Dear Commissioners,
As Mayor of the Town of Frederick, I am writing to request your input in assisting the
Town with a traffic study to determine the safe and reasonable speed on Weld County
Road 18 between Weld County Road 11 and Weld County Road 13. It is my
understanding that one of your traffic engineers has been made available to municipalities
in the County that have a need for such services, as was made available to the Town of
Ault.
Several residents have expressed a concern about the appropriate speed on WCR 18
due to the increasing numbers of homes in the area. Historically the posted speed limit has
been 45 mph Pursuant to the Model Traffic Code, 1995 edition, which has been adopted
by the Town, the presumed safe and reasonable speed for a residential area is 30 mph. It
is my understanding that a traffic count is the most appropriate means of determining
whether the street or road in question lies in a residential area, commercial area, etc.
The expertise of one of your traffic engineers would be beneficial in determining the
appropriate speed limit on the road in question.

This is in response to your letter dated October 10, 1997, requesting Weld County's assistance in
determining appropriate speed limits for Weld County Road 18.
Weld County does not provide engineering services to municipalities. The Town of Ault hired a
private consultant, Ruth Rollins, to perform traffic engineering. Ault requested Weld County use its
traffic counting equipment to gather information to be used in the traffic study. The Board of Weld
County Commissioners approved Ault's request provided Ault reimbursed the county for all
personnel and equipment expenses. Also, the Town of Ault took responsibility for any damage done
to the county's traffic counting equipment. The count information was provided to Ault's consultant
but no report or recommendations were provided.
If the Town of Frederick is interested in traffic count information, the Commissioners are willing to
extend the same service that was provided to the Town of Ault. For details, please contact Drew

The Colorado Department of Transportation has a traffic program available for municipalities at no
