RE: APPROVE COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION AND
AUTHORIZE CHAIR TO SIGN - DORIS SMITH
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Community Development Block Grant
Application from Doris Smith, 335 Cherry Street, Lochbuie, Colorado 80601, to the County of
Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,
on behalf of the Greeley/Weld County Housing Authority, with terms and conditions being as
stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Housing Authority Board, that the Community Development
Block Grant Application from Doris Smith, to the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Greeley/Weld
County Housing Authority be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 27th day of September, A.D., 1999.

1. Policy/Position Clarification
A. Approval for CDBG Project
Applicant: Doris Smith
Property: Mobile home and addition located in Lochbuie
Scope of work: roof replacement, replacement of furnace and water heater, electrical rewire.
The board asked if a permit had been issued for the addition to the Mobile Home. The addition
was constructed 13-15 years ago. The owner indicated that it was inspected by someone from
Greeley. Staff contacted the County Building Department and Lochbuie and were unable to
located records from this time period.
Staff spoke to Greeley Urban Renewal's building inspector and he indicated the addition was
built in a professional manner.
Staff recommends approval of this application.
B. Subordination for Eileen Hurtato
We have provided additional information on the loan Ms. Hurtato has with the Housing
Authority. The particulars are:
1. Loan is deferred in the amount of$9,352 will be repaid on sale of property.
2. New loan will escrow insurance and tax which is not being done

APPROVAL FOR DORIS SMITH HOME TO BE REPAIRED
The application for Doris Smith has been verified and she meets
the requirements for the CDBG program.
As far as we can tell the addition was inspected when it was
built about 15 years ago.
We are requesting approval to proceed with the project .
