On August 1, 1995, I visited the proposed site, and I have the following comments:
At this particular time, the site is a wheat field with no structures. WCR 75.5, adjacent to this site,
measures 32 ft. wide with I to 2 inches of existing gravel. It has adequate drainage. The proposed
access for the parsonage needs to be located at the top of the hill if possible due to the site distance
from both directions. The site slopes from the parsonage to the north at a gradual slope and then
levels out.
Is the applicant proposing to asphalt any of the parking areas or approach roads to the facilities? I
would like to see on the drawing the radiuses from the County road to the facilities. Will there be
adequate parking spaces to accommodate each facility? Parking needs to be shown on the drawings
as well. Could the applicant verify if drainage culverts are required at each access to the facility to
accommodate runoff from the site and the County road.
The proposed facility would greatly impact the volume of traffic. Since this is a gravel road, I
would like to have the applicant provide dust control in front of all the major facilities proposed at
the site as needed throughout the year.
I would like to have the applicant provide a drainage plan for the facility showing how the storm
water detention facilities plan will work. These facilities should be designed to detain the
stormwater runoff from the fully developed site from a 100-year storm and release the detained
water at a quantity and rate not to exceed the quantity and rate of a 5-year storm falling on the
undeveloped site. Your engineer may use any publication material generated by any acceptable
source, such as Soil Conservation Service or the urban drainage districts. Weld County does not
publish technical data or storm drainage design manuals.

I have reviewed the application for the Preston Christian Ranch USR and based upon the
submitted information which does not include any proposed floor plans, I offer the following
comments for consideration by the applicant. These comments are based upon the Uniform
Building Code, 1993 Edition.
1. Plans that are submitted for the appropriate permits shall bear the stamp of a Colorado
professional architect or engineer.
2. Each seven bedroom home will be classified as a Group R Division 1 Congregate Residence and
must comply with the appropriate requirements.
a. A one-hour fire-resistive occupancy separation should be provided between storage or laundry
rooms that are used in common by tenants and the rest of the building. Section 1202 (b).
b. Basements in dwelling units and every sleeping room below the fourth story should have at least
one openable window or exterior door conforming to Section 1204 for emergency escape or
rescue which should open directly into a public street, public alley,yard or exit court. Section
1204.
c. Dwelling units, congregate residences and hotel or lodging house guest rooms that are used for
sleeping purposes should be provided with smoke detectors as specified in Section 1210.
d.An approved fire alarm-system should be installed in congregate residences having an
occupant load of 20 or more. Section 1211.
3. The Main Building will probably be classified as a Group B Division 2 and a Group A Occupancy and
the School as a Group E Occupancy and must comply with the appropriate requirements. The
requirements for these type of facilities are contingent upon the floor plan and design. A fire
suppression system may be required in these structures. Further comments will be reserved until
plans have been submitted for approval.

Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. All liquid and solid wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, blowing debris, and other potential nuisance
conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed the residential limit
of 55 db(A) as measured according to 25-12-102, Colorado Revised Statutes.
6. Any existing septic system(s) which is not currently permitted through the
Weld County Health Department will require an I.S.D.S. Evaluation prior to
the issuance of the required septic permit(s) . In the event the system(s)
is found to be inadequate, the system(s) must be brought into compliance
with current I.S.D.S. regulations.
7. An individual sewage disposal system, is required for the proposed
facility and shall be installed according to the Weld County Individual
Sewage Disposal Regulations.
8. The septic system is required to be designed by a Colorado Registered
Professional Engineer according to the Weld County Individual Sewage
Disposal Regulations.
9. All pesticides, fertilizer, and other potentially hazardous chemicals must
be stored and handled in a safe manner. Reference 25-8-205.5 Colorado
Water Quality Control Act and Rules and Regulations thereof.
10. Individual Sewage Disposal System permit must be finalized and approved by
an Environmental Protection Specialist within one (1) year of the
application date.

As Director of Special Programs for the Re-3(J) School District, I must recommend that
Superintendent Disario and the Re-3(J) Board of Education oppose the granting of a Site Specific
Development Plan or Special Use Permit to Preston Christian Ranch (PCR) until several issues are
fully addressed:
• As a service provider to students between the ages of two and eight years, what
placement arrangements will be made by PCR as students approach the age of nine
years?
• Where will students attending PCR come from(ex. out-of-county or out-of-state)?
• Will PCR serve as a total Residential Child Care Facility?If not, what special services
will be provided?Where? By whom?
While recognizing there is a tremendous need for child placement alternatives,I believe that high
standards must be set and upheld if abused, neglected and abandoned children of Weld County are
truly to be helped. Preston Christian Ranch has expressed a willingness to help meet the need for
residential alternatives—I ask you to investigate PCR's ability to do so in a professional and
competent manner.

The following are additional conditions of approval requested by the Weld County Public Works
Department:
3. e. The plat shall be amended to show only two access points to the property. One
access shall accommodate the main buildings and the homes. The other access will
be utilized for the school site.
f. The plat shall be amended to show adequate drawings of the radiuses from the
County roads to the facilities. The radiuses shall be approved by the Weld County
Public Works Department.
g. The applicant shall submit a storm water detention plan to the Weld County Public
Works Department for review and approval. A copy of the approved plan shall be
submitted to the Department of Planning Services.
9. A 15 inch CMP minimum culvert will be required for any borrow pit drainage located on the

At the time I visited the site, it was being farmed with no structures visible. niE D

