The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at the New Raymer Community Center, Shirley Avenue, New
Raymer, CO, Tuesday, August 17, 1999, 7:30 p.m.
ROLL CALL: The meeting was called to order by President Dan Oster. Vice President
Al Roberts, Councilman Dwaine Kurtz, and Councilwoman Joyce Smock were present,
constituting a quorum of the members. Councilman Rob Masden was excused. Also
present: Dave Long, Cary Lambert, Irene Everhart, Doris Vangraefschepe, Pauline
Steffen, Lois Fiscus, Harold and Elaine Weisbrook, Jewell Artzer, Dan Hoesly, Keith
and Shirley Ashbaugh, Rodney Wulf, and Council secretary Bev Thomas.
PANEL DISCUSSION: Councilwoman Joyce Smock introduced New Raymer area
residents who spoke about the issues that concern them in northeast Weld County.
Discussion was held on: roads, response times from the Sheriff Department and
Coroner, property taxes, money from the Colorado Lottery, New Raymer-Stoneham
Fire Protection District's responsibilities and funding, blind intersections, and funding for
the northeast County Fair.
APPROVAL OF MINUTES: Vice President Al Roberts made a motion to approve the
July 20, 1999 Council minutes. The motion passed.
APPOINTMENTS: President Dan Oster will be attending the Early Warning Budget
hearings on August 31 and the September 13 Elected Officials Meeting.
COORDINATOR REPORTS:
Letter from Sharon Hopper
Mr. Roberts reported that he had received a letter from Sharon Hopper regarding a
development in southwest Weld County. He asked that a copy of the letter be sent to
each Council member.
UNFINISHED BUSINESS:
Citizen's Request RE: Weld County Council Minutes
Councilman Roberts reported receiving a request for a response from the Council
regarding sending Council minutes to citizens.

Concern RE: Weld County Recording Department
President Dan Oster reported on his and Vice President Al Roberts' visit to the Clerk
and Recorder's office on July 22, 1999 and the August 11 letter sent from the Council to
Ms. Suki Tsukamoto.
Concern RE: Weld County Motor Vehicles Department
Council members read and approved sending a letter dated August 18 to Ms. Suki
Tsukamoto regarding a complaint received about service at the Ft. Lupton office of
Motor Vehicles.
NEW BUSINESS:
Calendar Orders for Year 2000
President Dan Oster and Vice President Al Roberts requested that a weekly day timer
calendar be ordered for them for the year 2000.
Purchase of Tape Recorder for Council
Councilman Al Roberts made a motion to purchase a BI 85 tape recorder with two
sound grabber microphones for a total of$489. He requested a roll call vote on the
motion. The motion passed with Councilwoman Smock, Councilman Kurtz, and
Councilman Roberts voting yes.
• Payment of the Bills
Councilman Roberts made a motion to pay the bills as submitted.
