Reference is made to the Meadow Vale Farm, Inc. Planned Unit Development Final
Plan for Filing II, Meadow Vale Subdivision. The project is located in the Southwest 'A of
Section 5, Township 2 North, Range 68 West, Weld County, Colorado.
If any work associated with this project requires the placement of dredged or fill
material, and any excavation associated with a dredged or fill project, either temporary or
permanent, in streams or wetlands at this location, this office should be contacted by a
proponent of the project for proper Department of the Army permits or changes in permit
requirements pursuant to Section 404 of the Clean Water Act.

We have reviewed the above referenced proposal to develop an 89 lot single family
residential subdivision on a 155.61 acre site. The Water Supply Information Summary requested
in the State Engineer's memorandum of August 7, 1995, was not included and no water supply
requirements were identified. The Left Hand Water District is to be the water provider for
domestic use, and a letter of commitment for service was included. Pursuant to Section 30-28-
136(1)(h)(Ill, C.R.S., the State Engineer's Office offers the opinion that the proposed domestic
water supply will not cause material injury to existing water rights, and with the Left Hand Water
District serving water to the subdivision, the domestic supply is expected to be adequate.
A separate system is proposed to provide irrigation and fire protection water. The source
of water for this system and the delivery method were not identified. Pursuant to Section 30-28-
136(1)(h)(I), C.R.S., the State Engineer's Office has not received enough information to render
an opinion regarding the potential for causing material injury to decreed water rights, or the
adequacy of the proposed irrigation water supply.

Dear Mr. Hodges:
I have reviewed the submitted materials for compliance with the adopted codes and
standards of the Fire District. The project is within the boundaries of the Fire District
and will receive service from the District. The Fire District has no objections to the
project, if the requirements of the District can be met. Based on my review, I have the
following comments:
1. During construction phase 2 in Filing 2, Blue Mountain Road will be a dead end
road longer than 750 feet unless Meadow Vale Road is completed either to the
south or the north, or a temporary secondary access road is completed.
Temporary access roads must be maintained passable for fire apparatus at all
times. This is particularly important during spring thaws. (Fire Protection
Development Standards Section 3.04-1)
2. Hydrants must be installed and be in service to parallel combustible construction
or the storage of combustible materials on the site. (Uniform Fire Code Section
8704.4.1)
3. Hydrant locations in construction phase 2 in Filing 2 are approved. (Fire
Protection Development Standards Section 6.04-1)
4. Street signs are to be installed at all street intersections. Street signs should
indicate address ranges where intersections break address ranges on streets. If
standard street signs are used, then the signs do not need to be submitted to the

Dear Todd:

Thank you for referring the Meadow Vale Farm, Inc., Planned Unit Development Final Plan for Filing II
application to the School District. The projected student impact upon the St. Vrain Valley School District of the
total build -out of 89 single family units on 155.6 acres is 59 students. Any students living within this
development would attend Mead Elementary School, Mead Middle School, and Skyline High School under the
present school boundaries. However, due to potential growth in these schools, this development and other
existing developments in this feeder could be placed in another attendance area in the future. Bus
transportation would be required.

1995-96 Cumulative impact of all developments proposed in this feeder - 2760 K-12 students
The District is on record as not opposing growth, so long as the growth is planned and is manageable from a
student enrollment stand point. While this filing alone will not place the high school or middle school over
capacity, it will continue to add to the overcrowding at Mead Elementary. In addition, there are other approved
developments in these attendance areas which will, together with this proposal, have a significant cumulative
impact on these schools.
As the volume of development increases in the Mead Elementary area, with no alleviation of the existing
overcrowded conditions, the ability to provide the same quality education for these new students that is
provided students in other areas becomes increasingly difficult. In most cases, the District would oppose this
development because it adds to the enrollment of an already overcrowded school. However, in order to help
mitigate the impacts of this development on the schools, the Oliver's (owners of the property) have been
proactive in working with the District and have proposed the donation of a 10 acre elementary school site.
The School District is very appreciative of the Oliver's interest in helping the District provide for the needs of
the students created by this subdivision. While the school site is reflected on the plat, it hasn't been officially
transfered to the District. With the accomplishment of this land donation, the School District would support

My major concern on Filing II is the construction phases. The Off -Site Improvements Agreement
does not reflect the different phases. This Agreement was set up in filings. The remaining section
of WCR 5.5 was set up to be completed in the Third Filing, which does not exist in the new
application. The Off -Site Road Maintenance and Improvements Agreement needs to be amended
to reflect the new proposal.
In the Improvements Agreement Regarding Collateral for Improvements (private road maintenance)
Exhibit A, the applicant needs to include the number of units and the unit costs, not just the total cost
of the project. There was no Exhibit B attached in the packet. This needs to be completed and
submitted.
The drainage was addressed in Filing I, and it is being constructed as the phases are incorporated into
the development.
