RESOLUTION RE: APPROVE LOCAL HUMAN SERVICE DELIVERY SYSTEMS PLAN FROM WELD COUNTY LOCAL PLANNING COMMITTEE AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Local Planning Committee has been presented the Local Human Service Delivery Systems Plan under House Bill 94-1005 to the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Social Services, with said plan requesting State review and further terms and conditions being as stated in said plan, and WHEREAS, after review, the Board deems it advisable to approve said plan, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, ex-officio Board of Social Services, that the Local Human Service Delivery Systems Plan submitted by the Weld County Local Planning Committee under House Bill 94-1005 to the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Social Services, be, and hereby is, approved. The HB-94 1005 Local Planning Committee began meeting in January 1995. The first task of the committee on behalf of the Board of Weld County Commissioners was to assess the Weld County Human Services Delivery System. The goal of the HB 94-1005 Committee was to gather needs survey results from a list of community service providers, focus groups, task groups, and consumer support groups. On March 31, 1995, a "Dear Colleague" letter was sent to 62 agencies and planning groups to request assessment information for the HB 94-1005 Committee analysis. The committee met using a group consensus building process to analyze a wide variety of pre- existing needs assessments that had recently been conducted by community service providers. Such assessments included but were not limited to the Vision Together Community Assessment funded by the Colorado Trust, the Weld County Area Agency on Aging assessment results from the agency's four year plan, and the Weld County Transit Development Plan. The HB 94-1005 Committee's analysis and consensus work resulted in four major recommendations for improvement of the Weld County Human Services Delivery System. These recommendations were approved by the Board of County Commissioners on April 8, 1996. The first recommendation is to develop formal interagency agreements among the principal 1005 planning partners. The purpose of these agreements will be to enhance interagency communication and cooperation. The first step will be to establish clear definitions of agency rolls and responsibilities and to have these articulated in written agreements. Also, the interagency agreements will address confidentiality, roles and responsibilities, conflicts resolution between agencies, and commitment to the continuation of the local planning committee. Additional human service providers will be added to this process over time. Second, and complimentary to the interagency agreements, will be formalized and regular interagency staff development. The purpose of this recommendation is to develop highly trained staff, reduce duplication of services, and improve interagency communication. Activities will include developing a county—wide inter—agency orientation process, establishing a human service leadership academy, formalizing skill area "associations," holding interagency meetings for front line staff, and training staff in arbitration, mediation, and conflict resolution. 1 360 t.© The third recommendation is to begin planning for a multi—agency human services facility for South Weld County. Currently, there are numerous human service providers stationed in South Weld supporting satellite operations. An "umbrella" facility could increase efficiencies, support a single entry process for human service delivery, and help meet the increasing human service needs of the area. A fourth, and final recommendation, addresses several significant areas of need and service delivery enhancement that the HB 94-1005 committee identified for further work. Areas of concern include transportation, Medicaid, housing/homeless issues, and one—stop employment and training services. As mentioned above, it is planned to keep the HB 94-1005 local planning committee in place. This committee will provide a forum for discussion, planning, and monitoring of the local plan around the above areas of concern and other concerns that will arise in the future. 2 960rto Section II — Planning Area Profile This chapter provides background information on Greeley and Weld County. It presents the context in which public and specialized transportation services are provided. After contacting all counties that touch the boundaries of Weld County to see if they were interested in collaboration on a planning area, the 1005 Committee and Weld County Commissioners decided to delineate our planning area by the County line. Most of the Human Services providers are also using the County line as the boundary for services. Socioeconomic Profile Weld County is located on the eastern plains of Colorado, north and east of Denver. Greeley is located in the east central portion of the county, approximately 60 miles northeast of Denver and 50 miles south of Cheyenne, Wyoming. Historically, Weld County has been a heavily agricultural county. Irrigated crops, dry land farming and ranching have contributed to the strong agricultural base. Oil and gas production have also contributed significantly to the economy of the area. Recently, major manufacturing and service companies have been established in the county, diversifying the economy. The 1970s were "boom"years, but the 1980s saw a drop in agricultural and oil prices. However, recent improvements in agricultural markets suggest that the county can expect moderate economic growth through the 1990s. The County's population grew from over 123,000 in 1980 to almost 132,000 in 1990, a 6.8% increase. Primary north-south highways for Weld County are Interstate 25 and U.S. Highway 85, both serving the western portion of the county. State Highway 71 is the major north-south corridor in the eastern portion of the county. Primary east-west corridors include Interstate 76, U.S. Highway 34, and State highways 14 and 52. The City of Greeley is located in a river valley bordered by the Cache La Poudre River on the north and the South Platte River on the south. The City is surrounded by some of the most productive agricultural land in the United States. Greeley serves as a regional hub for medical, educational, employment and retail needs. Greeley's population grew from just over 53,000 in 1980 to over 60,500 in 1990, a 14.2% increase which closely matches the overall states rate of growth. The City's primary access from the north and south is U.S. Highway 85, which enters the east side of the City from Denver. From the east and west, primary access is U.S. Highway 34. 