HomeMy WebLinkAbout951097.tiffRESOLUTION RE: APPROVE TELECOMMUNICATIONS PROJECT APPLICATION TO COLORADO PUBLIC UTILITIES COMMISSION FROM DIVISION OF HUMAN SERVICES AND AUTHORIZE CHAIRMAN TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Telecommunications Project Application from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Division of Human Services, to the Colorado Public Utilities Commission, with terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Telecommunications Project Application from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Division of Human Services, to the Colorado Public Utilities Commission be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chairman be, and hereby is, authorized to sign said application. An original and six copies of each proposal must be sub1097 EXECUTIVE SUMMARY A. Introduction: Weld County Division of Human Services (WCDHS), Greeley, Colorado, is a non profit governmental agency. The Executive Director is hired by the Weld County Board of Commissioners. The Board of Commissioners is the legal grantee for all funds disbursed to WCDHS and is the legal policy making board for WCDHS. WCDHS is responsible for a wide range of public assistance programs funded primarily with federal funds. However, state and local funds are awarded to the organization as well. The total budget of Human Services averages 6 million dollars per year. WCDHS includes the Area Agency on Aging, the Family Educational Network's Head Start and Migrant Head Start Programs, Employment Services and the Department of Transportation under its umbrella. The Weld County Senior Aide Program is comprised of 21 rural senior centers which provide information and referral, education, recreation, and volunteer opportunities to over 3,500 older adults county wide. The Family Educational Network of Weld County's Head Start Program serves over 900 families yearly through comprehensive early childhood education programs which focus on child development. Its Family Services component works directly with local agencies to obtain needed assistance, educational preparation and job training for families to enable them to improve the quality and condition of their lives. As a component of Employment Services of Weld County, the Adult Education Program (GED) offers on site services to all Human Services clientele wishing to pursue their high school equivalency. Employment Services of Weld County provides a needed job training and placement link for all WCDHS clients. The Weld County Department of Transportation provides services to each of these client populations as well as to the general public in designated rural areas of Weld County. The Division of Human Services proposes to install and implement telecommunication linkages that will strengthen the quality of current services, initiate new communication options and will lay the foundation for a seamless network of accessible information and services to the populations it serves. This project has the potential to become a model project for other rural areas nationwide who are struggling to eliminate the communications, educational and economic limitations created in districts with significant numbers of isolated rural communities. The proposal has two phases. In Phase I, the pilot phase, telecommunications equipment will be installed at each of twelve (12) Head Start centers and five (5) senior centers county -wide. Training will be provided to prepare service deliverers to use and train clients to use the programs. The telecommunications packages, including pc's, modems and printers, will strengthen internal communication linkages within each program, establish linkages with other agencies and deliver telecommunication services to clients at outreach sites. In Phase II, 951097 Exec. Summary 2 additional senior centers will be added to the network utilizing monies provided through local donations by Kodak and other businesses and foundations. Job search capabilities at the outreach sites will be added to the network and the linkages expanded to additional agencies outside WCDHS who are interested in participating. B. Eligibility Criteria: The Project successfully meets the eligibility criteria enumerated in Sections G and H of the Telecommunications Project Proposal Packet. (G)1. Children in Head Start programs will be introduced to the concept of telecommunications and its value to our world today and in the future. In addition senior citizens, as well as children, will be introduced to the benefits of the new technology. Rural Head Start families will have the opportunity to access adult education programs on site in their own community, a significant impact on those who live great distances from education centers. Self- improvement software programs can be made available in rural areas as well. An improved communication link will be established between rural centers and main terminal affording immediate access to needed client information. In addition, through E-mail, information can be instantly disseminated to distant centers in isolated areas. Service deliverers and clients will be able to search the libraries' community resource system and to secure information about accessing needed services. 2. The intent of WCDSH is to access telecommunication services and modems regulated by U.S. West. The agency is already in discussions with Dan Grider, Service Specialist, U.S. West Communications to determine the proper U.S. West lines to use to interconnect remote sites to Human Services computer network as well as determine hardware and software equipment needs. 3. The project will significantly impact the lives of U.S. West customers, especially the rural, low income, child and senior populations of Weld County. 4. see #2. 5. WCDHS is prepared to begin implementation of the Phase I pilot immediately, with installation, training and implementation to be completed within 12 months. Phase II will commence upon successful completion of Phase I. 6. The focus of the project is service delivery. Telecommunications services will be directly accessible to a significant population at 17 sites throughout Weld County. 951097 Exec. Summary 3 7. The grant would furnish seed money to implement Phase I. Phase II would secure ongoing funding through WCDHS and WCC subsidies, donations by Kodak and other local business and foundations. (H)1. This project will be directed by Weld County Government for the benefit of the citizens of Weld County. especially rural, low- income, child and senior citizen populations. 2. The project will significantly impact the economic lives of Weld County citizens by a) exposing young children to the telecommunication technology that will direct their future, b) providing easy access to job search programs, c) providing adult basic education (GED) training in isolated rural areas, and d) connecting isolated populations such as frail elderly to services at major population centers through an electronic network. 3. WCDHS will draw on already committed private money, donations, grants and matching funds, as well as seek new contributions, to assure continued service and expansion. 4 As federally funded programs, WCDHS agencies rely on in -kind contributions to match federal dollars. 5. Weld County is the size of the state of Connecticut with a large rural population. Vision Together, a recent community planning effort funded by the Colorado Trust and directed by the National Civic League, identified the need for electronic linkage as a major initiative to connect our population.
