RESOLUTION RE: APPROVE INVITATION TO BID FOR EMPLOYMENT AND TRAINING PROGRAM FOR OLDER INDIVIDUALS TO GOVERNOR'S JOB TRAINING OFFICE AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with an Invitation to Bid for Employment and Training Program for Older Individuals from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Area Agency on Aging and Employment Services Program, to the Governor's Job Training Office, with terms and conditions being as stated in said bid, and WHEREAS, after review, the Board deems it advisable to approve said bid, a copy of which is attached hereto and incorporated herein by reference. PROGRAM ABSTRACT: The Weld County Area Agency on Aging Older Worker Program was established in 1983 to meet the needs of the 55+ population in Weld County. We are applying for $50,000 to support recruitment, training, and job development activities for 25 Title II -A participants and 5 Title III EDWAA participants. The program coordinates with the Title V Green Thumb Program, Rocky Mountain SER Jobs for Progress the local SDA and the Weld County Human Services Learning Center Lab which trains eligible older workers in the use of the computer and provide individualized GED instruction. The Learning Lab is a excellent resource center because it allows the eligible participant to start training in a low-key environment. The target group for the program are those individuals who meet the age and income requirements for the IIA JTPA Older Worker Program as well as the Title III EDWAA Program. Of the twenty-five Title II -A participants, eighteen will be placed in quality full-time or part-time employment of not less than twenty hours per week, for a placement rate of seventy percent. Of the five Title III participants, four will be placed in quality full-time or part-time employment of not less than twenty hours per week, for a placement rate of seventy percent. The placement wage will not be lower than $4.85 per hour, with an anticipated average placement rate of $6.00 per hour. We will enroll eightteen Title IIA and three Title III JTPA eligible older worker participants in hard skills training at Aims Community College, Front Range Community College or the Weld County Human Services Learning Lab. We will enroll three Title IIA and one Title III JTPA eligible older workers in a on-the-job training activity. Coordination with the Green Thumb Program will allow us to place five eligible Title IIA participants in short-term subsidized training. Work experience opportunities for two Title IIA and one Title III JTPA eligible older workers will also be provided. The goals will be met with the following objectives: Aims Community College, Front Range Community College, AARP Works Program, the Weld County Human Services Learning Lab, the On -The -Job Training Program , and the Work Experience Program will be utilized for training. Coordination will continue with Bonell Good Samaritan Center and other local agencies in Weld County to train and place eligible JTPA participants. We will use an employability development plan that will develop the best possible plan for the client. Recruitment of new clients will occur through advertising in newspapers, weekly church newsletters, agency brochures, posters, and word-of-mouth advertising by satisfied clients. Jjob development will be emphasized to assure that employers are aware of the Older Worker Program in Weld County. We will do desk -side counseling for those JTPA participants in need of counseling. Counseling will be limited to job search and job placement problems only. We believe that the goals and objectives set for the coming year will result in a positive outcomes. 970280 D. PROGRAM NARRATIVE: 1. Statement of Need: The growth and overall well being of older adults fifty years of age and older, particularly low income and minority seniors, will influence the specific initiatives of the Area Agency on Aging Seniors In Industry Program in 1997 and beyond. According to the Colorado Employment Herald, January 1995 population for Weld County/Greeley is at 148,355. Persons 55 years of age and older is 22,973. This represents 15.4% of the total population of Weld County. According to analysis taken from the Weld County Area Agency on Aging Four Year Plan; between 1980 and 1990 the 60 and 75 plus cohorts increased by 66.2% . Of particular interest is a comparison of the change in the 60 plus population for Weld County as compared to 15 other Area Agency on Aging planning and service areas throughout the state. According to an analysis prepared by the Aging and Adult Services Division, Weld ounty will experience a 28.6% increase in the 60 plus between 1980 and 2000. This places Weld 25th out of 63 Colorado counties in 60 plus growth rate for this time period. An examination of selected subgroups as a percent of the State total shows Weld County ranked 7th out of 63 counties in percent of low income 60 plus, 6th in percent of minority 60 plus, and finally 1st in percent of rural population 60 plus. (Revised Population Estimates, Division of Local Affairs) The 55 plus and 60 plus current and projected census data indicate that specialized employment services for older adults continue to be a needed service for Weld County older adults. The tremendous growth in the housing market continues to price many seniors out of the rental market. We believe many seniors will need part time work to keep up with the inflationary growth in the housing sector. Another factor that could impact the Weld County older adult is the competition for jobs brought on by the new welfare reform law. A positive factor is the change in the OAP regulations which allows an older adult on OAP the opportunity to work to earn extra money without the fear of loosing their benefits. 