Harbert, Chair Commissioner W. H. Webster, Pro-Tem Commissioner George E. Baxter- EXCUSED Commissioner Dale K. Hall Commissioner Barbara J. Kirkmeyer Also present: Director of Finance and Administration, Donald D. Warden Acting Clerk to the Board, Carol Harding County Attorney, Bruce Barker The following business was transacted: I hereby certify that pursuant to a notice dated October 19, 1998, and duly published November 11, 1998, in the Fort Lupton Press, a public hearing was conducted to consider the 1999 Final Budget for the Beebe Draw Law Enforcement Authority. Donald Warden, Director of Finance and Administration, made this a matter of record and stated the authority has been inactive for several years; however, a ballot issue on the 1998 General Election passed to authorize a 7.0 Mill Levy and "debruce" the authority for future years. Mr. Warden stated the Assessed Value of the district is $73,500, which allows $514 as the total budget for 1999. Mr. Warden also stated the entire budget will be paid out under Professional Services to the Sheriffs Office to cover a Law Enforcement Contract. No public:testimony was offered concerning this matter. Commissioner Kirkmeyer moved to approve the resolution adopting the 1999 budget for the Beebe Draw Law Enforcement Authority. The motion was seconded by Commissioner Hall. Bruce Barker, County Attorney, indicated all four items could be approved under one motion; therefore, Commissioner Kirkmeyer amended her motion to include approval of the appropriations resolution, the Mill Levy resolution, and the resolution to approve the Law Enforcement Agreement. Commissioner Hall agreed to the amendment to the motion and the amended motion carried unanimously. No other revenues are anticipated. Expenditures of$514 are composed of a law enforcement contract with the Weld County Sheriff's Office. The contract will fulfill the intent of the creators of providing more adequate law enforcement for persons residing in the district, to prevent the crime rate from rising therein, and to better assist law enforcement agencies in the prevention fo crime and in the detection and apprehension of criminal offenders. Warden, Director Finance and Administration Ddw/ch BUDGET MESSAGE SERVICE: Service to be delivered by the Beebe Draw Law Enforcement Authority(Beebe Draw LEA) in Weld County for 1999 will be the provision of law enforcement services through a contract with the Weld County Sheriff. The contract will fulfill the intent of the creators of providing more adequate law enforcement for persons residing in the district, to prevent the crime rate from rising within the district, and to better assist law enforcement agencies in the prevention of crime and in the detection and apprehension of criminal offenders. BUDGETARY ACCOUNTING BASIS: The Beebe Draw LEA budgetary procedure uses the following Basis of Accounting. Basis of Accounting refers to when revenue and expenditures or expenses are recognized in the accounts and reported in the financial statements. Basis of Accounting relates to the time of the measurements made, regardless of the measurement focus applied. The Beebe Draw LEA utilizes the modified accrual Basis of Accounting. Under this method revenue is recognized in the year in which it becomes both measurable and available as net current assets. Revenue susceptible to accrual, that is, measurable and available to finance the district's operations or of a material amount and not received at the normal time of receipt, primarily consists of property taxes assessed in 1998 and payable in 1999. Unbilled charges for services are recorded in the appropriate funds at year end. Expenditures are generally recorded when the related fund liability is incurred.
