prevent, control, and abate spillage of septic sludge, partially due to the
grade of the property and storm water runoff.

disposal of the Domestic Septic Sludge has not demonstrated the ability
to control fugitive dust, blowing debris, odor and other potential nuisance
conditions.
C. Section 49.5.1.7 - The use is not compatible with existing surrounding
land uses.
D. Section 49.5.1.8 - The use is not compatible with future development in
the area.