2. Goals and Objectives: Older workers are no longer looked at as a liability. With new businesses moving into the area the demand for workers is increasing. Weld County unemployment rate is now at 3.7%. We believe that, with the right marketing strategy and aggressive job development, quality employment can be obtained for the older worker. Goals for the Seniors In Industry Program will be addressed through two major performance areas. These performance areas are first, 9707110 recruitment of eligible older workers and second, measurable training and job development outcomes. Of the twenty five Title IIA JTPA eligible clients enrolled, eighteen will be placed in quality full-time or part-time employment of not less than twenty hours per week, for a placement rate of seventy percent. Of the five Title III JTPA eligible clients enrolled, four will be placed in quality full-time or part-time employment of not less than twenty hours per week, for a placement rate of seventy percent. The placement wage will not be lower than $4.85 per hour, with an average placement wage of $6.00 per hour. We will be serving only those JTPA eligible applicants who are residents of Weld County. 3. Administrative Capability: The Seniors In Industry Program is part of the Weld County Area Agency on Aging which is one of three major programs administered under the umbrella of Weld County Division of Human Services (WCDHS). Besides aging programs, services for children and families and a full range of employment services is offered through the 9'70??0 WCDHS umbrella. Combined, this non profit governmental agency has an average budget of 5 million in local, state, and federal dollars per year. The Board of County Commissioners is the legal policy making board for WCDHS. The Area Agency on Aging has had a central role in planning and resources development for Weld County older adults for over 19 years. The office has grown to encompass a full range of services for older adults. These services are offered directly or through contracts with community agencies to address needs of seniors along the continuum of abilities including long term care case management services. We believe this environment is an ideal organizational placement for the older worker program. This environment provides the older worker specialist with a broad range of services and contacts in the aging network and with a wide variety of employment services (Job Service and JTPA) through WCDHS Service Delivery Area - all under one roof The Older Worker Specialist has six years of experience working in the older worker program. At age 48 this employee experienced personally the trauma of a lay off due to the reorganization of a company he had worked for for 25 years. He retrained with assistance from the EDWAA Program and graduated with honors from Aims Community College. His personal experience has given him the skills and sensitivity required to work with both older adults and employers. The Older Worker Specialist conducts the assessment and the Individual Service Strategy for each of the individual older worker participants. He has access to the VAX management information system network, and he uses a terminal on his desk for client tracking. He makes all the necessary entries and updates for the older worker participants. The Older Worker Specialist also does all the reporting of the activities associated with the older worker program, including the quarterly report sent to the Governor's Job Training Office, the report to the local Private Industry Council, and a monthly activity report to the Director of the Area Agency on Aging. The Administrative Assistant for the Area Agency on Aging, who is bilingual, assists with outreach in the Hispanic older worker community in Weld County. Personnel within the Service Delivery Area assist with intake and registration of the older worker when necessary. Several workers directly associated with the older worker program are in their late forties and early fifties, none are 55 years of age or older. The WCHS Fiscal Officer is responsible for all the fiscal accounting and reporting for the Seniors In Industry Program. Copies of the bonding certificates for Weld County employees are attached. 370?±}© 4. Current and Past Performance: The idea for an older worker program in Weld County was first discussed in 1980 as an Area Agency on Aging initiative. This initiative came about because of the number of requests coming to the Area Agency on Aging for employment assistance. The Area Agency worked with the local Private Industry Council to develop the first program. In the beginning, training funds were not available. In 1986, the Area Agency applied for its first grant under the Job Training Partnership Act in order to provide training opportunities as well as job matching. Some of the first trainees under this grant are still employed. The original name of the program was changed from Seniors Serving Industry to Seniors In Industry to avoid confusion with the Supplemental Security Income Program. In the thirteen years of its existence, the Seniors In Industry Program has served hundreds of clients. The typical client has been the displaced homemaker with few marketable skills; men who, because of health reasons, require less strenuous work; workers 55 years of age and older who have been laid off due to economic conditions; workers with