All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. No permanent disposal of wastes shall be permitted at this site. 3. Waste materials shall be handled, stored and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4. Adequate toilet facilities shall be provided for the public. 5. The facility shall utilize the existing municipal sewage treatment system. 6. All potentially hazardous chemicals must be stored and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof. 7. Prior to release of building permits the applicant shall adhere to the following: wry a. If applicable, a NPDES Permit shall be obtained from the Water Quality Control Division of the Colorado Department of Health for any proposed discharge into State Waterways. If non -applicable, the applicant shall submit evidence to the Weld County Health Department stating reasons why not applicable. fib. If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health & Environment, Water Quality Control Division. If non-applicalbe, the applicant shall submit evidence to the Weld County Health Department stating reasons why not applicable. • • Page 3, SPR-274 c. The applicant shall submit a waste handling plan to the Environmental protection Services Division of the Weld County Health Department. The Plan shall include at a minimum, the following: 1. A list of wastes which are expected to be generated on site (this should include expected volumes an types of water generated.) 2. A list of the type and volume of chemicals expected to be stored on site. 3. The waste handler and facility where the waste will be disposed (including the facility name, address, and phone number.) If applicable, an Air Pollution Emission Notice (A.P.E.N.) and Emissions permit application must be submitted to the Air Pollution Control Division, Colorado Department of Health for emissions of criteria, hazardous or odorous air pollutants. Sources of such emissions include but are not limited to the following: sandblasting operations, mining, spray paint booths, dry cleaners, haul road traffic, composting, boilers and incinerators. The applicant shall submit evidence to the Department of Planning Services that the Mountain View Fire Protection District's requirements referenced in a referral letter dated July 29, 1997, have been satisfactorily addressed or that an appeal of those requirements has been granted by the District. ori4 f. eater — n h. Of). The applicant shall submit to the Weld County Public Works Department calculations for the stormwater runoff and drainage plan to the for review and approval. The site plan shall be amended to show the dimensions and location of the proposed signage to be associated with the site. The signage shall adhere to the sign regulations as stated in Section 2.8 of the Mixed Use Development Plan, Ordinance 191. The applicant shall submit a landscape installment/maintenance schedule for review and approval by the Department of Planning Services. The landscape plan shall adhere to Section 2.6 of the Mixed Use Development Plan, Ordinance 191. The Site Plan Review plat map shall be amended to show the location of the trash recpical(s). Adequate screening shall be required around the trash collection area. The applicant shall submit information with reference to the existing buildings inability to adhere to the offset requirements in the Commercial Zone District as stated in Section 33.6.1.4 of the Weld County Zoning Ordinance. The Department • S Page 4, SPR-274 of Planning Services shall review the submitted information and determine if a Non -Conforming Use can be established for the existing building. The Site Plan Review plat map shall show the access easement to the property from TumerBoulevard as described in a deed recorded October 30, 1984, in Book 1047, Reception 01586777. The Site Plan Review plat map shall be amended to show compliance with the Offstreet Parking requirements as stated in section 41.1 of the Weld County Zoning Ordinance. The parking area shall be paved and striped with the intent and standards of the Mixed Use Development Ordinance 191. tn.'l The applicant shall submit an on -site improvements agreement for all improvements for the property. The improvements agreement and form of collateral shall be approved by the Board of County Commissioners. 4 8. The Site Plan Review plat map shall adhere to the following criteria: a. A Site Plan Review Plat shall be prepared after a Site Plan Review application is approved. The plat shall be submitted to the planner and be ready for recording at the Weld County Clerk and Recorder's Office within 30 days of approval. The plat shall meet the following requirements: 1. The plat shall be delineated in non -fading permanent black ink on a dimensionally stable polyester sheet such as cronar or mylar or other product of equal quality, three millimeters or greater in thickness. The size of each shall be twenty-four inches (24") in height by thirty-six (36") in width. The mixing or sheet sizes is prohibited. No plat submitted shall contain any form of stick -on -type material such as, but not limited to "sticky -back", adhesive film, or kroy lettering tape. The drawing shall be at sufficient scale to show all necessary detail. 2. A photo mylar copy or diazo sensitized mylar copy of the original ink drawing may be submitted. The material shall be at least three (3) mils or greater in thickness. 3. The plat submitted will contain the original signatures and seals of all parties required to sign the plat. If a photo mylar copy or diazo sensitized mylar copy is submitted, the original signatures and seals shall be contained thereon. Page 5, SPR-274 4. The plat shall be titled, "Site Plan Review No. ". The Department of Planning Services shall fill in the appropriate number. 