This site plan review is approved with the attached conditions:
1. Prior to recording the Site Plan Review plat, the applicant shall address the following io the
department of Planning Services' satisfaction:
A. The plat shall be amended to delineate the following:
1) The applicant is indicating that the 37-stall parking lot will be constructed of six
inches of gravel. All front parking areas shall be paved and have adequate striping c ` f,
with curb and gutter. A larger gravel area in front of the storage sheds shall be used
for truck parking, equipment yard, and material storage. (Public Works)
2) A 20 foot wide landscape setback measured from the existing right-of-way io any or.
parking lot as required by Section 2.6.4 number 2.g of the MUD Ordinance 191

3) A 10 foot tree setback as required by Section 2.6.4 number 2.b of the MUD

4) 5% of the parking area must be landscaped as required by Section 2.63 number 4 (.

B. The applicant shall include in the Landscaping Plan the following information:
1) An installation schedule which specifies when the landscaping will be installed on (7.'

2) A landscaping maintenance schedule which specifically states who will perform
maintenance and that maintenance is on going and shall not end upon final
acceptance by the Department of Planning Services. (Dept. of Planning Services
C. The applicant shall submit evidence of Weld County Public Works approval to the Weld
County Planning Department for the new configuration of the front parking lot in conjunction
with the parking lots on Lot 9 after the additional setback and landscaping requirements have
been delineated on the plat.
D. The applicant shall enter into an Improvements Agreement According Policy Recarding
Collateral for Improvements and post adequate collateral for parking and landscaping
requirements.
E. The applicant shall submit evidence to the Department of Planning Services that final
approval has been received from the Mountain View Fire Protection District. (Mountain View
Fire Protection District)
F. The transportation and drainage reports for Vista Commercial Center, Filing #1, Phase
have been completed. All development within the MUD shall adhere to the storm water
drainage design and technical criteria requirements in Section 10.13 of the Subdivision
Ordinance. The historical storm water drainage patterns and runoff amounts will be
maintained. The developer will be required to submit a detailed study, from a Colorado
licensed engineer, that shows both the undeveloped and developed drainage patterns.
Evidence of Public Works approval shall be submitted to the Weld County Planning
Department. (Public Works)
G. The following notes shall be placed on the plat: l:�
1) In accordance with the Weld County Zoning Ordinance, no land, building or structure
shall be changed in use or type of occupancy, developed, erected, constructed,
reconstructed, ,moved or structurally altered or operated in the commercial or
industrial zone districts until a Site Plan Review has been approved by the
Department of Planning Services. (Dept. of Planning Services)
2) The application does not propose any portion of the site to be leased to another
party. In the event that a portion of the building is proposed to be leased to another
party in the future, the applicant shall submit a copy of the lease agreement or other
appropriate evidence/information regarding the proposed use of the leased portion
to the Weld County Department of Planning Services for review. This review may 0
involve the Weld County Attorney's office, Weld County Building Inspection
Department, Mountain View Fire Protection District or other appropriate referral
entity. Based upon the proposed use and/or impacts of the leased portion, the
Department of Planning Services may require a new Site Plan Review application.

3) There shall be no parking or staging of trucks allowed on Skyway Drive or Weld ('
County Road 3 %. (Public Works)
4) Two access points from Vista View Drive have been identified. The eastern access y-;
is being shared by Lot 9. The western access shall share vehicle parking access and L,,
large equipment and material delivery. (Public Works)
5) All liquid and solid wastes shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination. (Health Dept.)
6) No permanent disposal of wastes shall be permitted at this site. (Health Dep-.)
7) Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, blowing debris, and other potential nuisance conditions. (Health Dept.)

9) The maximum permissible noise level shall not exceed the commercial limit of 60
db(A), as measured according to 25-12-102, Colorado Revised Statutes (Health

COLORADO Release of Collateral
At the request of the applicant, I inspected the site.
The Weld County Public Works recommends the release of the transportation collateral for paving of the
parkings lot and all but 15% of the paving item.
In the Improvements Agreement, Item Nos. 8.1.5 and 8.1.6, it states that 15% shall be retained for ?!
period of one year. At the end of one year and no distress or repairs are needed to the asphalt, the 15%
collateral ($1,800) shall be released.
All other non-transportation items shall be verified by Planning Services prior to release.