3 3606'.0 Economy Employment in Weld County and the City of Greeley focuses on retail trade, and educational services. In Weld County in 1990, retail trade and educational services accounted for over a quarter of all jobs, while agriculture was the third largest sources of employment. Retail trade was the largest employment sector, with 10,736 workers or 17.0% of the employed task force. Educational services employed 6,45 people, comprising 10.3% of the jobs in the area. Agriculture employed 5,524 people, 8.8% of the total. 4 360: .1.© The City of Greeley also relies heavily on retail trade, which employed 5,931 persons, or 20.3% of its work force in 1990. Educational services employed 3,838 persons, or 13.1% of the City's employed work force. Table 2 shows the labor force status of the major cities in Weld County in 1990. Both the County and the City of Greeley had an unemployment rate of 5.7%, which closely matches the state unemployment average of 5.7%. Only Evans and Fort Lupton had higher unemployment rates than the state, 5.9% and 8.3% respectively; other areas of Weld County had slightly lower unemployment rates. The communities of Greeley and Evans are grouped in this and other tables, because together they closely approximate the Urbanized Area of the County. Amendment 1, passed in 1992, is a governmental tax and spending limitation amendment. The Gallagher Amendment pre-dates Amendment 1 and was passed to relieve the property tax burden on residential property owners. This was done by limiting the proportion of total property tax revenues collected from residential properties to 45% of total property tax revenues. Since residential property values tend to increase faster than commercial property values, this had the effect of shifting the property tax burden from residential to commercial property. Over time this has resulted in residential property owners paying less and less and commercial property owners paying more and more. 6 Prior to the passage of Amendment 1, governmental entities could adjust the property tax mill levy to compensate for this phenomenon. With the passage of Amendment 1, however, any increase in mill levy now must go to a vote of the people. Typically, this is expected to result in reduced property tax receipts by local government. This will effect the ability of local governments in Colorado to provide traditional services. In order to determine the impact of these two amendments on the City of Greeley and Weld County, interviews were held with the City Manager and the County Financial Officer. Based on these two interviews, it appears that the impact of these amendments will not be strongly felt in the near future. The City of Greeley is not heavily dependent on property tax revenues for funding City services. The City has a relatively diverse revenue base. In addition, residential property values grew significantly in 1993 which has compensated for the 45%residential/commercial revenue limitation of the Gallagher Amendment. In summary, according to the City Manager, the City's financial position should be better over the next five years than it was during the last ten years. However, the City does not contribute to Human Service providers at the same level that the County does. For Weld County, the impact of Amendment 1 and the Gallagher Amendment is expected to be more severe. The County relies more heavily on property tax revenue than does the City. Fortunately, however, there has been a recent increase in oil and gas development in the County. The added revenue from this development is expected to offset the negative impacts on the two amendments, at least in the short term. According to the County Financial Officer, the negative impacts of the two amendments aren't expected to be strongly felt during the next five years. However, there are other funding priorities that would not allow for increases to the Human Service providers. Therefore, with an offset in revenues at the City and County levels and decrease in federal money for Human Services providers, an overall decrease in funding is expected. 7 960 r t.0 Section III—Composition of Local Planning Committee and Local Planning Process The HB94-1005 Local Planning Committee of Weld County was officially formed on December 14, 1994, by the Board of Weld County Commissioners and met the mandatory composition criteria of HB94-1005. The three principles were: utilize policy and recommendations from existing Weld County work groups and planning committees; utilize technical assistance from a broad base of state/federal, and other resources; and provide immediate and ongoing communication and involvement with elected officials and policy makers. These principles guided the committee in establishing timelines; identifying methods by which to obtain input from the public, work groups, committee members, and consumers; developing the plan and measurable outcomes; and obtaining plan approval by the Board of Weld County Commissioner with a final review by the public and consumers. Utilizing the work of existing Weld County work groups and planning committees, the HB94- 1005 Local Planning Committee sought information from 82 agencies and planning groups to gather assessment information for the HB94-1005 Committee analysis. This assessment contained, at a minimum, the following information: • Inventory of existing services • Inventory on gaps in service • Recommendations for improvement within the framework of no additional financial resources to be made available, including, but not limited to: • expansion of services • development of service • networking of service • elimination of services • combining of services • accountability issues • modification of process/service • legislative or regulatory roadblocks to efficient use of existing resources Each agency and planning group was asked to identify which tools were used to identify gaps in service and recommendations for improvement, i.e., client interviews, focus groups, public meetings, community assessments, surveys, collections/analysis of existing data, etc. This information was assessed and issues prioritized by the HB94-1005 Committee. To prioritize the issues, the HB94-1005 Committee developed criteria. A priority issue must meet each factor of the criteria as outlined and described below: A. The issue is a legislative mandate, i.e., single-entry process and local conflict resolution mandates, as identified in HB94-1005. 