5. The plat shall include all of the items approved in the Site Plan Review Map. 9. The plat shall bear the following certifications: a. Property Owner's Certificate: I , the undersigned, certify that the uses, buildings, and structures located on this Site Plan Review are designed and will be constructed and operated in accordance with the applicable performance standards and district requirements for the Zone District as stated in the Weld County Zoning Ordinance and in accordance with any conditions imposed by the Board of County Commissioners at the time the property was zoned or rezoned. AUG 19 1998 RECEIVED The Honneckes are very serious about clearing up all outstanding issues for this project as they need to be able to lease this building and provide a source of income to pay the mortgages on the property. They are committed to providing necessary drainage, road with curb, gutter and to completing the improvements to the property. The lack of an overall drainage study for this area is hampering their ability to complete this work. Turner Blvd. cannot be built at this time with the assurance that it will not have to be replaced when a road profile is eventually determined. The same can be said for the drainage system proposed. Placement of trees and shrubs within or near the proposed Turner ROW could also be questionable. The one known factor is that the Honneckes cannot wait weeks for decisions on these matters to be made. They must be allowed to utilize their property. We offer the following as a means of resolving their dilemma and assure the County that the needed improvements will be properly built. Construction of Turner Blvd. An interim gravel private road will be built on the Honnecke property to service the newly constructed building and the existing building on this property. Construction of Turner will be delayed until a schematic drainage plan for the south half of the Del Camino MUD Plan is completed and the road profile can be determined. The west 24' or half of the proposed roadway 48' along with the west curb and gutter would be built by the Honneckes. The road would be engineered according to County Standards. The western sidewalk would not be built until Turner Blvd. is developed from the existing paved portion to the south end of their property or a third building is built on their property. The Honneckes need this relief as their loan commitments did not anticipate building a curb, gutter or sidewalk. They see the need for the gutter. However, the walk would be the only sidewalk in the entire Del Camino area. Surely the t • NAL • walk is not needed until a walk system throughout the area is established. This road would remain a private road until Turner becomes a 48' wide road built to the MUD standards. Interior Paving, Walks and Curbs All of these amenities shown on the approved drawings will be build as at this time and will be in place before a Certificate of Occupancy for the new building will be issued. The existing building can continue to be used as an auto repair facility. Landscaping All landscaping shown on the approved Landscape Plan west of the east face of the newly constructed building will be installed or prior to issuance of a Certificate of occupancy, but no later than November 1, 1998. The eastern portion is being delayed until the profile and drainage needs are determined. The landscaping will be completed after the asphalt, curb and gutter work of Turner Blvd. in their portion of the road is build. Drainage The retention pond shown on the approved Drainage Plan will be built at this time. Additional drainage pan structures and culvert to the south end of their property will be delayed or modified as the drainage needs are determined. We believe that the County should embark on a drainage study of the Del Camino Area at this time. If such a study indicates that an area wide system is the best solution, The Honneckes will participate in an improvement district for building the system. If the study indicates that only the Honnecke portion could be built or that the system shown on the approved drainage plan is feasible, then that system will be built by the Honneckes. Since we met three weeks ago, we have found that a culvert runs under 1-25 from the west side of 1-25 to a ditch on the east side of the highway. This drain structure has been enlarged under the new north bound lanes and we presume that it will be enlarged under the new southbound lanes now under construction. This culvert provides drainage for the south end of the Del Camino area and the irrigated farm land to the south. We have observed water draining through the culvert. The invert elevation is about 7 feet below the Honnecke property. If this culvert and drainage system is available, it could provide a storm drainage system for Turner Blvd. South Del Camino Improvement District We believe that development around the Honnecke's property will occur in the near future and now would be a good time to install the road and drainage infrastructure for the developed but under served south areas of Del Camino. The drainage structures could also be the beginning facilities to serve the present farm land to the south of the Honnecke property. t • • Turner Blvd. ROW The Honneckes will retain ownership of the land for the future Turner Boulevard until the road is developed from the existing road north of their property southward to the south end of their property. The 