Planning Staff has reviewed your request to amend the four lots located in Phase II of Vista Commercial into Phase I. We offer the following comments: First, the Department of Planning Services' has a copy of the recorded final plat for Phase I, however, we do not have on file the recorded final plat for Phase II of Vista Commercial Center. Second, the final plat for Phase II of Vista Commercial may be amended, however, the Department of Planning Services' has determined that this will be a substantial change to the proposed development, as you are proposing to vacate a portion of Vista View Drive, add a new cul-de-sac in Vista View Drive, realign Skyway Drive and Vista View Drive, and combine four platted lots into one lot. As such, we are requiring you to resubmit all appropriate application materials for our review and comment, as Vista Commercial Phase II is within the Mixed Use Development (MUD) overlay district. This specific district has substantially more stringent design guidelines than is found in the Agriculture(A)zone district of the original application. The first step will be to submit a new sketch plan for review that addresses all of the design standards for the MUD and Ordinance 211, the Southwest Weld Service Area Road Impact Fee Program. Subsequent applications will include the Final Plat in accordance with Planned Unit Development(PUD) Ordinance 197. Our request would require the moving of four lots from filing II to filing I in Vista Commercial Center, or allowing us to develop these four lots without doing all of filing II,at this time. I will attempt to outline the changes and the reason behind our request. We would propose to convert the temporary turn about on the west end of Vista View Drive to a finished cul-de-sac to allow access to Lots 2 and 3 in Block 4 and Lots 2 and 3 on Block 5 and convert them into one lot of approximately 5.6 acres. When Filing II is undertaken in the near future I would propose moving Denning Way east to the location of Outlot K and relocating Outlot K west where indicated by engineering studies. The reason for this change is to allow us to provide a lot of this size to accommodate a one level building of 30,000 sq. ft. to house a high tech company that manufactures trace elements for medical studies that are shipped worldwide. In the same building they will be installing two high resolution P.E.T scanners to perform scans on out patients from the entire state of Colorado that must be done on site because of the short half life of the scanning elements. They desire to have frontage on Highway 119 for ease of access and visibility. This will be a very upscale building and will have first class landscaping and other amenities. The architect is aware that they will have to have fire access to all four sides of the building and feels that this lot as created will allow for the necessary footprint as well as parking,and fire access. Our request is that you treat this as a change that can be handled within the Department of Planning to expedite the process, so that site plans and building plans may be submitted as soon as possible. My understanding is that G.E.is the only manufacture of these scanners that cost in excess of one and half million dollars each and they must have completed plans before theyad can be guaranteed delivery. As matter of interest,this,I am told, will be the only place in Colorado that this type of scanning will be available and that presently the only other units are in Germany.
