RE: AUTHORIZE CHAIRMAN OF THE BOARD OF COUNTY COMMISSIONERS TO SIGN
CERTAIN CONTRACTS AND AGREEMENTS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Section 30-11-107(1)(aa), CRS, 1973, authorizes the Board of County
Commissioners to establish policies and procedures regarding entering into contracts binding on
the County, and to delegate its powers to enter into such contracts pursuant to such policies and
procedures, and
WHEREAS, the Board wishes to establish such policies and procedures for contracts
involving personal service contracts under $5,000; change orders to contracts of up to five percent
(5%) of the contract amount, not to exceed $5,000; all maintenance contracts on equipment;
computer hardware and software purchase; and maintenance agreements and license agreements
for computers.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the following policies and procedures regarding entering into contracts
binding on the County be, and hereby are, established:
1. The Chairman of the Board of County Commissioners is hereby authorized to enter
into and sign all contracts on behalf of Weld County for personal service contracts
under $5,000.
2. The Chairman of the Board of County Commissioners is hereby authorized to enter
into and sign all change orders to contracts of up to five percent (5%) of the original
contract amount, not to exceed $5,000.
3. The Chairman of the Board of County Commissioners is hereby authorized to enter
into and sign all contracts on behalf of Weld County for all equipment maintenance
contracts.
4. The Chairman of the Board of County Commissioners is hereby authorized to enter
into and sign all related contracts and license agreements for computer hardware
and software operating in Weld County.

5. The Chairman of the Board of County Commissioners is hereby authorized to enter
into and sign all computer related agreements and documents to acquire and
maintain computer systems pursuant to the policy adopted by Resolution dated
March 16, 1994, for the purpose of acquisition of information services systems.
BE IT FURTHER RESOLVED by the Board that such authority and powers be, and hereby
are, delegated to the Chairman of the Board of County Commissioners to enter into such contracts
pursuant to the above written policies and procedures.
BE IT FURTHER RESOLVED that the above written policies and procedures be, and
hereby are, adopted by the Board of County Commissioners, pursuant to Section 30-11-107(1)(aa),
CRS, 1973, and they do hereby supersede any conflicting policies and procedures previously
adopted by the Board of County Commissioners.
BE IT FURTHER RESOLVED that the Director of Finance be, and hereby is, hereby
directed to incorporate the above written policies and procedures into the Administrative Manual
for distribution to all departments.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 22nd day of February, A.D., 1995.