9 960*3!.0 B. The issue affects the human services system structure as demonstrated by factors of frequency and intersection. The issue must affect at least two or more agencies or consumer groups (intersection factors), or the issue is identified at least two or more times by respondent agencies or planning groups (frequency factors). C. The issue is community-wide (Weld County). D. The issue improves communication and facilitates interagency cooperation/co-planning. E. The issue demonstrates a measurable and realistic impact on effectiveness and access. As a result of this consensus process, the HB94-1005 Committee developed four major recommendations, which were presented to the community and consumers on February 23, 1996, for input, and approved by the Board of Weld County Commissioners on April 8, 1996. These four recommendations will be described in more detail in Section IV; however, these four recommendations are: to develop formal interagency agreements among the principal HB94- 1005 planning partners; to formalize and provide for regular interagency staff development; to begin planning for a multi agency human services facility for South Weld County; and to address several significant areas of need and services delivery enhancement as identified by the HB94- 1005 Committee identified for further work. 10 360 '.0 Section IV— Local and State Recommendations Recommendation A Federal confidentiality standards and client privacy often interfere with efficient sharing of appropriate information among human service providers. This often prohibits the most efficient and effective use of services. The delivery of human services can be enhanced through improved interagency communication and cooperation. The first step in this process is a clear definition of agency roles and responsibilities that can be articulated into written agreements among service providers. Clearly defined agency roles and responsibilities reduce misconceptions agencies in the system may have about one another. Clearly defined roles also reduce potential confusion by service recipients both in referral and direct access situations. Clarity reduces the potential for agency performance to be assessed by other agencies against ambiguous standards or inaccurate perceptions. Defining these aspects will allow better front-end planning, simplified access, and a means by which agencies can identify gaps using a more objective and system based approach. To address this central coordination issue Interagency Agreements will be negotiated and signed to address: • roles and responsibilities • confidentiality • conflict resolution between agencies • commitment to the continuation of a local planning committee It is proposed that a permanent local planning committee of providers and consumers be established by the county commissioners to validate purpose and support participants. The committee would meet regularly and would benefit from regular contact and information exchange about how each other operates and what services are provided. The committee members would review current trends and emerging issues and keep each other informed about services, regulations and new options. Outcomes would be reviewed Other issues that this committee would begin to address are: • a county-wide referral form • an electronic data base • a clearing house for future planning 11 960x7.0 Recommendation B An Interagency Staff Development program will be developed to provide comprehensive training which will result in better communication, non duplication of services, and highly trained human services staff. In the first phase of the Interagency Staff Development Plan, the HB 94-1005 agencies would enter into interagency training agreements. The second phase of the staff development program will include other agencies and schools. Some specific actions which would be taken to facilitate the interagency training are: • Develop a county-wide interagency orientation process. • Develop a human services leadership academy to enhance leadership skills among human services management. • Form county-wide interagency groups with intent to formalize associations that will enhance training, networking, and coordination within skill areas such as "case management." • Train human service agencies in arbitration, mediation, and conflict resolution. • Hold periodic interagency meetings for front line staff. 12 Recommendation C There are numerous human service providers with satellite services located in South Weld County, mainly the Fort Lupton area. Most have limited space. This is an area of the county that is experiencing rapid growth. A facility for all of the satellite programs could increase efficiencies, support a single entry process for human service delivery, and help meet the increasing human service needs of the area. Grouping and co—locating providers under one roof would facilitate a "human service park" concept. The HB 94-1005 Local Planning Committee has recommended that such a co—location of services in South Weld County be a long term goal. The plan would be for a Multi-agency Human Services Facility for South Weld County in 5 to 10 years. Recommendation D During the HB 94-1005 Local Planning Process several significant areas of need and service delivery enhancement were presented to the committee for further work. Several areas which the committee has agreed to examine for further deliberation and work include: • Transportation • Medicaid, including issues of equality • Housing/Homeless • One stop employment and training services 13 960F:r.0 Recommendations for State Action These recommendations evolved from the work of the Weld County HB94-1005 Committee and are related to reduction or elimination of what the committee found to be roadblocks to local community efficiencies. It is planned to assign various initiatives related to the identified issues below to established task forces in the community. Such task forces will take the lead in resolving these issues. b Eliminate and reduce state provided direct services. Give county option whether to participate in or enhance the Department of Social Services County Merit System. b Eliminate State Contract Employees. b Eliminate State Contract Consultants or reduce State staff to balance cost of consultants. ' Eliminate Transportation requirements limiting mergers. > Allow local government to privatize services. * Limit State use of block grant funds by limiting administration costs to 15% or less. * Indemnify private, private non-profit, and local governments who provide State services. ' Reduce State staff to enable diversion of dollars to communities for purchase of consulting services. I* Change State Merit System to allow for better management and efficiencies. ' Allow local monitoring/assessment of local programs. ' Consolidate early childhood education and family advisory committees/boards. Voucher Colorado Preschool Program to local communities. b Allocate transportation dollars by formula rather than by competitive bid.
