PERMIT #877 FOR AN ASPHALT AND CONCRETE BATCH PLANT IN THE
A (AGRICULTURAL) ZONE DISTRICT - C & M AGGREGATES
A public hearing was conducted on April 26, 1995, at 10:00 a.m., with the following present:
Commissioner Dale K. Hall, Chairman
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner Constance L. Harbert
Commissioner W. H. Webster - EXCUSED
Also present:

Planning Department representative, Shani Eastin
The following business was transacted:
I hereby certify that pursuant to a notice dated March 29, 1995, and duly published April 6, 1995,
in the Windsor Beacon, a public hearing was conducted on April 19, 1995, to consider the request
of C & M Aggregates for a Site Specific Development Plan and Second Amended Special Review
Permit for an asphalt and concrete batch plant in the A (Agricultural) Zone District. At said hearing
on April 19, 1995, the matter was continued to April 26, 1995, at which time Lee Morrison, Assistant
County Attorney, made this a matter of record. Shani Eastin, Planning Department representative,
explained the applicant is requesting to move an existing batch plant from the Distel Farms USR
site to this site. The batch plant will only be operated on one site at a time. Ms. Eastin stated
referrals indicated no conflicts and entered the favorable recommendation of the Planning
Commission into the record as written. She confirmed for the Board no complaints have been
received. Responding to further questions from Commissioner Kirkmeyer, Ms. Eastin stated the
first amendment to this USR and USR #1046 were approved last year and the batch plant was
located in the middle of the USR #1046 property. Art Uhrich, Nelson Engineers, represented the
applicant and stated the original USR #877 was approved about five years ago and reiterated
USR #1046 was approved last year. He stated all Conditions of Approval and Development
Standards are acceptable. No public testimony was offered concerning this matter. Ms. Eastin
confirmed all Conditions of Approval and Development Standards from the original USR are
included in this amendment and have not been changed. Commissioner Baxter moved to approve
the request of C & M Aggregates for a Site Specific Development Plan and Second Amended
Special Review Permit for an asphalt and concrete batch plant in the A (Agricultural) Zone District,
based on the recommendations of the Planning staff and the Planning Commission, with the
Conditions of Approval and Development Standards as entered into the record. The motion was
seconded by Commissioner Harbert, and it carried unanimously.
