REPORT TO THE PEOPLE
December 19, 1994
The Weld County Council is mandated by the Home Rule Charter of Weld County,
Colorado, to report to the people the events that have shaped the previous quarter. This
report summarizes the activities of the Weld County Council during the fourth quarter of the
calendar year 1994.
The County Council met in Greeley at the Centennial Center Building for its October
5, 1994, meeting. Councilman Young communicated that there appeared to be some
confusion regarding the proposed wording change to the Home Rule Charter and how
compensation for the position of Coroner related to the proposed wording change. The
Council voted to draft a letter and send it to the medias attempting to clarify the proposed
change's intent and meaning. The Council voted to host a luncheon for Weld County Elected
Officials to include those existing, outgoing, and incoming officials. Councilman On
mentioned a constituent questioned the November ballot question regarding the retaining of
$ 750,00.00 from the oil companies and proposed 5% mill levy tax relating to this. The
Council requested in memo form that the Commissioners formulate a written statement to
the voters for distribution in medias throughout Weld County to help clarify any confusion.
The November 2, 1994, meeting was held at the LaSalle Town Hall. J. Evan
Goulding, Executive Director from the Special Districts Association of Colorado talked about
how Amendment One affects Special Districts. President Campbell addressed the memo of
response from the Commissioners regarding the Council's request for written clarification to
Weld County voters regarding the proposed mill levy tax question on the November 8, 1994,
ballot. The Commissioners responded that given the TABOR Amendment (Sections 1-40-
125, 17-7-905) the County Commissioners and County Council are prohibited, by law, from
publishing the written clarification in the manner which the Council requested. County
Attorney Bruce Barker, who was in attendance at the meeting, provided some additional
insight: The proposed increase by the Commissioners will affect the tax base. Attorney
Barker presented the suggested reorganization of the Weld County Council's Rules,
Regulations, and Procedures. Changes were suggested/requested by the Council and will be
made accordingly by Mr. Barker for final approval by the Council at its December 7, 1994,
meeting. It was decided to hold the Elected Officials' luncheon on December 12, 1994.
The Council met in Greeley in the Centennial Center Building for its December 7,
1994, meeting. Councilman On talked about the Comprehensive Plan and shared that the
task force is looking at presentation of a recommendation to the Commissioners shortly after
the first of the new year. He indicated that property rights in regards to growth boundaries
has been a major issue. As well, he strongly`urged the Council to inform and encourage Weld
County citizens to voice their input as the Plan will most likely --after approval --be in place for
ten to fifteen years. The Council voted to adopt the County Council Rules, Regulations, and
Procedures as Revised pursuant to Section 13-4(2) of the Weld County Home Rule Charter.
Affirmation of the Weld County Coroner's compensation was resolved by the Council. The
coroner shall receive $35,000.00 per year for the years 1995 and 1996, and $38,000.00 per
year for the years 1997 and 1998 with the coroner receiving the benefits package that's

offered. Given the fore mentioned, there will no longer be any per case compensation or
body removal fee compensation. And, the coroner's position will be that person's primary
employment. Media coverage of the Clerk & Recorder's transition was discussed.
Councilman Young and President Campbell expressed disappointment with the current
situation and felt it was not a benefit to the citizens of Weld County to have the Clerk &
Recorder -Elect stationed in the Fort Lupton office. Vice President Gardner suggested the
County develop and provide a "transition plan" to ensure a smoother transfer of
responsibilities/knowledge of the respective office. Transition of the new Council members
was addressed.
During the course of the fourth quarter of 1994, the Council has met periodically with
the Commissioners and various Elected Officials and Department Heads in an attempt to
keep the lines of communication open.
This report is not meant to be an exclusive enumeration of the activities entered into
by the Council. It is, however, an attempt to communicate with the voters regarding its
activities. The County Council believes that the Weld County Home Rule Charter continues
to be a viable tool for the citizens of Weld County.

In accordance with the Weld County Home Rule Charter, the Weld County
Council will hold its next regular meeting on Wednesday, February 1, 1995, at 7:30 pm
in the Centennial Center Building's First Floor Assembly Room, 915 10th Street,
Greeley, Colorado.
Agenda items include: recognition of David Young and Clair Orr, out -going
County Council members, approval of 1995 meeting times, increasing the Council's
visibility to County residents to better serve them, update on complaint from citizen on
Ordinance 89 -CC re "personal junkyards", revision of Council Coordinator Assignments
to align with Commissioner's Assignments, and road maintenance in the Nunn area.
The public is invited to attend the Council meeting and provide input on any
issues that they may have pertaining to Weld County government. Please call the

At the Weld County Council meeting January 4, 1995, new Council members
were seated as follows:
Judy Curtis from Briggsdale, representing District 1
Stephanie Hayward from LaSalle, AT -LARGE representative
Pamela Malcom from Greeley, AT -LARGE representative
Returning to the Council after his re-election was Ralph Campbell, from Ft
Lupton, representing District III.
The Weld County Council elected new officers for 1995. Councilman James
Gardner, representing District II, was elected President, and Councilwoman Stephanie
Hayward, AT -LARGE representative, was elected Vice President. In addition, new
Assignment Areas for the Council members were determined. They are as follows:
Councilman James Gardner -Department of Finance, General Services and
Personnel
Councilwoman Stephanie Hayward- Department of Planning
Councilman Ralph Campbell- Department of Communications Services
Councilwoman Judy Curtis -Department of Engineering Services
Councilwoman Pam Malcom- Department of Health Services.
In accordance with the Weld County Home Rule Charter, the Council also set its
meeting dates for 1995. The Council will meet on the first Wednesday of each month at
7:30 pm. The Council will meet at the Greeley Centennial Building, 915 10th Street,

Greeley, as well as at various towns throughout Weld County. Please call the Council's
office at 356-4000 x 4780 to verify the meeting place, schedule a meeting with the
Council, or provide input on any issues that pertain to Weld County government.
The County Council's office hours are Monday 9:30 am to 2 pm and Wednesdays
9:30 am to 2:30 pm.