Weld County Road 75 1/2 is adjacent to the site. It measures 32 feet wide with one to two inches of existing gravel.
It has adequate drainage in place.
I would like to have the applicant utilize only two access points to the property as per our access policy, one per
every 1/4 mile. The main will accommodate the main buildings and the houses. The additional access would be
used when the school facility is built. All other barns and out buildings should be accessible through aninternal
road system.
Site Plan:
Does the applicant propose to pave the parking lot area or the approach roads to the facility? I would like to see on
the drawing adequate radiuses from the County roads to the facilities. Will there be adequate parking spaces to
accommodate each facility? Parking needs to be shown on the drawing identifying parking lanes,handicap spaces,
and traffic patterns. Once the grading has been done at the access points to WCR 75 1/2, culverts may be required
to drain any runoff from in the County right-of-way. A 15 inch CMP minimum culvert would be required for any
borrow pit drainage at this location.
Dust Control:
The proposed facility would greatly impact the volume of traffic at full build-out. Since this is a gravel road, I
would like to have the applicant provide dust control in front of all the major facilities proposed at the site as needed
throughout the year. Once the average daily traffic county (ADT) exceeds 200 vehicles per day on WCR 75 1/2
and WCR 18 within the vicinity of the facility, the applicant would provide adequate dust control to any adjacent
structure that may be affected by the traffic of the facility. A recent ADT taken on WCR 75 1/2 on July 19, 1996,
revealed 25 vehicles per day.
Storm Water Drainage:
I would like to have the applicant provide a drainage report on the facility showing how the storm water detention
facility plan will work. This facility should be designed to detain run-off water from a fully-developed site from
a 100-year storm and release. The detained water should not exceed a quantity and rate of a five-year storm
following on a undeveloped site. Your engineer may use any published material generated by an acceptable source,
such as a soil conservation service or the rural drainage district. Weld County does not publish technical data for
storm drainage design manuals.

Dear Ms. Eastin:
As per your request, I am writing this letter of opposition to the granting of a site specific
development plan and special review permit to Preston Christian Ranch. My six major concerns
are presented in the following summary statements:
1. Inadequate Communication - Although Bob and Ellen Korthius have met with me on several
occasions, they are limited in their ability to answer questions regarding specific educational
issues. The Korthius' referred me to Bob Gannon and Wayne Midcap for answers,but neither of
these individuals have responded to letters I sent to them last fall (see enclosures). Given Preston
Christian Ranch's need for educational services, this lack of communication reflects poorly on their
desire to resolve our differences.
2. Professional Competence - Preston Christian Ranch's ability to provide quality residential
services should be reviewed prior to making a decision on their grant request. I have not seen any
plans regarding the policies, procedures or monitoring of Preston Christian Ranch's proposed
operations. Until I am provided a reason to believe otherwise, I will continue to presuppose that
the 80 children and 29 full-time staff are to be"warehoused" in the eight housing units that have
been proposed.
3. Licensing - Gaining licensure as a Residential Child Care Facility (RCCF) in Colorado
requires an applicant to obtain approval from both the Department of Social Services and the
Department of Education. Since Preston Christian Ranch has yet to request an application from the
Office of Child Care Licensing (the first step), the RCCF excess cost reimbursements (one of the
last steps) discussed by Mrs. Korthius remain unavailable to Preston Christian Ranch.
4. Clientele - Capitation requirements that limit treatment options will prompt some individuals to
mislead Preston Christian Ranch so as to secure placement for a child with needs that exceed
Preston Christian Ranch capabilities. I am also concerned about potential guardianship conflicts,
as well as the legitimacy of claims that we need residential homes for the targeted age group (are
not two to eight year-olds among the most adoptable?).

5. Financial Consideration - Placements at Preston Christian Ranch would increase the financial
burden of Weld County Re-3(J) School District taxpayers: Children from out-of-state are ineligible
for Colorado educational funds, state and federal entitlements fall short of actual program costs,
school districts have verbal agreements not to bill one another for some out-of-district student costs
and the Colorado Department of Education has excess cost reimbursement rates that don't always
reflect actual expenditures.
6. Educational Hardship - I cannot support a proposal that would add students to already
overcrowded Weld Re-3(J) facilities and could prompt a need for increased special services staff
that might be difficult to meet given the shortages in some fields.
In conclusion, I believe that the quality of education provided to the students of Weld Re-3(J)
School District is jeopardized by Preston Christian Ranch. Until presented with evidence to the
contrary, I will continue to oppose its development.

At the request of Dr. Dennis Disario, I am writing to express my concern that approval of the
Preston Christian Ranch(PCR) application for a Site Specific Development Plan may be
detrimental to the students of Weld County School District Re-3(J) for the following reasons:
• Weld Re-3(J) already has difficulty filling key special services vacancies and special
education services are only partially funded by state and federal monies. The possible influx of 96
high need students would create a sudden burden on our special service programs that would be
difficult to offset.
• PCR's application stated an intent to care " . . . for some of the abused, neglected and
abandoned children of the county." If this care were to include placement in out-of-district
facilities for students who have had parental rights terminated, the school district would be
responsible for paying all educationally-related expenses. Considering such placements often
exceed $15,000 per student per year, the financial burden on Weld Re-3(J)could be catastrophic.
• PCR has not guaranteed that residents of Weld County would be the only children
considered for placement at the ranch. The admission of children from states other than Colorado
would further drain Weld Re-3(J)'s resources, since there is currently no procedure for billing the
home school district of out-of-state students.
I have discussed these and other concerns with Bob and Ellen Korthuis, applicants on behalf of
PCR. While I am convinced their intentions are good,the Korthuis' have little to do with PCR
educational operations. In fact, nowhere in their application is a school even mentioned. Rev. and
Mrs. Korthuis did, however, refer me to Bob Gannon and Wayne Midcap for educational concerns
--though my offers to meet with them have not as yet been acknowledged.
