Home My WebLink About992807.tiff RECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO NOVEMBER 22 AND 24, 1999 TAPE #99-38 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, November 22, 1999, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Dale K. Hall, Chair Commissioner Barbara J. Kirkmeyer, Pro-Tem Commissioner George E. Baxter Commissioner M. J. Geile Commissioner Glenn Vaad Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Esther Gesick Finance and Administration Director, Don Warden MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Housing Authority Board meeting of October 25, 1999, as printed. Commissioner Geile seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER FIVE-YEAR PLAN AND ANNUAL PLAN FOR PUBLIC HOUSING AGENCY AND AUTHORIZE CHAIR TO SIGN:Tom Teixeira, Director of Greeley/Weld County Housing Authority,stated the plans must be submitted to the Department of Housing and Urban Development by December 1, 1999, and he recommended approval. Commissioner Kirkmeyer moved to approve said plans and authorize the Chair to sign. Seconded by Commissioner Baxter, the motion carried unanimously. ADDITIONS TO AGENDA: Bruce Barker, County Attorney, requested the following items be added to the Housing Authority Agenda: 2) Consider Housing Authority Contract for low-income housing and authorize Chair to sign - Colorado Department of Local Affairs; 3) Consider Colorado Housing Grant Loan Agreement and authorize Chair to sign - Morwai Dairy, LLC; and 4) Consider Resolution re: Extension of Date for First Payment - Catholic Charities and Community Services Farm Labor Housing Corporation. Mr. Barker further requested the meeting be recessed until Wednesday, November 24, 1999. Commissioner Baxter moved to approve said additions and recess to Wednesday, November 24, 1999, at 9:00 a.m. Seconded by Commissioner Vaad, the motion carried unanimously. 992807 BC0016 ,��x /xaJ ROLL CALL: Upon reconvening on November24, 1999,the meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Dale K. Hall, Chair Commissioner Barbara J. Kirkmeyer, Pro-Tem Commissioner George E. Baxter Commissioner M. J. Celle - EXCUSED Commissioner Glenn Vaad Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Esther Gesick Finance and Administration Director, Don Warden NEW BUSINESS: CONSIDER HOUSING AUTHORITY CONTRACT FOR LOW-INCOME HOUSING AND AUTHORIZE CHAIR TO SIGN - COLORADO DEPARTMENT OF LOCAL AFFAIRS: Mr. Teixeira stated this is a contract to receive grant monies from the State Division of Housing, in the amount of$100,000.00,which will then be loaned to Morwai Dairy to assist in constructing housing for its workers. Mr.Teixeira explained as the money is repaid, it will be used for further housing activities by the Housing Authority. Commissioner Kirkmeyer moved to approve said contract and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER COLORADO HOUSING GRANT LOAN AGREEMENT AND AUTHORIZE CHAIR TO SIGN- MORWAI DAIRY, LLC: Mr. Teixeira stated this is the local contract along with a Deed of Trust and Promissory Note between the Housing Authority and Morwai Dairy for the $100,000.00 to be paid back over the next twenty years. Commissioner Baxter moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. CONSIDER RESOLUTION RE: EXTENSION OF DATE FOR FIRST PAYMENT-CATHOLIC CHARITIES AND COMMUNITY SERVICES FARM LABOR HOUSING CORPORATION: Mr. Teixeira stated the Housing Authority has lent$300,000.00 to fund the Plaza del Milagro;however,due to construction delays, they have been unable to lease the properties,and he recommends the date for first payment be extended until July,2000. Commissioner Kirkmeyer moved to approve said resolution.Seconded by Commissioner Vaad, the motion carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