40' ROW for Turner Blvd. will be deeded to the County when the entire roadway is started. The ROW will be transferred on the same basis as other properties are transferred along this stretch of roadway. The County will obtain a setback variance of ten feet for the present building. If a variance cannot be obtained, a thirty-foot ROW will be given to the County. The Honneckes must have a building which conforms to all zoning codes. They obtained a building permit to place their building 55 feet from their east property line. This was based on the Don Carroll's memorandum to Shani Eastin, dated Aug. 8, 1997, which stated that a 30 -foot ROW was required for Turner. The 40' ROW now being requested would reduce the front setback to 15', less than the required 25'. The non -conforming status of this building would then seriously restrict or make impossible future tenant improvements within this structure. This is not an acceptable status. The new building was built under the assurance that it met all County requirements. Improvement Security The Honneckes will provide the County with security for 1.) All improvements of Turner in the northern portion of their property which runs from the north property line to the south side of the improvements for the new building on this site. 2.) All landscaping within the ROW of Turner and up to the east side of the new building, Water, sewer and fire hydrants are currently in place. The grading of the site, placement of all walks, paving and landscaping will be built by the owners prior to the issuance of a Certificate of Occupancy. This ability to withhold the Certificate should provide sufficient protection for the County. USE OF BUILDING Building will be used for a single tenant. The tenant will be an electrical auto repair business. The business will employ 10 mechanics and 4 administrative persons. There will be no use of hazardous materials nor will any hazardous materials generated. The building will store up to 10 new batteries. Dead batteries removed from vehicles will be stored in a metal cabinet until removed from the premise. WASTE AND WASTE REMOVAL Ali waste materials will be collected in a metal dumpster. The dumpster shall be housed within a masonry screened area shown on the site plan. The trash will be removed by a local trash hauling company at regular intervals which will prevent having to store trash outside the dumpster. This will prevent fugitive dust, blowing debris and nuisance conditions. WATER AND SEWAGE The building will he connected to Left Hand Water District and to St. Vrain Sanitation District existing mains within the property. Toiiet facilities are provided within the structure which are available for the employees and public which has business at the site. • STORAGE OF HAZARDOUS MATERIALS The building will not have hazardous materials except for a limited number of batteries. These will be stored in a manner required by the Fire Department and the Building Department. STORM DRAINAGE PERMIT NPDES Permit is required on site greater than 5 acres. The gross acreage of the site is 4.8 acres. I verified this requirement with the Colorado Dept. Of Health, Water Control Division. WASTE HANDLING PLAN No hazardous materials or wastes are to be stored or generated at this building except for batteries. BATTERIES 10 DEAD BATTERIES 10 USED BATTERIES WILL BE RECYCLED. AIR POLLUTION EMISSION No air polluting activities are to be done at this site. FIRE DEPARTMENT APPROVAL Mountain View Fire Dist.. Has reviewed the final plans and has issued a permit for construction. Attached is a letter from the District. STORM DRAINAGE Storm drainage plans have been submitted to the Building Department for their approval. LANDSCAPING All landscaping will be installed at the time the building is being completed and before occupancy of the building. An irrigation system will be installed prior to placing all plantings. The irrigation system will include an automatic timer. Regular maintenance will be contracted to a firm providing these services. EXISTING BUILDING The existing building was constructed in 1976. The property which at some time contained 580' additional feet to the north was divided prior to 1976 according to recorded deeds. The subdivision set the present north property line. These could have low to medium intensity levels and have few environmental or service related impacts. We anticipate our likely tenants would include . To date :cam ;'fjtA we have had interest from plastic fabricators, roofing contractors, and antiques dealers. Presently we have not pre -signed any tenants for the new building. We do not anticipate much of a traffic increase and plan to privately grade the road as necessary to maintain access. The total number of employees in this new building would probably be less than 10. The number of trucks would most likely be 20-30 per week. The property consists of approximately five acres of land developed with one 5,760 square foot vacant building, located in Section 10, Township 2 North, Range 68 West. This report presents the findings and conclusions of the Phase I ESA. This report is organized into six sections with supporting exhibits and appendices. Section 2.0 describes the property and vicinity. Section 3.0 describes the records reviewed during the preparation of the assessment and the information those records yielded. Section 4.0 describes the information obtained during the site reconnaissance. Section 5.0 presents the findings and conclusions of the ESA. Section 6.0 lists the materials and people referenced during the course of the ESA. 1.1 Purpose The ESA was