TO THE BOARD Ed Jordan December 17,1997 Bruce Barker County Attorney's Office 915 10th St. Greeley, Colo 80631 Dear sir; This letter is in reference to your request that a member of the Weld County Sheriffs Office examine the Leahy Farm and make a recommendation on security during the AMA sanctioned motorcycle races. On December 16, 1997, I drove to the Leahy Farm and examined the property. Ann Leahy met me their and gave me a tour. The farm and race track can be accessed from WCR 19 and WCR 46 'A. The WCR 19 entrance is at the bottom of a hill. Vehicles traveling northbound over the hill, on WCR 19, get a view of the entrance approximately 3/10th of a mile prior to arriving to the entrance. Therefore, large volumes of traffic entering and exiting the race track area should not create a traffic hazard. The racetrack is located behind the farm house and outbuildings. The distance from WCR 19 to the parking lot is approximately 300 yards. This is plenty of room for the participants to line up in their cars as they are checking in on race day. Ms. Leahy assured me traffic would not back up on to WCR 19. Should this occur, a vehicle with overhead red lights would be necessary, along with an Officer to direct traffic. The spectators will be allowed to drive to the parking lot and park before they purchase their tickets. Ms. Leahy said they have not finalized their traffic plans, but may use the WCR 461/2 access road as an exit only. Ms. Leahy informed me no alcohol will be allowed on premises. This rule, and several other rules, are posted on a large sign near the entrance. If a spectator is seen with alcohol, it will be taken away from the person and the person will be told they can have the alcohol back when they are ready to leave the premises. Ms. Leahy gave me a copy of the American Motorcyclist Association, Rule book. In chapter 10-PROMOTERS DUTIES AND RESPONSIBILITIES, A-4, it states, "Promoters must provide 280073 a sufficient number of police or marshals to keep the track and other restricted areas clear of spectators and to otherwise ensure safety". Other items of noteworthy in the rules are: AMA officials are present at each event. An official can suspend and fine participants for insubordination, or for attacking other people, or for violation of rules relating to drugs or alcohol. And finally, the rules require the promotor to have an ambulance and crew on the premises. Ms. Leahy further informed me that the spectators of AMA sponsored events, are usually family and friends of the riders. These events do not generally draw a rowdy and unruly crowd. However, my recommendation on the number of security officers would be the same as what is stated in Weld County Ordinance 85, section 10. And that is two security guards for every five hundred persons attending the assembly. The ordinance further states the the security personnel could be off duty peace officers or Colorado licensed security guards. I also recommend the security personnel should have a properly marked vehicle. The vehicle would be necessary as the Officers may have to quickly respond to either one of the exits, or the race track interior.. Those distances are too far apart to be covered by foot. Duties of the security personnel would include keeping the spectators behind the fence that separates the riders from the spectators. Also, a marked security car and uniformed officer would deter people from trespassing on other landowner's property, especially when entering or leaving the racetrack. And finally, the Security Officers should have radio communication with the race promoter or the person in charge. Sincerely; RICHARD M.