My memo of August 25, 1999, stated that the storm water drainage requirement needed to be addressed for h )th
undeveloped and developed drainage patterns for Lots 9 and 10. The applicant has submitted the Storm Ws ter
Drainage Site Plan for Lot 10, Vista Commercial Center. I have reviewed this report and it meets the drainage
requirements.
The master drainage plan is now in place for the Vista Commercial Center. Each individual lot shall be requ ed
to submit a drainage plan.

Dear Ms. Lockman;
In response to your verbal request for additional information needed to process our
application for Site Plan approval on the Roof Check Storage Building project, we
submit the following. (Reference numbers below refer to Weld County form
`Application Requirements for a Site Plan Review'.)

6. Proposed use of the site will include an approximate 9280 gross s.f., unheated, open,
Storage Building. The building will be used to store company vehicles and
roofing materials. A 37-stall parking lot will also be constructed adjacent to
Skyway Drive. A large gravel area in front of the Storage Shed will be used for
truck parking and staging. A large landscaped berm will be in front of the parking
area. The proposed storage facility will operated in support of and in conjunction
with the Roof Check Main Facility located on adjacent Lot 9.
7. Although a branch tap is available from the buried water main located near the front
of the site on Skyway Drive, connection is not planned at this time. Roof Check
employees using the storage facility will have access to potable water supply at
Lot 9. Site irrigation will be provided from Lot 9.
8. Although a branch tap is available from the buried sewer main located near the front
of the site on Skyway Drive, connection is not planned at this time. Roof Check
employees using the storage facility will have access to toilets at Lot 9.

11. The proposed facility has been designed and will be constructed to meet all
setback and offset requirements.
13. Building signs will be painted, non-illuminated, constructed of exterior-grade
materials, securely anchored to the substrate. See submitted Sheet A-2
`Elevations'for approximate number, size, and location of proposed
building signs. No `Site' signage associated with Skyway Drive is
planned at this time.
14. General: Landscaping Plan is shown on submitted Sheet LS-1. Intent of the
proposed design is to compliment landscaping on the Roof Check Main
Facility located on adjacent Lot 9 and to provide a visual buffer between
Skyway Drive and the parking/building areas.
A. Maximum Lot Coverage requirements have been met.
B. A 15' depth, fully landscaped buffer along the front property has been
provided as required. See Sheet LS-1.

D. The proposed Landscaping Plan is shown on submitted Sheet LS-1.
There are no existing plantings on the lot.
E. Landscape maintenance will be provided on a regular, continuous basis io

replaced. All landscaped areas will be irrigated. The site will be kept
free of noxious weeds and unwanted plants. A more detailed Landscape
Maintenance Plan can be provided if requested.
15. The site has been designed to direct surface runoff to the approved Vista
Commercial Center retention pond. Drainage swales will be constructed and
landscaped to maximize runoff absortion while minimizing possible erosion.
Surface runoff from the Roof Check Main Facility located on adjacent Lot 9 is
also directed along the rear and west side of Lot 10 to the approved Vista
Commercial Center retention pond.
16. Proposed on-site parking as shown on submitted Sheet LS-1 exceeds Weld
County requirements. Parking and vehicular circulation areas are proposed to
be 6" deep gravel, providing a permeable surface for reducing surface runoff
17, 18, & 19. No areas of the site have been specifically designated as
loading/service'. As stated previously, the site will used as a storage facility in
support of and in conjunction with the Roof Check Main Facility located on
adjacent Lot 9. Except for this shared use, operations of the facility will be
entirely on-site; no encroachment upon neighboring property or rights-of-way
will occur.

