HomeMy WebLinkAbout970679.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO APRIL 14, 1997 TAPE #97-09 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, April 14, 1997, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner George E. Baxter, Chair Commissioner Constance L. Harbert, Pro-Tem Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Commissioner W. H. Webster Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Carol A. Harding Finance and Administration Director, Don Warden MINUTES: CERTIFICATION OF HEARINGS: Commissioner Harbert moved to approve the minutes of the Board of County Commissioners meeting of April 9, 1997, as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. Commissioner Hall moved to approve the hearings conducted on April 8, 1997, as follows: 1) Violation Hearings; and the hearings conducted on April 9, 1997. as follows: 1) Application for Tavern Liquor License, with extended hours, Hereford Bar and Grill, Inc., dba Hereford Bar and Grill; and 2) Planned Unit Development (PUD) Final Plan - Little Thompson Valley Estates/McCarty. Commissioner Kirkmeyer seconded the motion, which carried unanimously. ADDITIONS: There were no additions to the agenda. CONSENT AGENDA: Commissioner Harbert moved to approve the consent agenda as printed. Commissioner Webster seconded the motion, and it carried unanimously. PROCLAMATIONS: NATIONAL CRIME VICTIMS' RIGHTS WEEK - APRIL 13 THROUGH 19, 1997: Al Dominguez, District Attorney, accepted the certificate designating April 13 through 19, 1997, as National Crime Victims' Rights Week. 970679 BC0016 COMMISSIONER COORDINATOR REPORTS: There were no reports given. PUBLIC INPUT: No public input was offered. WARRANTS: Don Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $ 574,867.96 Electronic Transfer Commissioner Webster moved to approve the warrants as presented by Mr. Warden. Commissioner Kirkmeyer seconded the motion, which carried unanimously. BUSINESS: NEW: CONSIDER 1997 DANCE HALL LICENSE FOR HEREFORD BAR AND GRILL, INC., DBA HEREFORD BAR AND GRILL: Bruce Barker, County Attorney, explained this dance license goes along with the liquor license which was approved last week. Commissioner Webster moved to approve said license. The motion, which was seconded by Commissioner Kirkmeyer, carried unanimously. CONSIDER RENEWAL OF HOTEL AND RESTAURANT LIQUOR LICENSE FOR WAG'S, INC., DBA WAG'S PLACE, AND AUTHORIZE CHAIR TO SIGN: Mr. Barker stated Mark Profitt, Sheriffs Deputy, indicated there are no concerns regarding said renewal. Commissioner Hall moved to approve said renewal and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. CONSIDER RENEWAL OF 3.2% BEER LICENSE FOR LEO K. WARDMAN, DBA LEO'S HUT, AND AUTHORIZE CHAIR TO SIGN: Mr. Barker stated Richard Richardson, Sheriffs Deputy, indicated there are no concerns regarding said renewal. Commissioner Webster moved to approve said renewal and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. CONSIDER AREA AGENCY ON AGING FY 1997 OLDER AMERICANS ACT FINAL BUDGET: Walt Speckman, Director of Human Services, stated this is the final 1997 budget for the Area Agency on Aging Program. It is in the amount of $353,012 and includes funding for administration, support services, congregate and home -delivered meals, in -home care services, and preventive health and elder abuse services. Commissioner Harbert moved to approve said budget. The motion, which was seconded by Commissioner Webster, carried unanimously. Minutes, April 14, 1997 970679 Page 2 BC0016 PLANNING: FINAL READING OF ORDINANCE NO. 147-K, IN MATTER OF AMENDMENT TO COMPREHENSIVE PLAN: Commissioner Hall moved to read by title only. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. Mr. Barker read the title of Ordinance No. 147-K into the record. Gloria Dunn, Department of Planning Services, indicated no correspondence has been received since second reading; however, she presented a new set of maps with the correction of the label on Weld County Road 77 and Highway 66, as requested by the Board at first reading. No public testimony was given. Commissioner Hall moved to approve Ordinance No. 147-K on final reading. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. Ordinance No. 147-K was approved on final reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
