Environmental Health CASE NO.: USR-1241 NAME: Eaton Country Club Environmental Health Services has reviewed this proposal for a golf course/country club. The following conditions are recommended to be part of any approval: 1) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2) No permanent disposal of wastes shall be permitted at this site. 3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust. blowing debris, and other potential nuisance conditions. 4) The maximum permissible noise level shall not exceed the commercial limit of 60 db(A), as measured according to 25-12-102, Colorado Revised Statutes. 5) Adequate toilet facilities shall be provided for the public and employees. 6) The :Facility shall utilize the existing municipal sewage treatment system, (Eaton Sewer) 7) The facility shall utilize the existing public water supply. (North Weld Water District) 8) The applicant shall comply with Colorado Retail Food Establishment Rules and Regulations governing the regulation of food service establishments. This project falls primarily under the purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows: COMMENTS: WCR 39 is designated on the Weld County Transportation Plan Map as a local paved road. The last traffic count was done in 1991 and was 413 vehicles. There is presently 60 feet of right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETI3ACK in the Weld County Zoning Ordinance (Ordinance 89, as amended), the required setback is measured from the future right-of-way line. There are two paved access points to the facility to accommodate traffic flow. Both the existing parking lot and the south overflow parking.lot are asphalt. Both lots have been striped to designated parking spaces and the circulation appears to be adequate for the facility. REQUIREMENTS:. Storm Water Drainage: The applicant is indicating all the storm water is diverted to the west through storm drains or by grade to existing site ponds and lakes on the golf course. This water is used partially for irrigation of the course. Weld County Public Works has no conflict with this process. Staging or Parking: There shall not be any staging or parking adjacent to the golf course on WCR 39.
