RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT #1123 FOR A
RAILCAR MAINTENANCE AND REPAIR FACILITY TO INCLUDE RAILCAR INSPECTION,
MAINTENANCE, CLEANING, DISMANTLING, STORAGE, AND SURFACE COATING IN
THE A (AGRICULTURAL)ZONE DISTRICT - RESCAR INDUSTRIES, INC.
A public hearing was conducted on September 11, 1996, at 10:00 a.m., with the following present:

Planning Department representative, Todd Hodges
The following business was transacted:
I hereby certify that pursuant to a notice dated August 21, 1996, and duly published August 29,
1996, in the North Weld Herald, a public hearing was conducted to consider the request of Rescar
Industries, Inc., for a Site Specific Development Plan and Special Review Permit#1123 for a railcar
maintenance and repair facility to include railcar inspection, maintenance, cleaning, dismantling,
storage, and surface coating in the A (Agricultural) Zone District. Lee Morrison, Assistant County
Attorney, made this a matter of record. Todd Hodges, Planning Department representative,
presented a brief summary of the proposal and reviewed the history of the site originally permitted
and operated by Rocky Mountain Railcar. He then entered the favorable recommendation of the
Planning Commission into the record as written, with one typographical correction to Development
Standard#9 changing "Stated" to "States". Responding to questions from the Board, Mr. Morrison
stated the road license agreement obligated the operator to maintain the road, but it was not in
conjunction with the change in the original Permit boundaries. Jerry Charaska, Plant Manager in
Iowa, represented the applicant and stated he has been assigned to open and get this operation
running for coal service and to add a cleaning and surface-coating facility. He stated it will take
approximately three years to get the facility to full operation and will employ 100 to 120 people. Mr.
Charaska stated the air quality permit is being completed, and he has worked closely with Trevor
Jiricek, Health Department. He agreed to all Conditions of Approval and Development Standards.
No public testimony was offered concerning this matter. Commissioner Webster moved to approve
the request of Rescar Industries, Inc., for a Site Specific Development Plan and Special Review
Permit#1123 for a railcar maintenance and repair facility to include railcar inspection, maintenance,
cleaning, dismantling, storage, and surface coating in the A (Agricultural) Zone District, based on
the recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as amended and entered into the record. The motion was
seconded by Commissioner Baxter, and it carried unanimously.
