APPROVED WITH THE FOLLOWING CONDITIONS.
Subdivision Exemption is approved in accordance with information submitted in the application
and the policies o1 the County. The Department of Planning Services has determined through
its review that the standards of Section 11.15 of the Weld County Subdivision Ordinance have
been met.
Prior to recording the plat: The applicant shall show the access to the facility from Wald County
Road 32. An access agreement shall be obtained from all properties invoHed In the access
road. The access easement shall be shown on the plat with accordance of Section 11.7.1.12.5
of the Weld County Subdivision Ordinance.
The applicant shall submit a mylar plat to the Department of Planning Services to be recorded in
the office of the Weld County Clerk and Recorder. The plat shall be prepared in accordance
with the requirements of Section 11.13.9 of the Weld County Subdivision Ordinance. The plat
shall be submitted within sixty (60) days from the date of approval by the Department of
Planning Services. The applicant shall be responsible for paying the recording fees.

On July 17, 1997, the Department of Planning Services approved a Subdivision Exemption for a
Public Utility Facility for the Town of Platteville located north of and adjacent to WCR 32 and
approximately 1/2 mile east of State Highway 85. Unfortunately, a plat was never recorded for this
Subdivision Exemption. Therefore, Weld County does not recognize that this use or land
subdivision process have been permitted. For further details, please refer to the attached letter
dated June 14, 2000.
In August, 2000, we had a telephone conversation regarding this matter. Nextel was working with
a surveyor to correct the issue. To date, I have not received this corrected plat. I have turned
the file over to the Zoning Compliance Officer who will be contacting you regarding a zoning
violation.

Subdivision Exemption. Therefore, Weld County does not recognize that this use or land

To date, I have not heard how the Town of Platteville would like to proceed with this issue. Please
respond prior August 14 regarding the Town's course of action in recording this plat. If this issue
has not been addressed prior to August 14, the Weld County Zoning Compliance Officer will be
contacting you regarding a zoning violation.

and the Town of Platteville's Subdivision Exemption on the same property?
For your convenience, I have included a copy of the file for SE -655 for the Town of Platteville, a
copy of the plat for a Major Facility of US West Newvector Group, Inc., and a copy of our
Subdivision Exemption final plat requirements. If this plat is for SE -655, please follow the
requirements in the Subdivision Ordinance for submitting the plat. If this plat is not for SE -655,
please see the attached requirements and finalize the requirements for plat submittal as outlined
in the attached requirements.

Project Summary
US West Communications has secured an option to lease space on the Platteville Water
Tank and 20' x 30' of land. We now propose and ask for zoning approval from Weld
County to utilize the Platteville water tank for use as a wireless communication facility.
This project entails mounting three panel antennas to the top perimeter of the water tank
at 120 degree intervals for a total of nine antennas. On the ground a concrete slab
approximately 9' 6" x 12' will be poured. Attached to the slab are two 2' 6" square x 5'
pre -fabricated, weather resistant, self contained equipment cabinets. Electrical power and
telephone will then be run to the equipment cabinets and coaxial cables will connect the
antennas to the cabinets. All of this equipment will be housed within the existing fenced
perimeter that surrounds the water tank. (See site plan).
Property Development Information

to mount antennas run the cables.

Access: Utilize the existing access used by town personnel
Screening: -Antennas mounted to the tank will be painted the same color
as the tank to blend in as much as possible.
- Ground cabinets are shorter than the existing fence and will not
be any more obtrusive than the existing equipment
contained within the fenced area.
Alternative Site
(A) US West has secured an option to lease a parcel of agriculturally zoned property in
Platteville located on the North side of Reynolds Ave. If developed, this site would
require the construction of a 100' monopole. Due to the lack of suitable existing
structures in the area, any other alternatives would also require the construction of a
monopole. It is our belief that the Platteville Water Tank is by far the most suitable
location for this facility.
Site Analysis
Zoning and Land Use:
The subject property is zoned agricultural and consists of approximately 14
acres. The property is owned by the Town of Platteville and is being used for a
water tank and a cemetery. Both uses are likely to continue well into the future.
Visual impact:
This site was selected for a wireless communications facility with a goal of
minimizing the impact on Weld County and Platteville citizens. By utilizing the
Platteville water tank, the need to construct another structure for the facility is
eliminated. Clearly a win win situation for U° West and the public.
Impact on Wildlife and Agricultural Resources:
The location of the proposed site is within the already developed portion of the
parcel and therefore, will not generate an impact to either wildlife or agricultural
resources. Further, this proposed facility does not use any water, emit noxious
odors, heat, waste or any other pollutants and thereby, has no long term indirect
affect on natural resources.
Traffic Impact:
Once constructed, the proposed facility will typically be visited by a technician
once or twice a month for maintenance. The vehicle used for service is typically
a minivan. The site will not have a permanent workforce and therefore the traffic
impact is negligible.
Geological / Flood Hazards
The Platteville Water Tank is located on high ground as are most all municipal
water tanks. The location is not located in a designated flood plain and is not a
likely concern.
Construction Schedule:
Once a building permit is issued the site will be constructed in 15 - 20 working
days. As can be seen by looking at the drawings, construction of this facility
is a relatively minor project
Hazards and Emergency Procedures:
This facility presents no known health or safety hazards to the public. In the
unlikely event of a fire, power to the site should be cut and then proceed to
extinguish by standard operating procedure. If there is a serious problem at the
site, the site will automatically notify US West. The contact is Network Operation

Comprehensive Plan
It is important that US West's goals compliment those established by Weld County.
Under Public Facility and Service Goals & Policies goal number one reads, "(The
County should) promote efficient and cost effective delivery of public facilities and
services. It is US West's belief that by granting this special use permit Weld County
would be acting in accordance with the comprehensive plan as well as the best interests
of the public.
Development Assurances
1. The proposed facility will not emit any noxious odors, excessive heat, excessive noise
or any pollutants.

The proposed wireless communication facility is essential for US West to construct a
seamless network serving Weld County and Northern Colorado. Increasingly consumers
rely on advanced technology to meet their communication needs. US West looks forward

Review Criteria
1. Reasonable efforts have been made to avoid irrigated cropland.
The proposed facility is located on a parcel that is already developed as a water
storage facility and a cemetery. No irrigated cropland will be disturbed.
2. The facility will not have an adverse effect on existing and future development.
The facility will have minimal impact on the existing use as a water storage tank and a
cemetery. Both uses should continue long into the future.(See Photo -simulation)
3. The design of the proposed facility mitigates negative impacts on the surrounding
area to the greatest extent feasible.
By utilizing the existing Platteville Water Tank this facility impacts the surrounding in
the least possible way.
4. The site shall be maintained in such a manner so as to control soil erosion, dust, and
the growth of noxious weeds.
this site will meet or exceed all soil erosion standards. US West utilize gravel and or
crushed rock to control all noxious weeds.
5. The applicant has agreed to measures to insure the health, safety, and welfare of
County residents.
The proposed facility emits no pollutants, negligible heat and noise, and meets all
safety standards.
6. All reasonable alternatives have been addressed and evaluated
All potential sites in the area have been evaluated. The proposed site is clearly the
best choice for low impact.
7. The nature of this proposal will not interfere with wildlife habitats, natural resources,
historical or archaeological areas.
This proposal emits no odor or pollutants, and negligible heat and noise. The site is
located on developed property and will not impact natural resources, wildlife habitat,
historical or archeological areas.
8. The applicants engineer has certified that the drainage will not exceed historic runoff.
This facility will use a concrete slab of 9' 6" x 12'. Its affects on runoff are negligible
