Myers, c/o James S. Hillhouse Subject: (Grander Valley PUD) The Weld County Public Works Department has reviewed this proposal; the following comments are recommended to be a part of any approval: 1. No direct access from the lots on to WCR 19 is allowed. All lots will access from an internal road system. 2. Section 10.2, Streets: All streets within major subdivisions and planned unit developments will be paved. The applicant's cross section is identifying six inches of Class 6 aggregate base course with no asphalt. 3. The applicant needs to change the inside edge radius of the cul-de-sac to reflect 50 feet or more. 4. The streets within the PUD district shall be privately maintained by the developer and/or the Homeowner's Association; the streets will be dedicated for public use. 5. The Utility Board will probably recommend a 15 foot perimeter easement around the five lots and possibly 10 foot lot line easements throughout the PUD. 6. In Exhibit "A" relating the Improvements Agreement, the applicant needs to add the additional units and unit costs to this sheet, street paving, street name signs, and one stop sign. There was no Exhibit "B", which reflects the time line attached with the application. 7. The center agricultural/ditch access from WCR 72 needs to be adjusted on the mylar to reflect actual location. Multiple accesses exist on Lot 5 due to the natural drainage swale located through the center of the property. 8. The applicant has submitted a drainage report. The site is currently being used for agricultural purposes and is covered with stubble. The topography of the area consists of a gentle slope of approximately 1.3% to the southwest. The proposed subdivision will not greatly alter the historic drainage pattern or increase the storm water run-off. The flow generated from the cul-de-sac will be captured by a borrow pit ditch running along side the cul-de-sac. It will be conveyed in these ditches to the borrow pit ditch on the west side of WCR 19. The applicant has provided calculations reflecting the drainage on the site. These have been reviewed, and we find no conflict with the drainage report. Hodges Department of Planning Services Weld County Administrative Offices 1400 N. 17th Avenue Greeley, Colorado 80631 RE: Gander Valley PUD The final plan for Gander Valley PUD was received on 3/6/97 by the Windsor - Severance Fire Protection District for review. This submittal has been the first form of communication on this project. The plans do not include information on the size of water main or show utility placement. In order to conduct an adequate review of a subdivision this information is normally required. The attached information indicated that a single hydrant would placed in the subdivision. Based upon a review of the plat it would appear that the building envelope of Lot I would be outside of the acceptable distance of a fire hydrant placed in the cul-de sac. The Lot 1 building envelope should be relocated to a point near the cul-de-sac to maintain an adequate distance from the building to the hydrant. The developer will need to submit the utility drawings before further review of the project. The following information should be used for the utility drawing. Types of Hydrants: Fire Hydrants shall be the Mueller Centurion or the Waterous Pacer. The Waterous Pacer shall be equipped with an upper standpipe section with a nominal height equal to the Mueller Centurion. Fire hydrants shall be dry barrel. Fire hydrants shall have two 2 %x" ports and one 4 'A " port. All thread shall be National Standard Thread, (NST). Fire Hydrants shall operate by opening in a counter -clockwise direction and closing in a clockwise direction. The hydrant shall have the standard five sided nut on the port caps and the operating stem. The hydrant shall be installed with the 4 'A" port facing the roadway. Hydrant Installation: Fire Hydrants shall be constructed such that an isolation valve is located between the hydrant and the water main. The valve shall be acrescible. The hydrant shall be installed so that the base flange is above grade with at least the base flange bolts exposed, and not greater than five inches from the grade to the bottom of the base flange bolts. Hydrants shall have a break away section per manufacturers specifications. The breakaway should be installed level with grade. All fire hydrants shall be installed with a course gravel bed to ensure adequate drainage from hydrant weep holes. Thrust blocks shall be installed in accordance with AWWA and NFPA . 971241 �I EXHIBIT 1 Hydrants shall be visible and accessible for fire fighters without difficulty. Vegetation and landscaping shall not conceal the hydrant. Hydrant Spacing: Residential - Fire Hydrants should be no greater than 600 feet apart; with no structure greater than 300 (600/300). Low Density Residential - An individual analysis will be conducted for each rural subdivision where lots within the subdivision are equal or greater than 2 acres. Low Density Residential shall comply with residential unless the District approves an alternative. Alternatives shall be based upon the individual analysis and the proposal submitted by the developer. (Water supply alternatives include: sprinlder systems or support of tanker shuttle and supply. Cisterns, dry hydrants and open water sources have reliability problems and will have limited acceptance by the District.) Hydrants shall not be more than 10 feet from an approved fire access or roadway. The grade from the roadway or access and the hydrant shall be near to level. The placement of hydrants in developments without a grid type street design will be based upon an evaluation by the fire department to ensure operational needs. Placement of hydrants in closed -end streets shall be based upon the distance of the street from the intersection to the end of the street. The placement of hydrants at the end of the dead end sheet is for use as a blowout and it is not credited for use in fire fighting operations. Blowouts should meet the same criteria as hydrants for fire fighting operations, or designed to ensure that the blowout will not adversely affect fire fighting operations due to failure. Fire Flows: Fire flows shall be not less than 1000 gpm at 20 psi minimum for single family residential and estate. Simpson State Engineer We have reviewed the above referenced proposal to develop 4 single family residential lots and one 40.48 acre farming lot, on a 68 acre parcel. The Water Supply Information Summary requested in the State Engineer's memorandum of August 7, 1995, was not included and no information on water requirements was included. The North Weld County Water District has been listed as the water provider, however no letter of commitment for service was included in the referral materials. Pursuant to Section 30-28-136(1)(h)(II), C.R.S., the State Engineer's Office has not received enough information to render an opinion regarding the potential for causing material injury to existing water rights, or the adequacy of the proposed water supply.
