Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. All liquid and solid wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, blowing debris, and other potential nuisance
conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed the light industrial
limit of 70 db(A)as measured according to 25-12-102, Colorado Revised
Statutes.

TOPIC: SPECIAL USE PERMIT FOR ONECOMM CORPORATION
It has come to my attention OneComm Corporation is applying for a
site specific development plan and special review permit for a 163
foot radio communication tower.
Weld County is in the process of planning for future enhancement of
their current radio system for dispatching of public safety
personnel. As part of that planning process the radio capability
of the Southeast part of the County is being reviewed.
To establish a better radio network, Weld County needs access to
towers within the county. We would like to have as part of this
approval process, a stipulation or agreement allowing Weld County
to have access to the tower for radio and microwave antenna
installation at no cost for public safety use. We would supply our
own building, power and other needed equipment to make the system
operational.
I have attempted to contact representatives of OneComm by telephone
over the last few days but I have not been able to contact them
personally. I have left messages indicating we would like to talk
to them about tower space for antennas.
I will be available for the public hearing involving this permit on
February 8, 1995. If you have any questions about this request,
