BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
NOVEMBER 4, 1998

The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
November 4, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall
Commissioner Barbara J. Kirkmeyer
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther E. Gesick
Director of Finance and Administration, Donald D. Warden
MINUTES: Commissioner Kirkmeyer moved to approve the minutes of the Board of County
Commissioners meeting of November 2, 1998, as printed. Commissioner
Webster seconded the motion, and it carried unanimously.
READ ORDINANCE
BY TAPE: READ ORDINANCE #30-D BY TAPE: Commissioner Hall moved to read
Ordinance#30-D by tape. Seconded by Commissioner Kirkmeyer, the motion
carried unanimously.
ADDITIONS TO
AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed.
Commissioner Webster seconded the motion, and it carried unanimously.

REPORTS: Chair Harbert congratulated Commissioner Webster on being elected as the
House District 48 Representative.
PUBLIC INPUT: There was no public input.

WARRANTS: Donald Warden, Director of Finance and Administration, presented the following
warrants for approval by the Board:
All Funds $165,978.29
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr.
Warden. Commissioner Baxter seconded the motion, which carried
unanimously.
BIDS: PRESENT BIDS: Pat Persichino, Director of General Services, stated there are
no new bids to present.
APPROVE HON DESKS FOR HEALTH DEPARTMENT AND CORONERS -
FINANCE DEPARTMENT: Mr. Persichino recommended approving the low bid
from Brattons Office Equipment in the amount of $21,149.99. Commissioner
Kirkmeyer moved to approve said bid. Seconded by Commissioner Hall, the
motion carried unanimously.
BUSINESS:
NEW: CONSIDER RESOLUTION RE: CANCELLATION OF BOARD OF COUNTY
COMMISSIONERS MEETING SCHEDULED FOR DECEMBER 2, 1998:
Commissioner Baxter moved to approve said resolution. Commissioner
Kirkmeyer seconded the motion, which carried unanimously. Chair Harbert
clarified the Commissioners will be attending the Colorado Counties,
Incorporated (CCI) Conference in Colorado Springs and will not be able to attend
the December 2, 1998, board meeting.
FIRST READING OF ORDINANCE #30-D, IN THE MATTER OF AMENDING
WELD COUNTY ORDINANCE #30-C, REGARDING THE GREELEY-WELD
COUNTY AIRPORT AUTHORITY: Bruce Barker, County Attorney, stated the
purpose of this Ordinance is to change the staggering of terms of the Airport
Commissioners who are not City Councilpersons or County Commissioners, and
to change the quorum from five to four. Mr. Barker explained the City of Greeley
will be considering the same Ordinance. Commissioner Hall clarified there are
seven Airport Commissioners. Commissioner Kirkmeyer moved to approve
Ordinance #30-D on first reading. Commissioner Hall seconded the motion,
which carried unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
Ordinance#30-D was approved on first reading.
Let the minutes reflect that the above and foregoing actions were attested to and
respectfully submitted by the Acting Clerk to the Board.
