Box A Greeley, CO 80631 Dear Ms. Griego, Enclosed please find the Colorado Works Work Participation Rate information for January through September 1998 for all counties. The All Families rate has increased to 36% for September month with a year to date participation rate of 28.4%, very near the federally required rate of 30%. The Two-Parent rate has remained at or near the • 40% mark for the past three months resulting in a statewide year to date average of 34.0%, compared to the federally required rate of 75%. The figures enclosed represent the entire report period for the federal work participation rate calculation for federal fiscal year 1998. We anticipate that the Department of Health and Human Services will be calculating our work participation rate sometime in early 1999. After that time we will know the impact of the caseload reduction factor and whether Colorado is subject to any penalty for failure to meet the required work participation rates. As you know, the required work participation rates increased effective October I, 1998 to 35% for All Families and 90%for Two Parent families. In addition,the average number of hours per week required in order to count in the All Families calculation increased from 20 to 25. Agency Letter 98-28-A, issued October 16, 1998, discusses these changes in detail. These increases in both the required hours and the percentages will definitely be a challenge.