Dear Ms. Lockman:
I have reviewed the preliminary site plan for the Roof Check storage building to be located at
1566 Skyway Drive. The Fire District does not object to the project, provided the project Is able
to meet the requirements of the Fire District. All applicable codes as they pertain to water
supply, fire hydrant locations, street widths and designs, and fire department access must be net.
Based on my review, I have the following comments regarding the preliminary site Flan
submitted:
• Buildings shall be designed and constructed in accordance with the provisions of the 1994
Edition of the Uniform Fire Code, as ratified by the Weld County Commissioners, and all
applicable codes and, as enforced by Weld County.
• Plans did not indicate the Uniform Building Code construction type, gross square footage of
the building, occupancy classification or the proposed use of the building. Therefore, the
specific fire- and life-safety requirements for the use of the building or the required fire flow
for the building can not be determiacd at this time. It should be noted that all hydrants used
to meet the required water supply shall be within 600 feet of the building as measured along
approved fire apparatus access routes around the exterior of the building; and, at least one
fire hydrant shall be located such that it is within 450 feet of all portions of the building A
site utility plan must be submitted to the Fire District for review and approval The utility
plan must show the location of existing or proposed fire hydrants.
• In non-sprinklered buildings, water supply for fire protection is increased by 500 gallons per
minute when the nature of the occupancy is such that it contains any of the following listed
hazardous operations, materials, processes of storage: flammable or combustible liquids
storage or handling, woodworking operations, paint spray operations, hazardous materials
storage or handling, high-piled or rack storage of combustible materials, or dust producing
operations.

• Fire apparatus access roads shall be designed and maintained to support the imposed loads of
fire apparatus (60,000 pounds). Roads must have a surface that provides all-weather driving.
capabilities and be free from obstructions which includes locked gates, unless approved by
the Fire District.
• A final site plan and a complete set of building construction plans must be submitted to the
Fire District for review and approval before building permits may be issued.
• A final inspection of the building will be required by a member of the Fire District before a
Certificate of Occupancy is issued from Weld County.
The Fire District reserves the right to make further comments as the project proceeds. Nothing
in this review is intended to authorize or approve of any aspect of this project that does not
comply with all applicable codes and standards. We appreciate being involved in the planning.

Environmental Protection Services has reviewed this proposal for an Open Storage Building for Vehi;Ies and
Co.itractor Supplies.This site is on Lel 10 of Vista Commercial Center. The offices for this bisiness are on l.ot
9(SPR-294)and shall be utilized by the employees for water and bathroom thcilities.. The following ccndii ions
are recommended to be part of any approval:
I) All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects
against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive 'lest,
blowing debris, and other potential nuisance condtions.
4) Fugitive dust shall be controlled on this site.
5) The maximum permissible noise level shall not exceed the commercial limit of 60 db(A), as raeascu ed
according to 25-12-102, Colorado Revised Statutes.
6) Adequate toilet facilities shall be provided for the public and employees.
7) The facility shall utilize the existing municipal sewage treatment system at the office she in 1.o. 9.

8) If applicable, all pesticides, fertilizer, and other potentially hazardous chemicals must be st,mrcc nd

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under lie
purview cf the Weld County Mixed Use Development and Site Plan Review Standards. Our comments aid
requirements are as follows:
COMMENTS:
The transportation and drainage reports for Vista Commercial Center, Filing #1, Phase 1 has been completed
Each lot shall be required to provide a drainage report.
REQUIREMENTS:
Access: Two access points from Vista View Drive have been identified. The eastern access is being snared oy
Lot 9. The western access shall share vehicle parking access and large equipment and material del!::very.
Parking and Circulation: The applicant is indicating that the 37-stall parking lot will be constructed of six incr es
of gravel. All front parking areas shall be paved and have adequate striping with curb and gutter A larger gravel
area in front of the storage sheds shall be used for truck parking, equipment yard, and material storage
;storm Water Drainage: All development within the MUD shall adhere to the storm water drainage design e.rid
technical criteria requirements in Section 10.13 of the Subdivision Ordinance. The historical storm water drainage
patterns and runoff amounts will be maintained. The developer will be required to submit a detailed sti idy, fr lm
a Colorado licenses engineer, that shows both the undeveloped and developed drainage patterns..