outdated skills; and workers who need extensive counseling to build up their self- esteem and confidence. The average age of the older worker client has risen from sixty to sixty-two and the average annual reportable income of $1,580 has gone to $3246. The reportable average income for program years 1993 and 1994 rose to approximately $6,500 per year due in part to the change in the JTPA income eligibility requirement. For the program year 1995-1996 the income guidelines were changed to reflect a 25% Social Security disregard. Demographically, 85% have been non minority, 15% percent minority, 70% female, and 30% male. The placement rate the last five years has been between 65 and 70 percent. The placements have been for an average of 30 hours per week and at an average hourly wage of $ 5.87. The average length of enrollment for the JTPA eligible client has been six months. The Seniors In Industry Program provides initial desk -side counseling to the eligible client. If needed, the client is enrolled in a job club activity that will teach job search skills, resume writing, and interviewing skills. The AARP Works Program has been a very valuable resource for this type of training. Job search assistance is provided to those people who are in need of the service. Job development is also provided as part of the job search effort. Being co -located with the Weld County Job Service Center offers the opportunity to share job orders that are placed by phone. Since 1983 the older worker program has stressed retraining as an important part of placing the older worker into employment. Aims Community College has been available for classroom training since the program began. They have offered classes that are formatted strictly for 9?0" Pa the older worker. Aims has been able to offer vocational training, computer training, and technical skills training to those clients who have chosen to use their services. Four years ago another training resource, the Weld County Human Services Learning Center, was made available for use by the older worker client. This has proven to be a very beneficial resource center, because it allows the older worker to learn in a low-key environment. In the past four years many JTPA eligible clients have taken advantage of computer classes offered through the learning center. The learning center also offers clients the opportunity for individualized GED training. We continue to offer on-the-job training and the work experience program. The Title V Green Thumb Program is used for those clients who need training but, because of economic hardships, also have to work to survive. The Green Thumb Program accounted for fifteen subsidized training slots with local host agencies. During the last five years, we have placed in excess of one hundred older worker clients into classroom or vocational training. There were fourteen clients placed in on-the-job training activities and four clients placed into a work experience position during the last five years. For three of the last six years, Colorado Community College and Occupational Education System (with money provided by the Governor's Job Training Office) was the funding source for the Seniors in Industry Program. The last three years funding was received from the Governor's Job Training Office. For the program year 1990-1991, the program was granted $19,475, for the program year 1991-1992 we were granted $35,000, and for program year 1992-1993 we were granted $31,500. Program year 1993-1994 saw our funding increase to $37,500 and for program year 1994-1995 our funding was decreased to $28,500. Our funding for program year 1995-1996 was $34,800 for Title IIA and a first ever funding amount of $10,000 for the Title III EDWAA Program. Program year 1996-1997 saw our funding cut to $25,000 for the Title IIA Program. No funds were received for the Title III EDWAA Program for the 1996-1997 program year. Our coordination efforts with Rocky Mountain SER, Larimer County Employment & Training, AARP, Aims Community College, and the Green Thumb Program has worked well in strengthening the older worker programs in northern Colorado. Our actual performance versus the planned performance this program year is within the acceptable levels set by the funding source. In the program years 1990-1993, we were able to meet or exceed the goals set forth for those years. Because of changes to the income eligibility requirements of the JTPA regulations and funding for program year 1993-1994 being delayed, the program years for 1993 and 1994 were challenging. Taking into consideration the depressed economic 9'70"'10 conditions in Weld County for so many years and the difficulty in working with the older worker, we believe that we have done well in serving the needs of the older worker population in Weld County. 