
other materials containing personally identifying information maintained by the Weld County
Department Social Services. Members shall protect the confidentiality of such records and other
materials. Except as provided by law, no information in possession of a member of the FYC about
any individual client shall be disclosed in a form including identifying information.

Proposed Changes to Community Representative Status to
Families, Youth and Children Commission (FYC) and
Changes to FYC Meeting Management
Community Representatives to FYC Standing Committees:
According to the revised Bylaws,the Weld County Attorney has clarified certain changes
as follows:
A. Community Representative Members have been changed to Community Advisors
whom the Board of County Commissioners appoints annually for a maximum of
one full year ending December 31 of each year.
B. Community Advisor's role is to provide input and recommendations to Standing
Committees. The Community Advisors have no voting powers on issues.
C. The FYC Commission recommends the list of representative areas for the FYC
Standing Committee of Program Effectiveness and Outcomes Committee, Family
Support Committee, and the Collaboration and Innovation Committee. These
representative areas augment the FYC membership.
1) Program Effectiveness and Outcomes Committee: The Committee has
discussed no representative areas.
2) Family Support Committee: The FYC Executive Committee has
discussed representative areas to meet the needs of the"Promoting Safe
and Stable Families Program" Grant. These representative areas are as
follows:
a) Health Representative as recommended and designated by the Weld
County Health Department or by other Health Clinics.
b) Adoptive Parent as recommended and designated by the Weld
County Department of Social Services.
c) Kinship Care Parent as recommended and designated by the Weld
County Department of Social Services.
d) COBRA Representative; Weld Information and Referral Services,
Inc.
e) Child Education and Prevention Agency; Child Advocacy and
Resource Education, Inc.
f) Social Services;the Weld County Department of Social Services.
g) Housing Authority;Weld County Department of Social Services

h) Community Center Board (Disabilities); Centennial Development
Services, Inc.
I) Domestic Violence, A Woman's Place
j) Family Advocates; Catholic Charities and Weld County Department
of Human Services.
k) Head Start;Weld County Department of Human Services.
1) Parent of a child who received services from the human services
field, i.e., TANF, disabilities;Weld County Department of Social
Services.
m) Early Child Education as recommended and designated by Parent's
as Teachers.
3) Collaboration and Innovation Committee: The FYC Executive
Committee has discussed two areas of representation. These areas were
Island Grove Regional Treatment Center and North Range Behavioral
Health.
D. The FYC Commission should annually submit a list of representative areas to the
Board of County Commissioners for approval.
E. According to the proposed Bylaws, Community Advisors should represent the
community and have demonstrable personal or professional knowledge of the area
of their designation.
1) Recommendation: Advisors should be Weld County residents
2) Recommendation: Preference to selecting advisors should be given to
those individuals who can represent more than one area of representation.
3) Recommendation: Advisors are non-voting members who are providing
input to the standing committees.
II. Meeting Management:
A. The role of State staff needs to be clarified regarding the Family Support
Committee.
1. Recommendation: A letter be sent to Charles Perez, State Department of
Human Services Manager for the"Promoting Safe and Stable Families
Program"from the Director of Social Services and/or the FYC Chair,
Mike Hoover, outlining certain areas as follows:
a) asking for clarification of the State's role with the"Collaborative
Council".
b) identifying the role we think the State staff should have
c) requesting a response in writing

2. Recommendation: State staff concerns, input on issues, and technical
assistance should be directed to the FYC Executive Committee or the FYC
Commission as a whole.
B. The FYC Commission should adopt certain meeting "rules of order".
1. Standing Committees should not take votes on issues, rather minutes
should reflect the input process, recommendations or concerns of the
Standing Committee participants.
2. The FYC Executive Committee and the FYC Commission as a whole can
only vote on recommending actions to the Board of County
Commissioners. If the FYC Executive Committee takes action, the FYC
Commission should approve on a"consensus agenda"basis at their
quarterly meeting.
3. Certain Community Advisors have conflict of interests. They are vendors.
The FYC will incorporate vendor input as part of an agenda, and then
excuse them from further participation. Community Advisors who have
conflict of interests should be encouraged to provide written comments
addressed to the Chair of the Standing Committee and prior to Committee
meetings.
4. Non Community Advisors who are requesting participation on a Standing
Committee should be provided agenda time at the beginning or end to
address the standing committee. They should not be called upon to
participate in the discussion during the meeting. Non Community Advisors
should be encouraged to provide written comments addressed to the Chair
of the Standing Committee.
