HomeMy WebLinkAbout961170.tiff RESOLUTION RE: APPROVE CONTRACT RENEWAL LETTER FOR FAMILY PLANNING CONTRACT BETWEEN HEALTH DEPARTMENT AND COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Contract Renewal Letter for the Family Planning Contract between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Health Department, and the Colorado Department of Public Health and Environment, commencing July 1, 1996, and ending June 30, 1997, with further terms and conditions being as stated in said contract renewal letter, and WHEREAS, after review, the Board deems it advisable to approve said contract renewal letter, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Contract Renewal Letter for the Family Planning Contract between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Health Department, and the Colorado Department of Public Health and Environment, be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said contract renewal letter. In consideration of said services by the Contractor and conditioned upon affirmation by the Family Planning Program that services were rendered in accordance with this contract, the state will cause to be paid to the Contractor a sum not to exceed Seventy eight Thousand ninety-three dollars ($78.033) . This contract renewal letter is intended to be effective July 1, 1996, but in no event hall it be deemed valid until it is approved by the State Controller or his designee. You will note that the basic service dollars are the same as in your FY96 contract, per an agreement made at a MICPAC meeting in December to not use the Resource Allocation Formula this year because of the uncertainties of patient data. You will also note that in most instances, you have not received as much cryotherapy funding as last year. There are two reasons for this: First, most of you have not used all the funds in the FY96 contract and second,we had to have some place to make a cut. We took a 3% reduction in our state funding for family planning services this year and received level federal funding, so we had to reduce somewhere. The other place we cut is in sterilizations; you will see a major decrease when you get your"slots" for July-December(separate letter to follow). Please have all copies of the letter signed and returned to me as soon as possible. When all the state signatures have been completed, I will return a copy to you for your records. Also find here (if you have data in the system) a print out from the CoTrack/Columbine system for the year ending February 28, 1996. We wanted to give you some feedback and rather than wait to complete March data,we ran this 12-month period. Overall most of the data looks good. However, there are still some problems and in some cases we know why and in others we are not sure. If I have concerns about an individual agency, I have noted it on the report. (In all agencies there are still problems with the number of unduplicated Non FP patients and the number of Target Limited Encounter patients, so please do not use these numbers for any reporting purposes yet.) Weld County Health Department will be reimbursed up to $76,968 to provide contraceptive services to approximately 2,000 family planning clients and $1,125 to provide cryosurgery and/or pap smear screening services to 15 patients. This will amount to a total of$78,093 for the period July 1, 1996 through June 30, 1997. This program continues to be one of the tools we use in working with the teen pregnancy issue.