conducted to investigate the potential for environmental liability associated with the property. While no ESA can wholly eliminate uncertainty regarding the potential for recognized environmental conditions in connection with a property, the environmental conditions of the property have been investigated to the extent feasible and in accordance with ASTM E 1527 - 94. This ASTM document is considered the industry guideline for Phase I ESAs. According to ASTM E 1527 - 94, every reasonable attempt has been made, given the existing time and resources constraints, to identify the presence or potential presence of hazardous substances and petroleum products on the property under conditions that would indicate an existing release, past release, or threat of release into the soil, groundwater, or surface water of the property. The ESA was performed according to the requirements specified in the Comprehensive Environmental Response, Compensation and Liability Act as defined in 42 USC Section 9601(35)(B). 1.2 Special Terms and Conditions No Sanborn mapping was available for the area of the subject property. Aerial photographs, provided by Colorado Aerial, were reviewed for the area of the subject property; however, copies of all aerial photographs were not available at the time of this assessment. 2.0 SITE DESCRIPTION 2.1 Location and Legal Description The property is located in Section 10, Township 2 North, Range 68 West. The legal description for the subject property is included with Exhibit 3, Tax Assessment Records. The property location map and site diagram are presented as Exhibit 1 and Exhibit 2, respectively. 2.2 Current and Historical Property Ownership Conversations with Mr. Simone indicate that he purchased the property as vacant pasture land in approximately 1977 from Mr. Arnold Burger. At the time of the site reconnaissance, the property was developed with the currently vacant structure. Property photographs are presented in Exhibit 5. 2.4 Description of Structures, Roads, and Other Improvements Access is available to the property from the east from Longmont Boulevard. The property is developed with one vacant structure. The remaining portions of the property are gravel covered parking and storage areas. Municipal utilities including, electricity, water and sanitary sewer were noted on the property at the time of the site reconnaissance. 2.5 Environmental Information Reported by Current Property Owner and ESA User According to Mr. Simone, current property owner and ESA User, none of the following documents is known to exist or apply to the property: • Environmental Compliance Audit Reports; • Registration for underground storage tanks (USTs) and aboveground storage tanks (ASTs); • Notices or other correspondence from any government agency regarding past or current violation of environmental laws with respect to the property; • Environmental liens against the property; or any of the following: • Notices from any govemmental entity regarding any possible liability relating to hazardous substances or petroleum products; • Pending, threatened, or past litigation relevant to hazardous substances or petroleum products in, on, or from the property; • Pending threatened, or past administrative proceedings relevant to hazardous substances or petroleum products in, on, or from the property. Mr. Simone indicated that he purchased the property as vacant farmland in 1977, and the current building was built for truck transmission repair in 1978. According to Mr. Simone, one small used oil UST was installed on the property in approximately 1978, however the UST was never used and was removed within one year of its installation. Mr. Simone further stated that additional property occupants over time have consisted of an electrical contractor, towing company, fencing installer, auto repair operation, and roofing material dealer. According to Mr. Simone, all liquid wastes generated in the auto repair operations were stored in 55 -gallon drums and removed from the site by tenants. He also indicated that the floor drains in the building are connected to a sand/grease trap and the sanitary sewer system. Occupants since that time have included an electrical contractor, towing company (for storage purposes only), fencing installer, auto repair operation, and roofing material dealer. 2.8 Current Adjacent Properties The subject property is located in Weld County at the southern end of Turner Boulevard. A mobile home community is located adjacent to the property to the west. The southern portion of the property borders vacant agricultural land. An automobile repair facility is located adjacent to the property to the north. Longmont Supply and Rental and Avalon Modular and Mobile homes are located adjacent to the property to the east. 3.0 RECORDS REVIEW 3.1 Standard Environmental Record Sources A computerized regulatory database search of the following federal and state file listings was reviewed to assess the potential for environmental liability associated with the property. A copy of the regulatory search, with maps identifying sites of potential concern, is included as Exhibit 4. 3.1.1 Federal National Priorities List The National Priority List (NPL) consists of properties with the highest priority for cleanup pursuant to the Environmental Protection Agency's (EPA's) Hazard Ranking System. The date of the government version of the list reviewed was December 1, 1996. No sites were identified. 