BOX 758 GREELEY, COLORADO 80632 PHONE: (970) 356-4000 EXT. 3750 FAX: (970) 352-2868 On July 20, 1995, you, several of your neighbors and some of the Weld County Public Works personnel met at the Koenig Gravel Pit to discuss problems created by the mining operation. A list of all the attendees is attached. Haul routes and dust control were discussed at the meeting. These issues have been resolved by the paving of WCR 25 as well as the addition of dust control chemicals on WCR 20 in the area of Volmer. If the residents in the area witness trucks being improperly operated, they should report it to the Materials Foreman, Bruno Wegner, at 970-356-4000, extension 3750. Information to identify the truck individually, such as license number, is very helpful. Noises generated by the mining were also discussed. We are not allowed to disconnect back-up alarms from the mining equipment or trucks. Exhaust stacks from the generator are vented vertically, which is thought to be the best method to disburse noise. However, a considerable amount of noise comes from the back of the open trailer. In the future, the trailer will be placed so the rear opening is backed toward a material stockpile. The main concern voiced by residents was the lowering of ground water during the period of time the pit is being dewatered. The mining operation will be changed by removing material from smaller, individual cells and dewatering that cell only, as opposed to pumping down all the water on the entire site. Temporary earth dikes will be left between the large lake on the west and each individual cell. In the last phase of the operation, the large lake and all the cells will be pumped down and the material removed from the temporary earth dikes. Also, a construction trench will be ralt ofrijqb 951 815 Ray Cox August 15, 1995 Page 2 dug along WCR 25 and the south property line. Water pumped from each cell will be discharged into the construction trench, which should help recharge the ground water in the area on the opposite side of the mining cell. A sketch of the proposed mining plan is attached. Weld County will dewater only between October 1 and March 1. I believe this letter correctly documents the issues we discussed and the proposed solutions we agreed on. If these efforts do not resolve the problems, we are willing to discuss different approaches with the residents of the area. Thank you for your cooperation. Sincerely, Drew Scheltinga, P.E.
