RE: APPROVE SERVICE ENHANCEMENT REQUEST AND AUTHORIZE CHAIR TO SIGN
-SYSTEMS AND COMPUTER TECHNOLOGY, INC. (SCT)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Service Enhancement Request
between the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Human Services, and Systems
and Computer Technology, Inc., commencing April 21, 1998, and ending April 20, 1999, with
further terms and conditions being as stated in said request, and
WHEREAS, after review, the Board deems it advisable to approve said request, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Service Enhancement Request between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, and Systems and Computer Technology, Inc., be,
and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said request.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 1st day of June, A.D., 1998, nunc pro tunc April 21, 1998.

Service Enhancement Request
Name of Client: Weld County
Date of Request: April 30, 1998
Related Agreement: Onsite Services and Software License Agreement between
Client and Systems and Computer Technology, Inc., dated
November, 1993.
Project: Human Services Grant Network
All terms defined in the Agreement and its amendments shall have the same meaning
ascribed to them therein when used in this Service Enhancement Request. Pursuant to
Section 2.2 of the Agreement, Client hereby requests that SCT perform the
Supplemental Services described below. The parties acknowledge that any
Supplemental Services to be performed pursuant to this Service Enhancement Request
shall be performed under the terms and conditions of the Agreement. In addition,
unless otherwise set forth below, any payments to be made by Client to SCT under this
Agreement shall be made pursuant to the terms and conditions of the Agreement. The
amounts to be paid by Client to SCT under this Service Enhancement Request shall be
in addition to any other amounts which Client is obligated to pay SCT under the
Agreement.
Description of Supplemental Services:
The services to be provided under this Service Enhancement Request are specified
below.
A. Time Frame
Projected Start Date for Services: April 21, 1998
Project End Date for Services: April 20, 1999.
Services
The Weld County Department of Human Services received a grant for the
purpose of building a wide-area network utilizing frame relay for the Family
Educational Network of Weld County. The administrator of the grant at Weld
County is the Department of Human Services. With this project being outside
the scope of services in the existing agreement, SCT is being asked to assist
with the successful implementation and ongoing network administration of this
project. The intent is for SCT not to expend existing resources assigned to Weld
County to resolve issues at any of the 15 remote sites (See Attachment A)

involved in this project.
SCT will assist with the implementation of the project by acting as the
coordinator of the installation process, assisting with the development of
network specifications, vendor selection, monitoring of vendor tasks, and
eventual ongoing network administration.
The grant network will be integrated into the existing Weld County WAN for
easier network administration and will be implemented with hardware and
software meeting existing standards used at Weld County. Outside vendors,
paid by Weld County, will provide network installation and configuration
services. This will include hardware and software related to the grant network
including the fifteen remote sites (See Attachment A). SCT will perform tasks
necessary to integrate the grant network into the existing Weld County WAN.
Weld County will secure and maintain ongoing maintenance contracts with
outside vendors for the fifteen remote sites and the frame relay portion of the
grant network. If a problem is encountered at a remote site, SCT will contact
the appropriate maintenance vendor for that remote site. Staff from the Weld
County Department of Human Services will be responsible for the software and
user training related to applications implemented on the grant network. Anyone
utilizing the grant network will adhere to guidelines set forth by Weld County
policy.
C. Payment
The additional amount to be paid by the Client to SCT under this Service
Enhancement Request is $70/hour. SCT will submit an invoice to the Client on
a monthly basis beginning in May, 1998, for the hours incurred in the previous
month. Billing will include hours as required for the network implementation
process and the on-going network administration. The invoices will be paid by
the client each month throughout the duration of the Service Enhancement
Request. Human Services will initiate requests for all work to be performed by
SCT.