3.1.2 Federal Resource Conservation and Recovery System The Resource Conservation and Recovery Information System (RCRIS) lists facilities on which treatment, storage, and/or disposal (TSD) of hazardous wastes occur, and of persons or entities that generate hazardous waste as defined and regulated by the Resource Conservation and Recovery Act (RCRA). The date of the government version of the list reviewed was October 1, 1996. No sites were identified. 3.1.3 Comprehensive Environmental Response, Compensation, and Liability Information System The Comprehensive Environmental Response, Compensation and Liability Information System (CERCLIS) lists sites investigated for potential hazardous substance contamination and possible inclusion on the NPL. The ERNS list indicated that there have been no reported releases on the property. 3.1.5 State Landfill and Solid Waste Disposal Sites The Colorado Solid Waste Facilities list maintained by the Colorado Department of Public Health and Environment (CDPHE), dated December 12, 1996, was reviewed to identify landfills or other ' solid waste disposal sites within one-half mile of the property. No sites were identified. 3.1.6 State Leaking Underground Storage Tanks In 1988, reporting releases associated with USTs became a requirement. The leaking underground storage tank (LUST) list, dated October 29, 1996, was reviewed to determine if the subject property or properties within one-half mile are listed as having leaking USTs. No sites were identified. 3.1.7 State Registered Underground Storage Tank List The list of registered USTs for Colorado, updated as of April 17, 1996, was reviewed to determine if there were registered USTs documented for the subject property or the adjoining properties. USTs are regulated under Subtitle I of the Resource Conservation and Recovery Act (RCRA) and must be registered with the Colorado Department of Labor and Employment, Oil Inspection Section. No sites were identified. 3.2 Local Records Information provided by the Longmont Fire Department indicates that the fire department has no records of USTs located on the subject property or of the presence of other environmental concerns associated with the property. 3.3 Physical Setting Sources The U.S.G.S. Topographic Map, dated 1949 and revised in 1975, was reviewed to determine the general topography of the area and identify indicators of past property usage. Review of the map indicates that the property consists of gently sloping topography with drainage toward the north/northwest towards a drainage ditch. One structure is indicated on the property, consistent with the size, location, and orientation of the current building. The structure is depicted in purple, indicating development after 1949. A copy of the topographic map for the subject property and surrounding areas is provided as Exhibit 7. 3.4 Historical Use Information In addition to the U.S.G.S. Geological Topographic Map and interviews with individuals familiar with the property as discussed earlier in this report, historical aerial photographs obtained from Colorado Aerial, dated from 1971 to 1995, were used to evaluate past uses of the property and adjoining properties. The remaining aerials depict the property similar to that in 1979 with the exception of increasing exterior equipment storage over time. No evidence of stained soils, stressed vegetation, significantly disturbed soils, or other environmental concerns were noted on the property on any of the aerials. Areas proximate to the property have increased in commercial and residential development over - time. 4.0 INFORMATION FROM SITE RECONNAISSANCE The site reconnaissance was conducted on April 25, 1997. At the time of the site reconnaissance, the property was developed with one approximately 5,800 square foot masonry constructed building. No basement was present in the building. Interior office finishes consisted of carpet, wood paneled and drywall walls, and a suspended acoustical fiberglass ceiling. Trench floor drains were noted in the service bay area. According to Mr. Simone the drains run through a sand/grease separator and discharge to the sanitary sewer system. No chemical storage was noted in the building. Exterior portions of the property consisted primarily of gravel covered parking areas. Stacks of wooden pallets and ceramic tiles were stored on the eastern exterior of the building. No evidence of soil staining, mounding, or stressed vegetation, unusual odors or indications of the presence or former presence of USTs or ASTs was noted during the site reconnaissance. 4.1 Hazardous Substances No evidence of hazardous substances was encountered during the site reconnaissance. Historically, all regulated liquid waste has been disposed of off -site. 4.2 Unidentified Substances No unidentified substances were encountered during the site reconnaissance. 4.3 Storage Tanks Mr. Simone indicated that a used oil UST was installed on the property in approximately 1978. Mr. Simone indicated that the UST was removed within approximately one year. No indications of USTs or ASTs were observed on the property. 