5. Collaboration and Coordination Strategies We are planning to utilize all the supportive services that are available to the older worker program in Weld County. Aims Community College will continue to be our main source for classroom and vocational training. Aims will tailor classes just for the older worker participant. The expansion of training to the Aims South Campus, located near Fort Lupton, worked out well. The south campus serves a growing sector of the county due to its close proximity to Denver and the new airport. The marketing coordinator for Aims South has agreed to coordinate closely with the Area Agency on Aging to reach out to qualified older workers in the area and to tailor classes to meet their needs. This will be accomplished through collaboration with the registration process, Aims outreach flyers and radio announcements, and public speaking engagements. Also Aims South will provide classroom space for the AARP Works Program at no charge to the older worker program. The Aims Geriatric Aide Program is a nursing home and home health aide training program done in cooperation with local nursing homes. Six (6) older worker trainees have been referred to this program to become certified aides. With the growing demand for qualified aides, we expect referrals to this program to continue. The Weld County Job Service, a SDA program and the local One -Stop Center, provides the needed resources to effectively operate a successful older worker program. The Service Delivery Area shares job orders, the use of Employability Development Plans, the MIS Vox System, OJT contracts, and a comprehensive computerized learning center with the Older Worker Program. The Learning Center which provides fifteen computers for individualized training is an excellent on site training resource. The Learning Center staff will coordinate with the Seniors in Industry Program to furnish and update materials for use in our job club activity. The Learning Center staff is also coordinating with the Seniors in Industry Program to develop a marketing strategy specifically to be used in job development efforts. Another coordination strategy which will continue under this proposal is outreach to the WELDCOS, Inc. which is a not for profit umbrella organization comprised of 25 rural senior aide coordinators. Due to the rural nature of Weld County 9'70"'!0 and due to the fact that the census data places. The Seniors In Industry Program will place more effort on recruiting rural seniors. The WELDCOS, Inc. organization meets monthly. The Area Agency on Aging staff and the Older Worker Specialist, specifically will provide these coordinators with brochures, flyers, and opportunities for speaking engagaments to explain and promote the program. We will continue to co -enroll participants with the Title V Green Thumb Program for short-term subsidized training for the older worker participant unable to attend training without a job. Rocky Mountain SER will again be used as a cooperative partner. As a program of the Weld County Area Agency on Aging, the Older Worker Program has the opportunity to keep current on the aging issues that can affect the older worker. Area Agency staff also are another good employment resource. Case managers with the Area Agency on Aging have been able to make job referrals to the Older Worker Specialist for families in need of in -home health care or general maintenance to their clients' homes. Other agencies which collaborate with the Area Agency on Aging Older Worker Program is Meals on Wheels, Weld Mental Health Peer Counseling Program, American Red Cross, and United Way. The new initiative is a recently formalized collaborative effort with six Weld County Agencies directly involved in the employment of older adults. This agreement was reached in a meeting among representatives from Bonell Good Samaritan Center, Western Temporary Services, Inc., Absolute Temporary Services, Seniors Are Special Respite Care Program, RVNA Home Health Care, Inc., and the Aims Community College CNA Program. These agencies have offered to directly assist the Seniors In Industry Program recruit and place older workers. This group will meet at least quarterly to review the needs of Older Workers and how recruitment and placement can be advanced. Specific areas of assistance will be recruitment of older workers for home health aide and respite aide openings and referral for subsidized training opportunities from the temporary employment agencies. We believe this new collaborative effort will improve and expand our ability to serve older workers in our community. 6. Budget: The budget request is $50,000. Of that, $40,000 will be used for the Title 11A Program and $10,000 will be used for the Title III EDWAA Program. Of that request, 10% or $5,000 is Administrative, 73% or $36,299 is Direct Training 970290 and 17% or $8,701 is Training Related. The following breakdown shows all estimated costs budgeted within each cost category. All personnel percentages are estimates of time staff will spend on activity benefiting this grant. Evaluation: Monthly activity reports on the Seniors in Industry Program are submitted to the Private Industry Council and the Supportive Services Committee of the Weld County Area Agency on Aging Advisory Board. The Director of the Weld County Area Agency on Aging is given a monthly summary report on the Seniors in Industry Program activities. The Area Agency on Aging Director and the Older Worker Specialist meet on a regular basis to discuss activities of the Seniors in Industry Program. These staffing meetings have helped to provide timely information to the Area Agency on Aging Director and have allowed for evaluation changes to be made to the program. The required state reporting is submitted on a quarterly basis. b. Continuation: In the event these funds are exhausted we will explore other sources of funding for our older worker program. We would work with the Service Delivery Area for possible funding through their IIA Adult Program. There are also private sources available that will often fund older worker programs. The Colorado Senior Employment Network has in the past offered to develop a list of possible funding sources that could be used at a time of emergency or to supplement the funding that is obtained from JTPA. This could still be looked at as a viable option.
