Michael Vetrone and Rosemary A. Vetrone I have visited the site and have the following comments. These comments should be incorporated into the Special Conditions as a part of approval. The applicant would like to divide 2.11 acres of property into two lots. Lot 1 is the existing lot with an existing home and outbuildings. Lot 2 is the proposed building site. Bluebell Avenue will be extended to accommodate the access to Lot 2. It needs to be widen and upgraded with gravel to that point. There is a small concrete divider box and ditch section located within Weld County's right-of-way on Bluebell Avenue. Offices 1400 N. 17th Avenue Greeley, CO 80631 Chris: The following is in response to a referral for a resubdivision of a portion of land within Lot 3 of the Etherton's Subdivision, case #S-413, as proposed by A. Michael and Rosemary A. Vetrone. This particular parcel falls within the Mid Range Expected Service Area (MRESA) for the City. This proposal is similar to requests for recorded exemptions that staff has seen in the past. The recommended density for recorded exemptions within the MRESA is one unit per 10 acres, but this does not specifically address resubdivisions. Upon review of the proposed project, staff has concluded that this particular proposal does not necessarily correspond with the policies stated in the City's comprehensive plan, but judging from the proposal and how it conforms to the surrounding neighborhood, staff is in support. Because of the increasing density within the Etherton's Subdivision and surrounding area, and the lack of a sanitary sewer system other than septic, staff is hesitant to support and cannot assure endorsement of similar proposals within the future. As to the division of the property as proposed we have no objections, however the property owners need to be aware that before any home can be built on the property an approved method of suppying the required fire flow for the home must be provided. This is most commonly done by installing a fire hydrant capable of supplying the required flow within 300 feet of the building. This hydrant shall be capable of supplying a minimum of 1,000 gallons per minute. Our records show that curently there is only a 4 inch water main serving Bluebell Ave., and it is doubtfull that a hydrant could be installed on that line capable of supplying the requied flow. As an alternative, and keeping with the intent of the Uniform Fire Code, we would approve the construction of the home if it was protected by an approved automatic fire sprinkler system. This requirement may come as quite a supprise to the Vetrone's and undoubtably they will have questions about it. Health Department has reviewed this referral. The Division has the following comments: Proposed lot A is .75 acres and proposed lot B is 1.36 acres. The Division does not encourage new developments with lots less than 2 acres. Developments of less than 2 acres can cause an impairment to shallow groundwater. The Division acknowledges that this is not a significant development. However, lots of this size do inhibit the installation of replacement septic systems in the event the existing system were to fail. Development of the lot often limits replacement area. Therefore, we recommend against the creation of these lots. In the event these lots are approved by your Department, we recommend that a suitable area be established for replacement systems on each lot.