4.4 Indications of Polychlorinated Biphenvls (PCBs) Electrical transformers, hydraulic equipment capacitors and similar equipment may contain polychlorinated biphenyl's (PCBs) in hydraulic fluids or dielectric insulating fluids within the unit. One pad mounted transformer was located near the northeast corner of the property. The transformer was not labeled for PCB content. The transformer appeared to be in sound physical condition with no leakage apparent, and, consequently, is not believed to represent an environmental concem to the property. Fluorescent light fixtures in good repair which contain PCBs do not ordinarily represent a significant environmental hazard; however, any leakage of fluid from such fixtures should be handled by qualified personnel in accordance with current regulations. Fluorescent fixtures were present throughout the building. This is also identified on Page 35 of the Development Standards (MUD) Plan, Ordinance 191. The proposed facility is located within the Mixed Use Development (MUD) Plan area. Weld County has no plans to finance the extension of Turner Boulevard to the south, this will be at the expense of the applicant. There is no public right-of-way for Turner Boulevard south of the existing pavement. REQUIREMENTS: Road Cross Sections: The owner will be responsible to build one half of the typical cross section within the MUD (Figure 2.10, Collector/Two-lane road with painted median). This will consist of 24 feet of pavement, curb and gutter, a four -foot sidewalk, and a gravel shoulder adjacent to the property fence (refer to Geometric Design Standards and Road Structure for depth of asphalt required, Subdivision Ordinance - Design Standards). Set back: The applicant is identifying that there is 30 feet of utility and roadway easement in place. The typical cross section, Figure 2.10 of the Mixed Use Development Design Standards, identifies 80 feet of right-of-way. We are asking the applicant to provide an additional 10 feet for a full dedication of 40 feet from the center or section line of Turner Boulevard for his half of the full build out section. Parking: The parking lot should be paved to meet the urban standards. Each space should be equipped with wheel guards or curb blocks. Drainage: The Turner Boulevard area historically has drainage problems. Because of the physical changes to the site, (additional paving and increased roof area) the applicant is required to supply a storm water drainage plan on how the run-off would be handled. The storm water retention facility on a developed site should be designed to retain a 100 -year storm plan and release water at a rate not to exceed a five-year storm on an undeveloped site. Exhibit "A". Improvements Agreement accordingpolicy regarding collateral for improvements for On and Off Site: Exhibit A of the packet has been submitted for review and approval. Under street grading, street base, and street paving, the applicant is indicating 38,200 square feet of surface to be reworked and paved. The Building Department has no record of this building in their computer data. They do have records of two permits being issued for this property. One permit was for a fence; the second was for a trailer which does not exist on the property now. The legal description for this property describes a tract of land which includes land to the north of the current property boundary. The last sentence of the legal description excludes the north 580' of the larger tract and setting this property's north property line adjacent to the existing nonconforming building. At sometime the larger tract was split into a north parcel and the south parcel, the one which we are developing now. The Assessor's computer records, which only go back to 1986, indicate that this division occurred prior to this date. In order to determine whether the division of the property occurred before or after the construction of the building I have contacted two title insurance companies to determine when date of the sale which split the large tract into two parts. This may shed some light as to why the building is close to the property line. Neither company has found any sales date as of today. Item 71 and m. Off street parking has been added to the site plan. The list should identify the names of the chemicals and the maximum quantities to be stored. • If spray operations using flammable or combustible liquids is conducted in any portion of either building, the area will need to be protected with an approved automatic fire suppression system. If these type of operations are contemplated, the Fire District needs to be made aware of this so that the appropriate evaluation of the requirements may be completed. • Flammable and combustible liquids shall be stored in accordance with Article 79. If any of the occupants plan to use, store, dispense or handle flammable or combustible liquids in tanks including waste oil, plans for such storage need to be submitted to the Fire District for review and approval prior to installation. • Storage of combustible materials in closely packed piles, on pallets, in racks or on shelves where the top of the storage is greater than 12 feet (6 feet for high -hazard commodities such as tires) is subject to special fife -protection and life -safety requirements if the aggregate areas of such storage exceeds 500 square feet. If any such storage arrangements are contemplated, the Fire District needs to be made aware of this so that the appropriate review and evaluation of the building can be completed before building permits are issued. • Portable fire extinguishers, with appropriate location markers, are required to be installed in the building. Generally, the Fire District requires that five pound extinguishers rated for Class A:B:C fires be mounted in accessible locations, mounted three to five feet above the floor, and be located so that the actual travel distance from any point in a building to an extinguisher does not exceed 50 or 75 feet depending on the use and nature of the occupancy. • All plans for fire sprinkler systems, fire alarm systems and other fire suppression systems must be approved by the Fire District for prior to installation. All plan submittals must include specification sheets for all devices to be installed.
